Service Description Scope and objectives The scope of the external expert s mission is to carry out the thematic capitalisation at programme level of the LOT1 topic Innovation Systems (Triple Helix & Open Innovation), by collecting, analysing and disseminating the thematic knowledge gained from the INTERREG IVC projects working on this topic. The thematic capitalisation will not only include analysis of the practice and policies addressed with this topic but it will focus on content, in order to identify added-value compared to the state-of-the-art on Innovation Systems. The objectives of the systematic analysis of the projects of this topic by the external expert include: Identifying innovative approaches in the knowledge and experience gained by the projects of the specific topic Innovation Systems that would be suitable for exploitation by other regions in Europe Drawing policy recommendations on this topic at national and European level, based on the lessons learned from the corresponding projects Identifying synergies and complementarities among the projects dealing with similar issues on this topic, in order to support mutual enrichment of project results and further exploitation Providing specific topic-related recommendations to the projects to support them in further exploiting the outcomes of the projects State-of-the-art The systematic analysis of the content of the INTERREG IVC projects on the Innovation Systems topic will compare the outcomes of each project in relation to the state-of-the-art on this topic in relation to regional development, presented briefly below. The views on innovation started evolving during the last twenty years form old models focused on providing support for technological forms of innovation, linear views (innovation follows predictable and standardized process) or involvement of traditional actors (higher education and R&D institutes) to new developments such as support to services (including low-tech sectors), creative industries, public sector innovations, non R&D innovations, userdriven innovation, innovation systems, creation of intermediaries and evolving perceptions of the higher education institutes in innovation. According to the broad-based European innovation strategy, EU can only become comprehensively innovative if all actors become involved and in particular if there is market demand for innovative products. This broad strategy needs to engage all parties business, public sector and consumers. This is because the innovation process involves not only the business sector, but also public authorities at national, regional and local level, civil society organisations, trade unions and consumers. Europe has to become a truly knowledge-based and innovation-friendly society where innovation is not feared by the public but welcomed, is not hindered but encouraged, and where it is part of the core societal values and understood to work for the benefit of all its citizens. All forms of innovation need to be promoted, for innovation comes in many forms other than technological innovation, including organizational innovation and innovation in services. In this context, while increased competition constitutes the most efficient instrument to stimulate innovation, policy measures and innovation support mechanisms may also have an important role to play. A Regional Innovation System is a network of regional institutions of public and private sectors whose activities and interactions develop, import, modify and diffuse new technologies. According to the theory of innovation systems, innovation and technology development are the result of a complex set of interactions between players in the system and includes the companies and / or their networks, universities and research institutes. The innovative performance of a region depends to a large extent on how these users interact with each other as elements of a collective system to create and use knowledge as well as the technologies they use. Understanding the links between the users involved in innovation is a key issue in improving performance technology. These could take the form of joint research, staff exchanges, joint patenting, purchase of equipment and various other channels. Bilateral relations between government and university, academia and industry and government and industry have expanded into triadic relationships among the spheres, especially at the regional level (Triple Helix). Academic-industry-government relations are emerging from different institutional starting points, but for the common purpose of stimulating knowledge-based economic development. Clusters/ Innovation Poles In the 1990s, there was an observable shift from a linear model to more systemic thinking about innovation which meant a significant change of policy directions, from science-driven and technology-based strategies to regional innovation strategies. A decade later, regions started prioritizing clusters which were viewed as a panacea for economic development, increased innovation and competitiveness. Growing interest in cluster policies in general has had an influence on policy makers who began recognizing also the importance of researchdriven clusters. The French concept of competitiveness clusters or poles launched in 2004 is a concrete example of cluster policies placed high on the policy agenda of EU countries and regions. The main rationale behind this programme was gathering industrial and scientific actions in the cluster model not only to constitute a source of innovation and attractiveness of the region, but also to curb relocation