Murray Lieutenant Governor Commonwealth of Massachusetts State House Boston, Massachusetts Dear Lieutenant Governor Murray: Thank you for your effort in coordinating municipal project proposals for submission to the federal government as part of the potential economic stimulus package. Please find enclosed projects proposed by the Town of Winchester. The Town of Winchester has a very comprehensive capital planning process that can facilitate a number of shovel ready projects providing significant economic value. Our submission includes projects that have already been vetted through the Town s capital planning process and been formally placed on an approved Capital Improvement Plan (CIP). Each project has been the subject of some level of study or design. As a result, projects that have been scheduled for the future due to funding constraints may be readily initiated if funding from the economic stimulus program is made available. As suggested, we have included all of the Town s proposed projects in this submission to the Municipal Task Force. In the event you believe that certain projects should be considered by another task force, please forward them accordingly. In addition to a single file that encompasses the Town s complete submission, we have attached individual files for each project to accommodate the Task Force s review. In order to facilitate this submission, the Town has consolidated similar projects into larger categories. In the event that the Commonwealth or federal government develops a more specific process or targets priorities, the Town can reorganize its projects accordingly. In addition, please note that we have not included a project form for a major school project (Vinson Owen Elementary School) under consideration by the School Building Authority. We believe that expediting school projects in the Commonwealth would be an effective way to stimulate the economy and enhance the quality of public education, and encourage the Authority to submit a package. Finally, we have included a regional Flood Mitigation Program coordinated by the Town of Winchester that has been the subject of a separate effort with EOEA and supported by our state legislative and congressional delegation.
