1 USAKA uses new concept to win $75K By Jim Bennett Editor The command took the top spot in the SMDC Commander s Quality Award for the second time in three years and earned USAKA an extra $75,000 to spend on the community. The search is still on back in Hawaii. By Peter Rejcek Associate Editor Two months after a team from the U.S. Army Central Identification Laboratory in Honolulu left Kwajalein frustrated in its attempt to locate the remains of missing U.S. service members from World War II, the search continues. We re going back to the investigative portion of the search, said Ginger Couden, CILHI spokesperson. That involves another round of finding witnesses and documents that could shed additional light on a 60-year-old mystery. French ship Prairial to make port call at Kwajalein for goodwill visit The 307-foot-long ship arrives around 9 a.m. Thursday and departs 9 a.m. Saturday for Majuro, where it will make a similar goodwill port call, according to Stephan Notarianni, of the USAKA Host Nation office. A Kwaj World Cup soccer match will highlight the visit, with an all-star team of locals representing the island (See SOCCER, page 5) CILHI historians looking for additional clues to help locate Makin Raiders of the matter are nine Marines believed to have been executed and buried on Kwajalein, near the memorial Japanese cemetery. For more than two months, between January and March, CILHI tested that belief with a massive excavation of the surrounding area but came away mostly empty-handed. The puzzle is now back in the hands of the department s fourmember World War II historical section, Couden said. 3 Boat captain acts quickly to avoid collision By Peter Rejcek Associate Editor A loose wire temporarily disabled an LCM Monday morning, locking the throttle into forward speed as the boat entered the harbor on its return from Ebeye. But Capt. Mike Torgerson was able to steer the vessel back out of the harbor without any problems, keeping it going in circles until it could be shut down. He did an excellent job, said Tom Dillon, Marine Services manager, of Torgerson. As soon as he realized there was a throttle problem, he steered the boat away from all obstructions. Torgerson said that when the boat first wouldn t respond, he thought he could fix the problem in a few seconds. But it was quickly apparent that the malfunction was more serious, and he turned the boat around to get it out of the close confines of the harbor. When I first started to turn, I wasn t sure if I was going to miss the first row of [moored sail] boats, he said. It s such a freaky thing, he added. I don t think it s ever happened before. After Torgerson and his crew shut the engine down, a second LCM was dispatched to tow the boat back to Echo Pier. (Photo by Peter Rejcek) Capt. Mike Torgerson s quick actions avoided a collision after the LCM he piloted Monday locked into forward throttle as he entered the harbor. A loose wire caused the problem, according to Dillon. It took about 10 to 15 minutes to fix after the boat was returned to Echo Pier. Basically, it was an electronic failure, he said. This is the first time we ve had [a problem] with this type of throttle. The electric throttles replaced cable-driven throttles about three years ago, he added. A loose wire is not an uncommon occurrence with electronic throttles, but it hasn t been a problem with these, Dillon said, explaining that the old system caused much more headaches for boat crews. Clinton first U.S. president at Kwaj By Jim Bennett Editor Bill Clinton may have scored a first when he visited Kwajalein last weekend. After some quick research and a visit with Kwajalein historian Gene Sims, it appears that Clinton is the first president, either sitting or former, to visit the island. Since U.S. forces liberated the island from Imperial Japan during World War II, the United States has had 12 presidents. FDR died only a year after the island was taken. Sims said he has no record or knowledge of Truman visiting Kwajalein, though Truman did fly to Wake Island to meet with MacArthur during the Korean War. Eisenhower traveled to Korea, but again, no record or story exists of his stopping here en route either way across the Pacific, Sims said. That leaves Kennedy, LBJ, Nixon, Ford, Carter, Reagan, Bush Sr. and current President George W. Bush. None of them stopped here, according to Sims, who lived on Kwajalein from , and , and who is the author of Kwajalein Remembered, the unofficial history of the island after World War II. Iroijalaplap Michael Kabua served as keynote speaker of the event, offering speeches in Marshallese and English. In keeping with the theme of the evening, Kabua encouraged the students to believe in the beauty of their dreams. Graduates include Atinta Arikitau, Libeio Balos, Stanton Calep, Scott Calep, Terrilynn debrum, Rebecca Dribo, Sanry Hazzard, Bojen Jorju, Taien Joseph, Sef Korok and Zepty Lucky. 