trends. Being part of a cluster is an important competitive strength for business. Clusters help to close the gap between business, research and resources, thereby bringing knowledge faster to the market. Successful clusters promote intense competition along with co-operation. They enhance productivity, attract investment, promote research, strengthen the industrial base, and develop specific products or services and become a focus for developing skills. Worldclass clusters attract brilliant minds that sustain innovation Silicon Valley is the best-known example. That is why cluster policy has become an important element of Member States' innovation policies as reflected in the National Reform Programmes, and also why cluster policies are supported by Community instruments. The European regional policy programmes for promote an approach based on regional innovative clusters, not just in developed urban centres but also in poorer or rural regions. It is at the level of the region that many businesses, especially SMEs, interact with one another and with centres of learning and technology. This makes proximity a key factor in the innovation process and increases the effectiveness of innovation policy if tailored to regional and local needs. The Innovation Poles are defined as groupings/ clusters of public and private actors (companies, research centres, universities) in certain sectors and geographical areas. These facilities operate in carrying out industrial research projects of significant impact on regional socio-economic context, exchanging knowledge and experiences, facilitating technology transfer and networking between the different actors. Open innovation/ Living Labs In a moment when classical innovation itself becomes more costly and riskier for the companies to run by them, open innovation as a new breed of innovation appears as an attractive alternative. Indeed today companies are opening up their knowledge-intensive innovation processes and collaborating for innovation with external partners such as suppliers, customers, universities, end-users etc. Today open innovation is an opportunity for every enterprise due to its intensive knowledge dissemination, ubiquity, increased connectivity, accelerated market cycles, lower costs and higher productivity. Open innovation models involve the cooperation of a firm with multiple channels such as other firms in its sector, suppliers, universities, and of course end-users when developing new products and technologies. 6 i4g S.A. INTELSPACE S.A. The traditional research and development projects are mainly initiated and executed in a closed laboratory environment without any interaction or collaboration. As open innovation has evolved, this has changed with a new research and development infrastructure called Living Labs. Simply it is community-driven innovation, knowledge sharing, collaboration and experimenting, in real-life situations. There are two main motives for Living Labs applications; allowing user participation in the innovation process and performing experimentation in real world settings. Most of the Living Labs focus on service based industries such as telecom, information, media, or entertainment industries. Living Lab has been introduced first in 2006 and followed with a creation of the network of European Living Labs and the European Network of Living Labs (ENoLL). Living Labs have mainly three components involved in their structure; 1) data, information and knowledge that gathered from end users, expert and organizations, 2) environment that involves culture, negotiation protocol, meta knowledge, 3) resources that entail customers, facilitators and computing platforms. Depending on the resources and the environment, the products or services get ready for real implementation. Thus each Living Lab is associated with local universities, government, institutes and companies. Its costs and investments are mainly financed through public and private sponsors and contract research for clients. The interaction between all the stakeholders is described as a merger between market, technology and society in a collaborative fashion. Thus the main characteristics of a living lab involve an examination of users in their environments throughout a combination of quantitative and qualitative research methods. Intelligent Cities Intelligent cities (communities, clusters, regions) are defined as multi-layer territorial systems of innovation that bring together knowledge-intensive activities, institutions for cooperation in learning and innovation, and digital spaces for communication and interaction in order to maximize the problem-solving capability of the city. The distinctive characteristic of an intelligent city is the high performance in the field of innovation, because innovation and solving of new problems are main features of intelligence. Intelligent cities are also defined as territories that bring innovation and ICTs within the same locality. The Intelligent Community Forum (2006) has developed a list of indicators that provide a framework for understanding how communities and regions can gain a competitive edge in today s Broadband Economy. Being an Intelligent City it takes a combination of: (1) significant deployment of broadband communications to businesses, government facilities and residences; (2) effective education, training and workforce able to perform knowledge work; (3) policies and programs that promote digital democracy by bridging the digital divide to ensure that all sectors of the society and citizens benefit from the broadband