2 1-INTRODUCTION Since its creation in Brazzaville in 1996 during the 1 st Conference on Central African Moist Forest Ecosystems (CEFDHAC), the participants at this Conference mandated the World Conservation Union (IUCN) Regional Office for Central Africa to act as its Secretariat General. After becoming the Facilitating Agency in June 2002 in Kinshasa during the 4 th CEFDHAC Conference, the IUCN has continued to support this Process. The Central African Regional Programme for the Environment (CARPE), one of the great partners of the Process, has always given financial support to the IUCN to support the implementation of recommendations of biennial Conferences and thematic workshops. During the 2003 fiscal year (September 2003 July 2004), special emphasis will be laid on the structuring of CEFDHAC organs, consolidation of achievements through the implementation of recommendations of various fora, consolidation of Networks of Central African Parliamentarians, Local and Indigenous Peoples, and NGOs as well as the organisation of the 5 th CEFDHAC Conference scheduled for Bangui in June All of these proposed activities fall under the framework of capitalisation of the accomplishments, promotion of innovative initiatives and implementation of recommendations of the planning workshop of CEFDHAC activities held in Douala in November Within this framework, the main activities will focus on the following aspects: 2

3 Contribution at the projects validation workshop under the forum of actors involved in the conservation and development of the Dja Biosphere Reserve in Cameroon; Support to the Parliamentarians Network to raise funds to implement the Support Project to the Network; Support to the Support Project to make the Local and Indigenous Peoples Network operational; Support to the African Women Network for Sustainable Development (REFADD); Support to the participation of parliamentarians, NGOs and indigenous and local peoples at the 5 th CEFDHAC Conference; Contribution toward consolidating 5 fora of actors involved in conservation and development around Protected Areas (Dja in Cameroon, Kibira in Burundii, Kahuzi-Biege and Virunga in the DRC, and the Volcanoes in Rwanda); Contribution in structuring CEFDHAC organs; Participation in relevant sub-regional fora; Support to the participation of the civil society and local administrations in the AFLEG (African Forest Law Enforcement and Governance) Process As seen in section two of this document, the activities outlined are in consonance with the CARPE Strategic Plan. 3

4 2- Presentation of the activities Intermediate result 1. Sustainable Natural Resources Management Sub Intermediate result 1.1 Network of national parks and protected areas established and maintained in landscape. Goal: Support toward consolidating actors involved in conservation and development around Protected Areas (Dja in Cameroon, Kibira in Burundi, Kahuzi-Biega and Virunga in the DRC, and Volcanoes in Rwanda) Summary of activities; Consolidate fora around protected areas; Support capitalisation of lessons learnt; Organise exchanges between various fora. Sub Intermediate result 1.2: Local community management of forests, other Natural Resources, and sustainable agriculture benefits local livelihoods. Goal: Support to the Support Project to make the Local and Indigenous Peoples Network operational. 4

5 Summary of activities Support the drafting, fine-tuning and adoption of basic texts of the Network; Support the drawing up of a priority strategic action plan for the Network; Build the capacity of local and indigenous peoples in the formulation of project proposals to support the Network s activities; Strengthen the participation of local and indigenous peoples in innovative sustainable management initiatives and processes. Sub Intermediate result 1.3: Logging concessions are managed for sustainability. Goal: Support to the projects validation workshop of the forum of actors involved in conservation and development around the Dja Biosphere Reserve. Summary of activities Design and validate project proposals to support the Forum s activities; Support the participation of stakeholders at the validation workshop; Finalise project proposals; Submit project proposals to donors. 5

6 Intermediate Result 2: Natural Resources Governance (institutions, policies, laws strengthened Sub intermediate result 2.1 Integrated national land use planning and enforcement capacity developed. Goal: Support to the involvement of Parliamentarians in the sustainable management of Central African forest ecosystems. Summary of activities: Design project proposals to support the Network and submit them to donors; Support monitoring and evaluation of the Network s activities in various countries; Strengthen exchange and communication between parliamentarians; Contribute toward participation in relevant sub-regional fora. Sub intermediate result 2.2: Protected areas, sustainable logging, and other sustainable Natural Resources management is supported by policies and laws: Goal: Support to the projects validation workshop of the forum of actors involved in conservation and development around the Dja Biosphere Reserve. Summary of activities 6

7 Design and validate project proposals to support the Forum s activities; Support the participation of stakeholders at the validation workshop; Finalise project proposals; Submit project proposals to donors. Sub intermediate result 2.3: Civil society and NGO sector capacity to engage in advocacy and pressure governments to prevent illegal and/or unsustainable exploitation of resources is strengthened. Goal 1: Participation of Parliamentarians, NGOs and Local and Indigenous Peoples at the 5 th CEFDHAC Conference. Summary of activities Parliamentarians, NGOs and local and indigenous peoples participate at the 1 st and 2 nd preparatory meeting to the 5 th CEFDHAC Conference and the Conference itself; Support capitalisation of lessons learnt by parliamentarians, NGOs and local and indigenous peoples at the 5 th CEFDHAC Conference and its preparatory meetings. Goal 2: Support to the participation of the civil society and local administrations in the AFLEG Process Summary of activities: 7

8 Facilitate the participation of the civil society and local administrations at AFLEG workshops. Goal 3: Support to Women Groups and the African Women Network for Sustainable Development (REFADD) Summary of activities Support the implementation of conservation initiatives and micro-projects executed by women; Build the capacity of women groups in project design and management. Sub Intermediate result 2.4: Regional multi-national institutions and policy coordination increased Goal 1: Support the structuring of CEFDHAC organs Summary of activities Organise a sub-regional workshop for National Correspondents of CEFDHAC; Draw up a balance sheet of the implementation of the recommendations of the planning workshop. Bring out priority activities for each country, following the Convergence Plan and other national planning frameworks. Goal 2: Participation in sub-regional fora 8

9 Summary of activities Participate in relevant sub-regional meetings; Organise CEFDHAC exhibition days to promote CEFDHAC in various countries; Negotiate memoranda of collaboration and support agreements between the CEFDHAC and some Governments and sub-regional initiatives. 10 Budget US Dollars 9
