1 Indiana Criminal Justice Association Presentation October 18 th, 2016 The Hoosier Initiative for Re-Entry (HIRE) program started in February 2012 and is a joint effort between WorkOne/Department of Workforce Development, the Department of Correction and local businesses to employ individuals who have been incarcerated. 1

Work with clients who have past indiscretions In facility teach classes to anyone within 18 months of release Outside one-on-one training sessions, classes, etc. 2. Work with local businesses to determine which companies are willing to hire someone with a past indiscretion 3. Work with local community organizations to help off set clients other needs; such as housing, clothing/food, medical needs, etc. 2
3 The Indiana Department of Correction (IDOC) defines recidivism as a return to incarceration within three years of the offender s date of release from a state correctional institution. Recidivism Facts: 2015 Recidivism rate per IDOC was 38.2%. Male offenders had a higher rate than females. Male- 39.8% Female 28.9%. The younger the offender is at the time they are released, the more likely they are to recidivate. Offenders serving less than 5 years with IDOC represents over 90% of all recidivists. Of recidivists, approximately 50.1% returned for the commission of a new crime, compared to 49.9% returning for a technical rule or court supervision violation. All information from IDOC website Recidivism Facts continued Offenders with zero conduct violations while incarcerated were 26.4% less likely to return to IDOC than the offenders who had at least one conduct violation. Offender who received visits from family or friends while incarcerated were 16.3% less likely to recidivate compared to those offenders who did not receive visitors. Offenders who participated in a work release program were nearly 37% less likely to return to prison when compared to offenders who did not partake in a work release program.