revolution; (4) innovation in the public and private sectors and efforts to create economic clusters and risk capital to fund the development of new businesses; and (5) effective economic development marketing that leverages the community s broadband to attract talented employment and investments. Methodological approach, work plan and deliverables The external expert s methodological approach in carrying out the assignment in order to fulfil the above objectives is described below, following the tasks foreseen by the terms of reference. The methodological approach and work plan is presented for each task according to time-schedule. Task Description of work Timing Deliverables 1. Initial meeting and regular feedback of work Methodology and Actions Contracting and initial meeting with JTS in Lille/ France, followed by regular progress updates of the contractor to JTS (twice a month) Beginning of June 2012 end of May 2013 Activity report submission twice a month (6 activity reports x 2 pages each in electronic format) As mentioned by the terms of reference, immediately after the contract signing, an initial meeting will take place in Lille/ France between the external expert and JTS at the beginning of June 2012, to discuss and agree on the detailed methodology and time-schedule of the assignment. The external expert will submit an activity report twice a month (6 activity reports of 2 pages each) providing updates of the activities carried out accompanied with annexes of work samples, i.e. project thematic screening and validation results (1 st activity report), outcomes of initial interviews with projects and completed questionnaires (1 st activity report), minutes of meetings with selected projects (2 nd activity report), conclusions of thematic workshop (3 rd activity report), preliminary findings of analysis (2 nd and 4 th activity reports), first draft of analysis report and publication (5 th activity report), final analysis report and publication (6 th activity report). The activity reports will be submitted to JTS in electronic format and will be subjected to the approval of the Programme s Monitoring Committee. Task Description of work Timing Deliverables 2. Collection of data and screening of thematic content Methodology and Actions Collection of data from projects of the Innovation Systems topic and validation of thematic homogeneity and relevance Beginning of June 2012 end of July 2012 Project thematic screening and validation results with possible amendments (annexed to 1 st activity report, in electronic format) Initial interviews with projects and completed questionnaires (annexed to 1 st activity report in electronic format) As a first step of the thematic capitalisation process, the external expert will collect all necessary information and data that are available by the projects of the Innovation Systems topic. According to the Programme information, there are currently nine (9) projects that have been preselected in this topic and they are all Regional Initiative projects. According to the ending date of each project, two (2) of these projects ended in 2011, four (4) projects are scheduled to finish by the end of 2012, one (1) project is scheduled to finish by the end of 2013, and two (2) projects are scheduled to finish by the end of This suggests that most projects, at least six INTERREG IVC Thematic programme capitalisation LOT 1 7

8 i4g S.A. INTELSPACE S.A. out of the nine projects, should have good progress in terms of completed activities and outputs. The data collection process will include desk research as well as electronic communication with the projects, in particular the persons in charge of content related matters from different regions participating in each project, to ensure access to all relevant information that is available. The data sources for each project include: - Documents provided by the programme (application form, progress reports, final report if available) - Documented outputs/ deliverables that are not confidential, found either in the project website or provided by the projects via electronic communication of the external expert with the Lead Partner of each project - Interviews with persons in charge of thematic content related matters from different regions participating in each project, to be identified after communication with the Lead Partner of each project. The interviews with the relevant persons of each project will be done via electronic communication and/or telephone in order to answer specific questions to clarify or provide additional information needed that may not be available in the collected documents. For this reason specific questionnaire will be prepared to be completed either during the telephone interviews with the relevant persons or via , focusing on current or expected project achievements, outcomes and benefits in relation to project objectives and problems addressed, most important success factors, specific assumptions and background conditions, possible difficulties encountered, lessons learned, success stories, expected contribution to broader and longer-term development impact. The data collected during the interviews will be mainly qualitative in nature with quantitative data on current or expected results and impact, if available. During the data collection, the external expert will also check the thematic homogeneity and relevance of the nine (9) preselected projects of the Innovation Systems topic in order to ensure meaningful comparative analysis. At this stage, the external expert will also have a look at other projects of the