Exceptional Student Education & Support Services Department Project Description Evaluation Plan Kathrine Francis Gwen Lipscomb The Florida Inclusion Network (FIN), a non-competitive federal through state (IDEA Part B) statewide project maintains a regional network of facilitators in order to provide learning opportunities, consultation, information and support to educators, families, and community members resulting in the inclusion of all students. FIN provides support for the implementation of Best Practices for Inclusive Education (BPIE) and related improvement goals in all Florida school districts. FIN Project activities address Florida State Performance Plan Indicators, and the Bureau of Exceptional Education and Student Services Strategic Plan Goals. The FIN Project application provides a description of the methods used to evaluate deliverables including products, trainings, and service delivery. The project also addresses the implementation of BPIE, as a district-level, self-assessment tool and process to identify and prioritize areas of need for inclusive practices. Additionally, Regional FIN Facilitators collect districtspecific data as a metric to evaluate the effectiveness of services delivered and to determine achievement of intended outcomes. All activities, professional learning and supports offered to teachers, schools, and districts were developed by the joint efforts of regional FIN facilitators, state level FIN advisory board, university personnel, ESE directors, parents, teachers, and administrators based on current research in the areas of exceptional student education, school reform, effective instructional practices, effective inclusive strategies, curriculum, and student achievement to name a few. University personnel helped to create and evaluate some of the methods and activities that the project employs. Empirical research was examined to ensure that the activities of the project are aligned with identified best practices in the literature. The majority of professional learning opportunities provided by FIN are state-mandated and state approved, which requires them to adhere to the state s research methodology and evaluation processes.
