30 Purpose: This policy guides when PVTA must undertake a federally-required equity analysis to ensure no discriminatory disparate impacts (race) or disproportionate burdens (low-income) result from proposed service changes. Changes to Current Policy: Creates new definition for system-wide service changes similar to those done in FY17 and FY18. Streamlines and clarifies process for individual route changes. Clarifies process for rescinding cuts pending funding availability.

31 Purpose: This policy defines the threshold for major service changes that are considered to have a racially discriminatory, or disparate, impact. If a disparate impact is determined to result from a major service change, then mitigations must reduce that impact, or the service change must be demonstrated as the least discriminatory alternative available. Changes to Current Policy: No change to the threshold currently set at 20%, and proposed to remain the same.

32 Purpose: This policy defines the threshold for major service changes that are considered to have a low-income discriminatory, or disproportionate, burden. If a disproportionate burden is determined to result from a major service change, then mitigations must reduce that impact, or the service change must be demonstrated as the least discriminatory alternative available. Changes to Current Policy: The definition for low-income riders has been altered to account for household income instead of individual income in keeping with federal guidelines. The definition of low-income full-time undergraduate students has been clarified to include any student who is Pell Grant eligible, or filing independently.