programme that are not included in the list of the Innovation Systems topic and propose a limited number of satellite projects that could contribute to or benefit from the thematic capitalisation on this topic. For instance, projects related to cluster policies may be considered as satellite projects. According to the state-of-the-art on Innovation Systems, new cluster models with the Triple Helix innovation concept (academia, industry, government) are being encouraged at regional level for creating innovation favourable environment. This task may lead to possible amendments in the list of the selected projects to be included in the thematic capitalisation on the Innovation Systems topic, subjected to the approval of the Programme s Monitoring Committee. The project thematic screening and validation results with possible amendments and the outcomes/ completed questionnaires of the initial interviews with the projects will be submitted by the external expert, as annex of the 1st activity report. Analysis of collected data Methodology and Actions Analysis and comparison of data collected from the different projects of the Innovation Systems topic in relation to interesting policies and practices, lessons learnt and common thematic issues Beginning of August 2012 end of January 2013 Findings of analysis during progress, to be submitted together with the activity reports in electronic format The core task of the thematic capitalisation process will be the analysis of the data collected from the different projects of the Innovation Systems topic. The analysis process will be done progressively. At first, input from the data collection activity (task 2, described above) will be examined and analysed, including available documentation and interview outcomes of each project. Furthermore, input from visits to selected projects (task 4, described below) will be taken into consideration to better understand specific good practice features identified in each case. Finally, input from the thematic workshop (task 5, described below) will be fed to the analysis, based on the conclusions drawn from interaction with and between projects and other actors dealing with practices and policies on Innovation Systems. In addition, in order to compare with state-of-the-art practices and policies on Innovation Systems, a review of literature and new developments on this topic will be done and the outcomes will be fed to the analysis to compare the findings from the projects with the state-of-the-art and identify addedvalue practices and policies in the outcomes of the analysed projects. Based on the process described above, the analysis of collected data will therefore include: - Analysis of the state-of-the-art on the Innovation Systems topic, including background information and new developments, based on literature review, external expert s knowledge and experience, and feedback from the thematic workshop (activity 6) - Analysis of each of the preselected and confirmed projects in the Innovation Systems topic, using a standardised analysis template of key project features described below, in order to identify and compare good practice features in a systematic way - Comparative analysis of the Innovation Systems projects on the key issues described below, in order to identify common features, challenges or successes, particularly interested or innovative practices or policies, conditions for transferability and successful implementation to other regions, overall lessons learnt and policy recommendations Using a standardised analysis template, the following key features of each individual project will be analysed: - Rationale and objectives. The scope of the project will be analysed, focusing on the needs or problems addressed and ways to act in order to respond to identified needs or problems. Strategic directions to identified needs will be identified in accordance with the relevant policies. Based on the strategic directions, the main objectives of the project will be analysed, with reference to the objectives per type of actor. The success factors that are most important in indicating the achievement of each objective and the indicator(s) used to measure their achievement, either quantitative or qualitative, will be identified. In this way, a direct relationship can be shown between the measured results and impacts of the project and the corresponding objectives. - Assumptions and background conditions. For the purpose of assessing the transferability of the good practice features of the project, it is important to make reference to specific assumptions and background conditions present in the contextual environment within which the practice is implemented, such as policy context and other specific localities, if applicable. - Methodological approach and developed solutions. Main means of action followed for achieving the project objectives will be analysed, including developed outputs and relevant INTERREG IVC Thematic programme capitalisation LOT 1 9

