1 KENT COUNTY NOTICE OF PRIMARY ELECTION To the Qualified Electors of Kent County, Michigan NOTICE IS HEREBY GIVEN, a Primary Election will be held on AUGUST 5, 2014 In the following cities and townships of the County of Kent, State of Michigan: Cities of Cedar Springs, East Grand Rapids, Grand Rapids, Grandville, Kentwood, Lowell, Rockford, Walker, and Wyoming and Townships of Ada, Algoma, Alpine, Bowne, Byron, Caledonia, Cannon, Cascade, Courtland, Gaines, Grand Rapids, Grattan, Lowell, Nelson, Oakfield, Plainfield, Solon, Sparta, Spencer, Tyrone, and Vergennes. The following offices will appear on the ballot: Governor Congressional State U. S. Senate State Senate Representative in Congress Representative in State Legislature County Judicial Commissioner(s) 63 rd District, 1 st Division Judgeship Townships: Grattan Partial Term Clerk Townships: Cannon Partial Term Trustee Plainfield Partial Term Clerk Cascade Partial Term Trustee Courtland Vergennes Partial Term Trustee Bowne Partial Term Trustee Delegates to the County Convention The following proposals will be voted upon: Vergennes Partial Term Trustee STATE OF MICHIGAN PROPOSAL 14-1 APPROVAL OR DISAPPROVAL OF AMENDATORY ACT TO REDUCE STATE USE TAX AND REPLACE WITH A LOCAL COMMUNITY STABILIZATION SHARE TO MODERNIZE THE TAX SYSTEM TO HELP SMALL BUSINESSES GROW AND CREATE JOBS The amendatory act adopted by the Legislature would: 1. Reduce the state use tax and replace with a local community stabilization share of the tax for the purpose of modernizing the tax system to help small businesses grow and create jobs in Michigan. 2. Require Local Community Stabilization Authority to provide revenue to local governments dedicated for local purposes, including police safety, fire proctection, and ambulance emergency services. 3. Increase portion of state use tax dedicated for aid to local school districts. 4. Prohibit Authority from increasing taxes. 5. Prohibit total use tax rate from exceeding existing constitutional 6% limitation. Should this law be approved?
2 KENT COUNTY MILLAGE FOR SENIOR CITIZEN SERVICES Shall Kent County levy.50 of one mill which is equal to 50 cents per $1,000 of the taxable value on all real and personal property subject to taxation for the period 2014 through 2021, inclusive, for the purpose of planning, evaluating, and providing services to persons age 60 years or older? This millage is a renewal of the previously authorized millage of 0.33 mills which expires following the 2013 levy and a new additional millage of 0.17 mills. The amount raised by the levy in the first calendar year is estimated at $10,000,000. In Kent County there are 27 local authorities that capture and use, for authorized purposes, tax increment revenues from property taxes levied by the County. Such capture could include a portion of this millage levy. The tax increment authorities in Kent County, capturing a portion of this tax levy, include the following: Cascade Charter Township- Downtown Development Authority Cedar Springs, City of- Downtown Development Authority Grand Rapids, City of- Downtown Development Authority, Monroe North-Tax Increment Finance Authority, Smart Zone Local Development Finance Authority, Brownfield Redevelopment Finance Authority Grandville, City of- Downtown Development Authority, Brownfield Redevelopemt Authority Kent City, Village of- Downtown Development Authority Kentwood, City of- Brownfield Redevelopment Authority Lowell, City of- Downtown Development Authority Rockford, City of- Downtown Development Authority, Brownfield Redevelopemt Authority Sparta, Village of- Downtown Development Authority Walker, City of- Downtown Development Authority, Brownfield Redevelopemt Authority Wyoming, City of- Brownfield Redevelopment Authority KENT DISTRICT LIBRARY MILLAGE PROPOSAL 1.28 MILLS FOR 10 YEARS Shall Kent District Library be authorized to levy a tax annually upon the taxable value of all property subject to ad valorem taxation within the district of Kent District Library in an amount not to exceed 1.28 mills ($1.28 for each $1,000 of taxable value) for a period of ten (10) years, 2014 through 2023, inclusive, to provide funds for district library purposes? The following is for informational purposes: This millage is a renewal of the previously authorized millage of 0.88 mills which expired following the 2013 levy, and a new additional millage of 0.4 mills, for a total authorized millage of 1.28 mills ($1.28 for each $1,000 of taxable value). This millage is estimated to provide revenues of $20,060,000 in the first year of the levy. To the extent required by law, a portion of the revenues from this millage (estimated to be approximately 1.1% in the first year of the levy) will be captured by or disbursed to certain local authorities for authorized purposes. The following local authorities capture or receive disbursements of a portion of the Kent District Library millage to the extent required by law: The Downtown Development Authorities of the Cities of Grandville, Lowell, Rockford, Walker, and Wyoming, the Village of Kent City, the Townships of Bowne (Alto) and Byron, and the Charter Townships of Cascade and Plainfield; the Kent County Land Bank Authority; and the Brownfield Redevelopment Authorities of the Cities of Grandville, Kentwood, Rockford, Walker, and Wyoming. CITY OF WYOMING PROPOSAL TO RENEW PUBLIC SAFETY MILLAGE FOR FIVE YEARS Shall section 9.1 (f) of the Charter of the City of Wyoming be renewed to provide for an annual levy of 1.25 mills on the dollar for public safety for operation, maintenance and administration of police and fire services in the City of Wyoming for a period of five years? This levy shall expire June 30, The amount of revenue raised by the levy in the first year is estimated at $2,387,000.
3 SPARTA AREA SCHOOLS OPERATING MILLAGE RENEWAL PROPOSAL EXEMPTING PRINCIPAL RESIDENCE AND OTHER PROPERTY EXEMPTED BY LAW MILLS FOR 10 YEARS Full text of the ballot proposal may be obtained at the administrative offices of Sparta Area Schools, 465 South Union Street, Sparta, Michigan 49345, telephone: (616) TYRONE TOWNSHIP - PROPOSAL I MILLAGE RENEWAL 1 MILL FOR 2 YEARS FOR FIRE OPERATIONS Shall the tax limitation on general ad valorem taxes within Tyrone Township imposed under Article IX Sec. 6 of the Michigan Constitution be renewed for said Township at 1 mill ($1.00 per $1,000 of taxable value) for the period 2015 through 2016 inclusive to provide for fire department operations; and shall the Township levy such renewal in millage for said purpose, thereby, raising in the first year an estimated $110,126.00? TYRONE TOWNSHIP - PROPOSAL II MILLAGE OF.50 FOR 2 YEARS FOR MAINTAINING FIRE OPERATIONS Shall the tax limitation on general ad valorem taxes within Tyrone Township imposed under Article IX Sec. 6 of the Michigan Constitution be increased for said Township at.50 mill(s) (.50 per $1,000 of taxable value) for the period 2015 through 2016 inclusive to provide for maintaining fire department operations? Shall the Township levy such increase in millage for said purpose, thereby, raising in the first year an estimated $55,063.00? All the cities and townships in Kent County have evaluated their polling places for handicap accessibility. Instructions for voting are available in audio and Braille upon request at the polling locations. If you are prevented from voting in your precinct due to physical barriers and wish to be reassigned to an accessible polling place, please contact your local Clerk no later than 2:00 p.m. on Saturday, August 2, A voter who is physically unable to attend the polls without assistance of another person, or who is at least 60 years of age, or will be away from the community is eligible to receive an absent voter ballot.
