1 2013 Housing Colorado Design By Community Charrettes and Workshop for Affordable Housing You are formally invited to submit your project for the 2013 Design By Community Charrettes! A Design Charrette is an intensive, hands-on pre-development workshop that brings people from different disciplines and backgrounds together to explore architectural and development options for a particular area or site. Housing Colorado s Design By Community program organizes a series of design charrettes focused on affordable housing to be featured at the 25 th Annual Housing Colorado NOW! Conference. In 2013, Housing Colorado is looking for affordable housing projects in urban, rural, mountain resort and Greater Colorado communities to benefit from the interdisciplinary, collaborative and integrated approach of the Design By Community program. One to two charrettes will be considered for our NEW On-Site Charrettes in Colorado communities and three will take place during the 2013 Housing Colorado NOW Conference, October 8 through 10 in Vail, Colorado. Both the On-Site Charrettes and the Conference Charrettes will be presented at the Conference. The Design By Community program provides pro bono pre-development services for an affordable housing project in your community. A team of top design, development, and finance professionals and graduate students, will create affordable housing concepts for a site in your community. Team expertise will include design professionals, finance professionals, development professionals, sustainability professionals, building/ construction professionals, municipal staff and resident representatives. Collaboratively, these experts will work with your community to create unique design solutions that fit your communities needs and site. We invite you and your nonprofit organization or housing authority to submit a project and site for the 2013 design charrette. 2 Benefits of the Design Charrette for your Organization and to your Community: An expanded vision of design concepts and project phasing ideas that may be used for predevelopment and planning grant applications and activities; Exposure to Colorado s best design and development minds; The opportunity to learn how to engage neighbors early in the development process and increase neighborhood support for your affordable housing efforts; Exploration of initial feasibility and design options that can shave months off the pre-development and planning process; Expand the working knowledge of project development, entitlement and code issues among public and private sector participants; Design ideas applicable to multiple projects; Identify many of the critical issues associated with your project, develop a common purpose among multiple interested parties and provide phasing for complex projects; A community building tool that builds consensus and support for affordable housing and identifies new community champions for your project and organization; Greater understanding of how finance, design and project sustainability are interrelated. Greater understanding and articulation of project feasibility for fundraising and community engagement presentation. Upon completion of the charrette, you will be given materials for use in your community engagement, fundraising, and planning processes. Examples and results from some previous Design By Community Charrettes can be viewed at the following link: The Application Process: The Request for Projects can be downloaded from the Housing Colorado website at or at the Examples link above. As you prepare your application for the 2013 Design Charrette, please be aware of the following priorities, definitions and project options. Focus on Extremely Low Income, Very Low Income and Low Income Households. Preference will be given to projects that propose a majority of housing for households at or below 80% of area median income with priority given to projects that include some or all housing for households below 50% of AMI. Supportive housing and temporary housing projects and programs are eligible. Definitions of rural and Greater Colorado communities. For the purpose of this RFP, rural is defined as communities with less than 10,000 residents and Greater Colorado communities are those communities outside the Denver Metropolitan Area with more than 10,000 residents. Rental and ownership project eligibility. Either rental or ownership projects or projects which include a combination of both are eligible. Please indicate your preference on the application. Mixed use and mixed income. Mixed use and mixed income projects and programs are eligible though preference will be given to projects that target a majority of housing for households below 80% of AMI. On-site vs. conference. Please indicate on the application form if you prefer to host a design charrette in your community, participate in the design charrette during the Housing Colorado Conference, October in Vail, or have no preference. Please note considerations for both types of Charrettes under selection criteria on page 3 of this application. Interest in the considerations of the Enterprise Green Communities Criteria. Enterprise Community Partners helps to support the Design By Community program. Compliance with the Enterprise Green Page 2 of 5
3 Communities Criteria provides access to a wider range of opportunities for funding for affordable housing projects and is required for some forms of affordable housing funding. In order to provide the greatest benefit to projects selected for the Design By Community program, consideration of the Enterprise Green Communities Criteria will be integrated into the design process for each project. What types of projects are best suited for the Design Charrette? All types of projects can benefit from the Design Charrette; however, generally, projects that lend themselves to some micro analysis, even within a multi-block or multi-acre project site, are better suited to the 2 and ½ day Charrette. Design Charrettes will address community context for all projects and may provide design guidelines for larger scale sites. Statement of Interest. Please include a 1 page description of your interest in the Design Charrette and how this process will provide benefit to your project and community. Selection Criteria: Housing Colorado s Design By Community Steering Committee composed of design, development and finance professionals and Housing Colorado Staff will select one to two sites for the 2013 on-site Design Charrette and three sites for the Housing Colorado NOW! Design Charrette. Design Charrette selection will be based upon the following criteria: Nonprofit/Housing Authority ownership or site control and commitment to develop in part or wholly with affordable housing with the majority targeted to households at or below 80% AMI. Preference will be given to projects with a portion of the housing targeted towards households at or below 50% AMI. The site is fully provided with urban infrastructure (streets, water, sewer, utilities, etc) or has immediate access to that infrastructure. The Owner should be open to alternative development options, with no commitments to a specific outcome The Owner must not have engaged a design professional or developer and minimal predevelopment or other formal planning activities may have been done on the site for the purposes of providing affordable housing. The Owner commits to engage residents of affordable housing in the charrette process. The Owner agrees to arrange for participation from municipal planning, engineering and/or public officials in the charrette process. The Owner agrees to actively participate in the charrette process. The project can be a model for other communities in Colorado and nationally. The Owner is a current member of Housing Colorado. The Owner shows a willingness to document and share how the design charrette benefitted your organization and community after completion of the 2013 Design Charrette. If selected, the Representative from the selected property will provide detailed information about site (maps, topos, environmentals, etc), program proposed, and population to be served. The project sponsor agrees to provide a minimum of $2,500 in matching funds to support the Design By Community events and activities related to their project. The amount of funding will not serve as selection criteria between applications but all selected projects will be expected to provide a minimum of $2,500 in funding support. Additional Considerations for the Housing Colorado NOW Conference Charrette: Arrange for participation of at least one resident representative from your community or organization in the Housing Colorado NOW! Conference, including Conference registration, transportation and hotel costs as needed. Page 3 of 5

Additional Considerations for the On-Site Design Charrette: Sponsor will help identify space to conduct the charrette. Sponsor will arrange lodging (in private homes or other) for charrette participants as needed within the community where the charrette is held. Sponsor will organize an opening community event or potluck dinner to launch the charrette process and a closing, final presentation, event.
