1 REQUEST FOR QUALIFICATIONS (RFQ) FOR COMMUNITY PLANNING CONSULTANT FOR THE REDEVELOPMENT OF WESTVIEW VILLAGE BY THE HOUSING AUTHORITY OF THE CITY OF SAN BUENAVENTURA The San Buenaventura Housing Authority (SBHA) invites responses to this Request for Qualifications (RFQ) for Community Planning Consultant to solicit local input and advise SBHA and its development team (BRIDGE Housing, the John Stewart Company, Alston and Bird, KTGY Architects, and Jensen Design and Survey) on the initial conceptual design stage of the Westview Village public housing complex owned by the SBHA. The SBHA will review the responses to the RFQ and then select a firm to do the work. Responses to this RFQ are invited from a registered architect who shall comply with the objectives of the Housing Authority of the City of Ventura, and the Westside Community Council. Project respondents should be aware that proven experience in community planning compatible with Community and City s plans for Ventura s Westside will be essential to be successful in this solicitation process. Where is Westview? Submissions shall be hand delivered or mailed by certified mail and received by the Housing Authority of the City of San Buenaventura, 995 Riverside Street, Ventura, CA prior to 4:00 p.m. Tuesday, September 10, FAXED OR ED COPIES WILL NOT BE ACCEPTED. All proposals shall be in a sealed envelope plainly marked Proposal for Community Planning Consultant in the lower left hand corner of envelope. Submissions shall consist of one (1) unbound original and four (4) copies of the completed response containing all required materials. SBHA reserves the right to reject any or all responses or waive informalities in any response. The responsibility for submitting a response to this RFQ at the offices of the Housing Authority of the City of San Buenaventura (the Authority ) on or before the stated time and date will be solely and strictly the responsibility of the - 1 -

Please direct inquiries and responses to: Housing Authority of the City of San Buenaventura Attn: Dan Hardy 995 Riverside Street Ventura, CA ext INTRODUCTION The mission of the Housing Authority of the City of San Buenaventura is: To promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination. The San Buenaventura Housing Authority owns and operates 716 public housing units ranging from multistory complexes to single-family units. Additionally, the agency administers 1,374 Section 8 vouchers. SBHA and its associated nonprofits also own 115 non-hud housing units. Altogether, we serve over 2,200 families in the City of Ventura. The Housing Authority is in the process of preparing plans to redevelop our Westview Village Apartments, 180 public housing units located on a 16.2 acre site in Ventura s Westside. After a comprehensive property assessment, we plan to demolish and dispose of the outdated military style barrack buildings and rebuild it into a mixed-income urban village. In October 2010, the Authority led Westview Village residents and neighbors in a 4 day design charrette. The purpose of the effort was to reach consensus on all basic elements of a new master plan for the site along with concept architecture including distribution and layout of uses, access and street design, open space, housing types, facades, and phasing scenarios. The product of this charrette was a master plan that incorporated input from stakeholders. The master plan included the demolition of 180 rental homes and the replacement of up to 360 new ones with several new community facilities. However, in light of some of the recent feedback we have received from several key community stakeholders, we have decided to revisit this master plan. It is our intent to work with the selected Consultant to revise the plan to be more consistent with the community needs, paying close attention to the existing context of the surrounding Westside neighborhood and working with the SBHA development team to present a new application to the City for approval
3 WESTVIEW BACKGROUND The current Westview Village property is significantly distressed and the demolition and disposition of the property will benefit both the Authority and the residents without any net loss of affordable housing.. The Authority plans to demolish and rebuild the units at Westview Village in several phases in order to permit the new construction of approx new mixed-income homes and community space including replacement units for the 180 current Westview households. The new housing will be developed in several phases to minimize relocation and maximize financing. To implement the redevelopment, the Authority or its non-profit affiliate is partnering with BRIDGE Housing and the John Stewart Company in several low-income housing tax credit ownership entities in which the Authority (or its non-profit affiliate Homecomings, Inc.) will retain control. The first phase, which may consist of the replacement of 46 existing housing units with 85 family and 35 senior apartments and two community buildings, is financially feasible with a combination of tax-exempt bonds, 4% non-competitive tax credits and project based vouchers. The Authority has submitted the first phase for City of Ventura planning approval and anticipates that we will have all discretionary approvals in place by September. EXPENSE ASSOCIATED WITH PROPOSAL SUBMISSION All expenses involved with preparation of and submission of the proposals to the Authority shall be borne by the Offeror. HOUSING AUTHORITY OPTIONS The City identified the Westview redevelopment and the addition of 180 new homes in the Housing Element of the General Plan There are poor conditions in the existing public housing buildings: Failing water and sewer lines, many caused by the invasion of tree roots Lack of handicap accessibility recurring mold growth stemming from block walls and poor air circulation and ventilation issues encapsulated lead based paint electrical issues stemming from the 1950s and 1960s vintage of the electrical system The cost to renovate is in excess of $25 million. 