INTELSPACE S.A. target groups, in order to identify innovative developments on regional innovation policies and practices on the Innovation Systems topic in comparison to the state-of-the-art. Interregional cooperation process and methodologies will be also taken into consideration, when relevant. - Results and impacts. Current or expected results and anticipated impacts of the project will be examined in relation to initial objectives and success factors, using corresponding outcome and target indicators set by the project. Quantitative data will be used for comparison and for producing aggregated data. - Good Practice features. The good practice features may refer to any of the components of the project, focusing on a) objectives, indicators and corresponding results and impacts, b) methodological approach and developed solutions to identified problems. Comparison will also be made with state-of-the-art practices and policies on the Innovation Systems topic, identifying similarities and differences that may also indicate good practice features. - Lessons learned and conclusions drawn. Following the identification of the main good practice features, conclusions will be drawn by outlining the main lessons learned, focusing on contextual characteristics that relate to the good practice features, ways of designing and implementing solutions to identified needs or problems tackled by the project, quality features, including effectiveness and efficiency of implementation, any negative effects that may need improvement. Based on the findings of the individual project analysis, the comparative analysis will then identify the following aggregated features: - Similarities and differences in project objectives, identified needs, problems tackled and assumptions made - Similarities and differences in the methodological approach and the solutions found for similar needs or problems - Conditions for transferability and successful implementation of developed solutions - Particularly interesting cases of good practice or policy in the topic of Innovation Systems that can be transferable to other regions - Particularly interesting results in terms of good practice transfer or policy improved that could be useful to other projects or other regional authorities dealing with the Innovation Systems topic - Synergies with initiatives undertaken in other EU Programmes dealing with Innovation Systems - Specific recommendations to less advanced projects based on good practices/ policies of more advanced and experienced projects - Overall lessons learnt and policy recommendations that can be useful to policy makers at regional, national and European levels The external expert will exchange the analysis outputs with the representatives of PRO-INNO Europe and Europe INNOVA of DG Enterprise and Industry with whom initial views would have been exchanged during the thematic input workshop, in order to validate and incorporate their opinion in the conclusions and recommendations on regional policies and practices on the Innovation Systems topic. Furthermore, the external expert will ensure that all outputs of the analysis process are shared with the other experts working on different topics of the thematic capitalisation process in order to exchange views and experience and enrich the activities and outputs of the thematic capitalisation process. The outputs of the analysis process will be submitted progressively, as preliminary findings in two stages, annexed to the 2 nd and 4 th activity report, and will then be fed as input for the preparation of the first draft and the final analysis report and publication (tasks 7 and 8, described below). Visits to selected projects Methodology and Actions Individual meetings with selected projects in order to analyse in more detail the good practice features identified in each case End of August 2012 Visit reports including minutes of meetings with selected projects (annexed to 2 nd activity report, in electronic format) If deemed necessary, certain projects will be selected, for which deeper analysis may be needed to better understand specific good practice features identified in each case. The selection criteria will be based on project maturity level and output progress, identification of good practice features, as well as willingness and commitment of the project partners to collaborate. It is expected that a minimum of 3 project visits will be carried out. The external expert will organise a one-day individual meeting with each selected project, in particular with the person(s) in charge of thematic content related matters of the identified good practice or policy developed, by visiting them in their premises, and discuss in detail certain aspects of the project, focusing on good practice features and possible conditions for transferability or capitalisation. The external expert will prepare in advance and communicate the agenda of the meeting to the person(s) of each selected project, including a list of aspects to be discussed, based on the preliminary information found in the relevant documented outputs and results. The outcome of each meeting will be reported in the form of minutes, as annex to the 2 nd activity report, and will be used as important input for the thematic analysis of the projects of the Innovation Systems topic. Thematic workshop Methodology and Actions Thematic input and animation of a one-day thematic workshop in Brussels/ Belgium with the relevant people of the projects dealing with the Innovation Systems topic End of October 2012 Thematic workshop format, agenda and suggested stakeholders to be invited (60 participants maximum) Thematic input presentation (PowerPoint presentation) Thematic workshop report (annexed to 3 rd activity report in electronic format) Following a first level of analysis of project data on the Innovation Systems topic, the external expert will be responsible for providing thematic input and animating a one-day thematic workshop in Brussels/ Belgium on this topic, in order to involve the people in charge of content related issues of the projects on this topic and provide an opportunity for exchanging views and experiences on lessons learned. The external expert will identify the relevant actors and stakeholders to be invited in the thematic workshop. Apart from the relevant people of the project of the Innovation Systems topic, representatives of the identified satellite projects as well actors from other EU programmes and initiatives, dealing with similar issues will be invited to participate, in order to start an exchange process among projects dealing with similar issues, bringing added-value to the INTERREG IVC Thematic programme capitalisation LOT 1 11

