2 Licensing Renewal Schedule Update Revise the term of the Class B County Highway / City Street Superintendent license to coincide with a Class A license term, resulting in, A) license terms that are consistent with one another: B) simplifying the renewal process: and C) promoting cost efficiency for staff processing. 8 Regulatory Reform Executive Order No July 6, 2017, Governor Ricketts signed Executive Order No for regulatory reform. This order provides NDOT the opportunity to change (or perhaps remove) regulations hindering our work and ease of doing business with us. All state agencies shall immediately suspend all rulemaking. This suspension shall remain in effect until December 31, 2017

9 Regulatory Reform Through this review, each regulation will be reviewed for wording, benefits, effectiveness, and challenges.

10 Regulatory Reform The effective, efficient operation of state government requires the least restrictive regulatory environment: and Nebraska Administrative Code has more then 7,500,000 words and more than 100,000 restrictive words: and Removing burdensome regulations will help Grow Nebraska.

11 Regulatory Reform Every state agency shall conduct a review of all existing and pending agency regulations. Submit report to the Office of Governor by: Do the costs of regulations outweigh the benefits? Does a process exist to measure the effectiveness of the regulations? Has a less restrictive alternative been considered? Was the regulation promulgated due to a statutory requirement?

12 Regulatory Reform Any regulation deemed to be more restrictive than required under state or federal law or creates an undue burden on Nebraskans, shall be revised or repealed pursuant to the Nebraska Administrative Procedure Act.