4 The Authority may, at its sole and absolute discretion, reject any and all, or parts of any and all, proposals; re-advertise this RFQ; postpone or cancel, at any time this RFQ process; or waive any irregularities in this RFQ or in the proposals received as a result of this RFQ. Also, the determination or the criteria and process whereby proposals are evaluated, the decision as to who shall receive a contract award, or whether or not an award shall ever be made as a result of this RFQ, shall be at the sole and absolute discretion of the Authority. BOARD and STAFF COMMUNICATIONS Under no circumstances may any member of the Board or any staff member other than the contact specified in this RFQ be contacted during this RFQ process by any entity intending to submit a response to this RFQ. Failure to comply with this request will result in disqualification. All questions should be directed to the individual identified herein. CONTRACT General Information A sample contract can be found in Attachment 1. Scope of Work Collaborate with key community stakeholders and assist our development partners (including KTGY Architects, Inc. and Jensen Design and Survey) to devise a site design, circulation patterns, building type and architectural style that is compatible with current community design standards. The work will culminate in the pre-screening approval of the project by the Ventura City Council and subsequent entitlement approvals from the City of Ventura Planning Commission. SUBMISSION REQUIREMENTS General Information 1. Respondent shall submit a cover letter which must include name and address of firm, name and telephone number of the person or persons who are authorized to make representations and respond to questions regarding the submittal. 2. Submissions shall consist of one (1) unbound original and four (4) copies of the completed response containing all required materials. Failure to submit the appropriate number of copies shall result in the response being considered non-responsive. 3. The response submitted by the vendor will be reviewed and selection made by the SBHA on the basis of free and open competition. An evaluation will be conducted in accordance with the procedures and criteria set forth in CIAP Handbook , Rev. 4, Chapter 8 and this Request for Qualifications
5 4. The top ranking respondents will be invited to make a presentation and interview with the selection panel. Submittal of Qualifications and Experience 1. Geographic Location & Accessibility: 20 points State the full name and address of your organization and, if applicable, the branch office that will perform the work. Also provide telephone numbers, fax numbers and an address. Please describe your organization's location with respect to the City of Ventura and with the SBHA Offices at 995 Riverside Street. Explain what steps will be taken to minimize potential problems in the areas of availability for meetings, general communications, coordination, supervision and expenses. 2. Past Performance on Similar Projects: 30 points Please list your organization's previous experience in consensus-building, related to new construction multifamily developments in the City of Ventura and more specifically on Ventura s Westside. Points will be awarded based on past performance in gaining consensus on community support for new developments of a size and scope of Westview. On each project, briefly state the scope, and City of Ventura approval date. 3. Management Plan and/or Approach: 20 points If your firm is selected, describe your approach to the intended scope of work, including how you will work the development partners, community stakeholders, and City of Ventura staff and decision-makers. 4. Past Performance with the SBHA: 5 points Please list your organization s previous experience on projects with the SBHA. 5. Key Personnel: 20 points Points will be awarded based on evidence of your firm s ability to perform the work as indicated by profiles of the principal s and staff s professional and technical competence, and experience. Provide evidence that the architect is currently registered in the State. Include a certification that the architect or firm is not debarred, suspended or otherwise prohibited from professional practice by any federal, state or local agency. Who is (are) your Project Manager(s) and what experience does he/she have on similar projects? What registrations and or licenses are currently held? Identify other key personnel with your firm that may work on projects along with their education experience. Given the diversity of this project the Authority anticipates that any responding firm would assign top ranking staff to this endeavor. 6. Green certification: 10 points - 5 -

Minority/Women Business Enterprise (M/WBE) Participation: 5 points It is the policy of the SBHA to involve Minority and Women-owned Business Enterprises in all phases of its procurement and contracting activities. Points will be awarded if your firm is a Minority/Women Business Enterprise (M/WBE). All responding firms will be ranked in accordance with the above Qualification and Experience Criteria.