Actors of other EU programmes and initiatives may include relevant persons from PRO-INNO Europe and Europe INNOVA initiatives of DG Enterprise and Industry, who are dealing with the development of better innovation policies and of new tools and instruments in support of innovation. The external expert will also prepare the format and the agenda of the thematic workshop, in liaison with JTS, taking into account the following, in order to ensure a focused and interactive workshop: Reasonable number of participants, focusing on most relevant persons (not more than 60 participants) Presentation of state-of-the-art of the Innovation Systems topic, in relation to regional policy, with possible involvement of a European actor involved in relevant policies and initiatives of the addressed topic, such as PRO-INNO Europe and Europe INNOVA of DG Enterprise and Industry Brief presentation of good practice features and lessons learned by each project of the Innovation Systems topic, with the involvement of the representative of each project Presentation by the external expert of the objective of the thematic capitalisation process, the progress on the activities and the first level results of the thematic analysis of the projects, outlining interesting findings on good practice features and possible synergies Round table discussion, coordinated by the external expert, focusing on discussing the specific topic of Innovation Systems and possible common or different approaches in relevant practices and policies A thematic workshop report with the main topics discussed and the main conclusions of the workshop will be submitted by the external expert, as annex of the 3 rd activity report. The presented information and the outcomes of the discussion during the workshop will be used by the external expert as input for the thematic analysis, which will be the core task of the external expert. First draft of analysis report and publication Methodology and Actions Main outputs of the thematic capitalisation process on the Innovation Systems topic including findings at project and programme level, interesting good practice cases and results and policy recommendations Beginning of February 2013 end of March 2013 First draft of topic analysis report (50 pages, in electronic format) First draft of topic publication (4-16 pages, in electronic format) The main output of the analysis process described above (task 3) will be the first draft of analysis report, which will incorporate the findings of the thematic analysis on individual projects as well as the aggregated analysis of the thematic content of the Innovation Systems topic at Programme level, focusing on regional policies and practices on this topic with some reference to interregional cooperation process and methodologies when relevant. Organisation, resources and relevant experience The company i4g S.A. ( was founded in 2002 at Thessaloniki - Greece, for the purpose of managing the business incubator i4g Incubation for Growth, which is part of the EUROCONSULTANTS Group of companies. The business incubator i4g was created with the support of the ELEFTHO programme of the Hellenic Secretariat for Research and Technology. Since the beginning of July 2007, i4g S.A. acquired its current organisational structure and name, incorporating the functional department of EUROCONSUTLTANTS that was responsible for managing the business incubator. At the same time i4g S.A. incorporated the Innovation Management Consulting services of the company INTELIN S.A. that was also an affiliate of EUROCONSULTANTS. She has research experience in process control and SPC from her work as a postdoctoral research associate at the University of Newcastle upon Tyne (UK) and C.P.E.R.I. (Thessaloniki, GR). She has more than 15 years consulting experience in management, technology and development, for the public and private sector, first as a Senior Consultant in EUROCONSULTANTS S.A. and then as the Managing Director of INTELIN S.A., an affiliate of EUROCONSULTANTS, which then merged with i4g S.A., the managing company of the i4g business incubator of the EUROCONSULTANTS Group. Her expertise is in the management and implementation of projects and studies on innovation strategies, innovation systems and innovation practices and tools, with particular focus on innovation support of SMEs. She is currently the Director of Innovation Management Consulting Unit at i4g S.A., being responsible for the provision of integrated consulting services on the development and management of entrepreneurship and innovation in organisations of the public and the private sector. She has participated as an innovation expert in a number of assignments on behalf of European organisations and networks (TAKE IT UP Europe INNOVA, INNO Learning Platform, Innovation Coach, etc) for the exchange of good practices on innovation policies and schemes and the validation of innovation measures and tools. Dr Theologos Prokopiou is a Chemical Engineer (Aristotle University of Thessaloniki, Greece), with M.Sc. and Ph.D. degrees