5 Grant Process Two-stage process: 1) pre-proposal, 2) full proposal The pre-proposal deadline is February 15 th. Only proposals submitted through Easygrants will be considered. Selected pre-proposals will be invited to submit full proposals. Invitations will be ed in March. The full proposal deadline is April 19 th. Final funding decisions will be made by the NFWF Board of Directors in July.

7 Program Overview To assist efforts to improve water quality, enhance water quantity, and restore habitat to benefit native anadromous and resident fish species in the Klamath Basin Funding Partners U.S. Fish and Wildlife Service Funding Availability Up to $2 million available for awards in 2018

8 Program Priorities Near-term benefits to priority species Priority Species of Interest: Lost River and shortnose suckers Chinook salmon Coho salmon Pacific lamprey Sturgeon Steelhead Bull trout Redband trout Geographic Focus Mainstem Klamath River and its tributaries Excluding the Trinity River and its tributaries

9 Program Priorities Competitive proposals should address at least one of the following program restoration priorities: Water Quality Improve water quality to increase the survivability of residence and anadromous fish. Can include: nutrient or sediment reduction, water temperature stabilization, and other water quality parameters that are directly relevant to priority species. Water Quantity Improve instream flows to improve habitat, increase connectivity and prevent seasonal and temporary flow-related fish passage barriers. Can include: funding of water transactions to provide flow augmentation in reaches that are critical to spawning, juvenile rearing, and migration for native and listed fish; instream water leasing and irrigation forbearance agreements; permanent transfers of water instream; and quantitative analyses that support achieving the maximum benefit of water for its intended use.

10 Program Priorities Habitat Enhancement Restore stream channel functions and ecological connectivity, and provide and maintain structure for resident and anadromous fish. Can include: stream channel restoration, fish passage improvement, streamside fencing and planting, instream structure placement, wetland restoration and enhancement, channel reconnection, erosion control, floodplain connection, off-channel habitat creation and connection to increase available habitats provided by tributary channels, side channels, alcoves, and ponds.

12 Program Guidelines Upper and lower limits to award size are not specified, however; the cost to benefit ratio will be a factor in project selection. The project period of performance may not extend past June 30, Although matching funds are optional, projects with matching funds will be given higher priority consideration. Indirect Costs: Applicants with a Federally-approved negotiated indirect cost rate agreement may take their federally approved rate. All other applicants may take 10% de minimus rate. 13 Program Guidelines Eligible applicants include Native American Tribes, U.S. Federal government agencies, state government agencies, local agencies, non-profit 501(c) organizations, non-federal entities such as resource conservation districts, watershed councils and community-based organizations. No political advocacy, fundraising, lobbying, terrorism or litigation Not to implement legal requirements (mitigation, permit conditions, etc.) Projects may be funded with multiple sources. If you intend to fund your project from multiple sources, please describe how funds under this RFP will be applied to your project. Describe also how funds from other sources will be applied. Include this information in both your pre- and full proposal.

14 Evaluation Criteria What the reviewers will be considering: Program Goals and Priorities Technical Merit Transferability Consistency with existing plans and established priorities Monitoring Past success Partnership

15 Environmental Compliance The grantee is responsible for obtaining all necessary State/Federal/County permits that may apply. Successful applicants should provide sufficient documentation describing how the project expects to receive -- or has received all necessary permits and clearances to comply with any federal, state or local requirements. Projects selected will be subject to all state, local and federal requirements, including NEPA, state and federal ESA and National and State Historic Preservation Act. Applicants should include in their budgets the time and resources to obtain the needed approvals, in addition to regular project costs. Once a project is awarded, the grantee must work with FWS to obtain the proper approvals prior to initiating activities that disturb or alter habitat or other features of the project site(s).