5 Memorial Day ceremony to focus on POW/MIAs... (From page 1) Regardless, the search will continue until we find the Makin Raiders, Couden said. The nine Marines were members of the 2nd Raider Battalion under the command of Col. Evans Carlson. Trained in amphibious assault, the 222 Marines attacked Makin Atoll in the former Gilbert Islands in August About a score of men were killed in the action, and buried on Butaritari Island. Their remains were repatriated by CILHI in Another dozen Marines were missing in action. Nine of those men likely ended up on Kwajalein. Several B-24 air crews may also have been executed here. Tripp Wiles, CILHI historian/analyst, did much of the original research for the recovery mission that took place earlier this year. He said his department is looking into the possibility of talking with additional Japanese veterans, but there s no reason to doubt that the information CILHI has already received from witnesses including Japanese officers in charge is reliable. I think we were in the right area, Wiles said. It is possible that the graves were disturbed during the 1944 invasion of the island by American forces or by Navy Seabees in the 1950s, according to Wiles. Despite the impasse, interest in the recovery is still high among media and veterans, Couden said. A lot of the Marine Raiders inquire about how it s going. CILHI s recovery missions around the world continue to find U.S. service members in the most remote corners of the Soccer match set for Thursday... (From page 1) against the ship s crew. Vidon is ambassador to seven Pacific nations, including the Republic of the Marshall Islands. Notarianni said he will take the ambassador to Third Island during his trip in hopes of securing humanitarian aid in the form of solar panels. In each case, the command has solicited the community on how to spend the money, focusing on spreading out the award money to benefit the greatest number of residents, Morris said. Improvements included a dive pavilion near the ski area steps on Kwajalein and a fuel station on Roi-Namur in 2001, and in 2000 a pavilion outside the BQs, renovations to the airport terminal, a water slide at the family pool and installation of water and power to a pavilion on Roi. Couden said two teams are currently in Papua New Guinea at separate sites recovering B-24 air crews. One team is deployed in a mountainous jungle area, while the other team is also working in a remote mountain setting. They re logistically challenging sites, Couden said. Despite the challenges of Papua New Guinea, CILHI has recovered 113 service members in the last 20-plus years. Analysts believe there may be as many as 250 American World War II crash sites throughout the country. Worldwide, more than 78,000 Americans are still missing from World War II alone. Residents will have an opportunity to reflect on service members who paid the ultimate price at Monday s Memorial Day ceremonies at the flagpole site at 9 a.m. In case of inclement weather, the ceremony will be at Island Memorial Chapel. Monday s ceremony will include a special tribute to POW/ MIA personnel as well as the community unveiling of two memorials placed in front of the Kwaj Lodge in March, according to LuAnne Fantasia, USAKA Public Affairs officer. One memorial is dedicated to Operation: Flintlock, the name given to the February 1944 invasion of Kwajalein Atoll by the U.S. The other plaque is a memorial to the Makin Raiders. Fantasia said the official dedication of both monuments will happen when they are moved to a site near the remains of the Makin Raiders, as soon as CILHI makes that determination. Input sought on how to spend APIC money... The Quality Award reviews each of SMDC s 10 elements and how they use the Army Performance Improvement Criteria, the Army s version of the Malcolm Baldridge Award criteria. Each command submits a self-assessment that is judged by a panel of quality experts from throughout SMDC. Instituted in 1999, APIC has woven itself throughout the fabric of operations at USAKA and the range and improved processes, Morris said. Customers, we never used to use words like this before, Morris said. We re performing a lot better almost across the board, whether it s customer satisfaction, staying under budget or meeting deadlines. The new culture, as Morris calls it, has inspired many departments to rethink their own processes, saving the command millions. The command already has realized more than $4 million in savings from a $4 million investment in 2000 to replace the Dash-7 aircraft with Beech 1900Ds. Kwajalein Modernization and Remoting programs, started before APIC, but augmented since the process began, likely will save the command $16.5 million annually over the next 10 years, Morris said.

By Kim Parker Contributing Writer Competition is tight at this year s Coral Open, with the top golfers in two of the six flights all tied for first place in their individual flights following the first round of tournament play last weekend. Raymond Demaio, Tsugio Miyashiro and Michael Waters are knotted with a net 62 in the third flight. Meanwhile, Rudy Gil Jr., Amanda Reed and Gerry Wolf are battling for the top spot in the fourth flight with a net 63. A total of 108 golfers are competing in the 33rd annual tournament at Holmberg Fairways. The Coral Open is one of two major tournaments sponsored by the Kwajalein Golf Association each year. The other tournament, the Kwaj Open, is The Girls Dean Olenik goes to the hoop against Spartans I Burke Vinluan in what turned out to be a blowout, with The Girls hammering Spartans I, 60-33, Wednesday night for the men s A division championship. Led by Dean Olenik and Dave Gray, The Girls took a 10-point lead into halftime before completely pulling away in the second half. Both men finished with double digits, with Olenik scoring 18 points and Gray 15 points. Anthony Desmarais led the Spartans with 8 points. In the second game of the evening, Triple J defeated Ballaz, 51-39, to claim the men s C division crown. Mervin Carillo was unstoppable for held in November.