from University of Notre Dame (USA). He has extensive experience in providing innovation consulting services to several types of organizations (Industry, Academia and R&D institutes, Government). Mr. Nikos Giannoulidis has personally overseen the coordination of numerous Support Action Projects funded under the Fifth, Sixth and Seventh Framework Programmes, gaining key insight and expertise in delivering capacity building services to R&D actors for the promotion of FP participation. He also has studied Business Administration Management. He received his PhD from Aristotle University in 2009 with a thesis of EU regional systems of innovation. His area of specialization is regional development and public innovation support measures. He has engaged in major re-engineering projects in the United States as well as in Greece, such as the BPR project in the National Telecommunication Organisation of Greece. He is participating in regional development projects in the region of Thessaly, Western Macedonia, Peloponnesus, Ionian Islands, Southern Aegean, working mainly in the design of regional innovation policymaking and the development of public support mechanisms for innovation management. He is a member of the technical assistance team for the regional development of the Bulgaria Ministry of Development. Mr Yiannis Falas is a Mining Engineer, graduate of National Technical University of Athens (1990). After graduation, he worked in the Region of Western Macedonia, as Assistant Coordinator of Transport Infrastructure program (1st and 2nd C.S.F.). The influence of interdisciplinary in the research capacity of Aristotle University / Strategy definition of the interdisciplinary research / The project work includes the strategic plan for the creation of interdisciplinary centre.. In the first stage of research was realized the analysis of best practice interdisciplinary centers. Then were analyzed the inquiring dynamics of AUTH with base of concrete indicators as publications, reports, intellectually rights, financing of research, of private resources for research and growth. For each field have been assigned roles to the scientific members for the realization of drawing of future/technology roadmap. with explicit developmental steps. 16. The influence of technological knowledge agglomerations in the development of innovative clusters / Strategic designs for the development of clusters (clusters) The objective of this project is the operational planning of innovation of Greek SME via the growth clusters. The planning was based on White Bible on the growth of clusters from the Swedish organization IKED, which I visited for transport of knowledge and experiences. The growth of clusters is basic developmental policy in Europe, while in Greece exists negative bias from the enterprising world because of two previous failed measures of cluster support. In the search of reasons of failure resulted the conclusion that the growth of clusters is natural result of cohesion and transport of knowledge between universities and enterprises and is not created technically with programs. The strategy forecasts the all preliminary actions of transport of knowledge for the creation of fertile ground that will lead to the growth of clusters. Provided that it preexists this common perception between a team of enterprises are developed clusters with real and no technical enterprising objectives and reciprocal interests between the enterprises. 15. Cooperative Development of Innovation Strategy. Research Committee of Aristotle University/ Innovation Strategy of Lithuania. RIS / RIS-Lithuania project is to raise awareness and enlarge the scope of the concept of innovation as well as to integrate it within the regional economic development strategies as a priority task using public consultation (foresight) techniques. The project managed to establish a policy-making process conducive to creating innovation policy, improving coordination of innovation policy and instituting a policy learning process. An important result was to place innovation at the heart of further reforms of the legal and regulatory environment, including the tax system, in order to encourage the uptake of innovation in enterprises. It also managed to strengthen the creation and diffusion of knowledge (spillovers) and technology in the economy through improved interactions between actors in the innovation system via mobility of human resources, improvement of collaboration infrastructure between R&D and business sector and development of business networks and clusters, 14. The digital platform had been applied in sixteen incubators and is open to other European incubators. 12. Improving R&D Dynamics Through Technological Change. SEERC / FP6-Regions of Knowledge, MIRIAD, MIRIAD was set to formalize policies with regional and national government aimed at improving levels of R&D investment by businesses, government and higher education. The project established tools by which SMEs are able to identify and measure their knowledge assets through developing a range of benchmarking and scorecard instruments tailored to the regions in which they are operationalised. A regional mutual learning platform for promoting the trans-national exchange of practices for enhancing regional R&D investment was established. The result of these efforts were the launch of an R&D Investment Strategy for each of the regions, that is complementary to the existing policy initiatives and activities already being undertaken, but also has a real and positive impact on future R&D investment performance. 11.
