3 State School Aid for School Year Provides for a 6.1 percent, $1.4 billion increase Foundation Aid increased $627 million, requires certain districts to set aside $100 million as community schools aid for 225 school districts in amounts reported on executive budget runs. NYSASBO requested $800 million in Foundation Aid and $75 million for Struggling Schools in the receivership program. $433.6 million GEA was fully eliminated which NYSASBO requested Expense-based aids are funded at $342 million. NYSASBO recommended full funding of these aids at an estimated $411 million.

4 Enacted Budget School Aid Totals

5 Gap Elimination Adjustment Fully restores all outstanding GEA $383 million in GEA Restoration $51 million in GEA Final Payment Four tiers: The GEA Restoration is the sum of the four tiers below plus the BT1617 GEA Restoration, but not more than the GEA. Tier 1: For all districts, 40 percent multiplied by the executive proposal (BT1617) GEA. Tier 2: For high need/resource-capacity school districts, 100 percent multiplied by the executive proposal (BT1617) GEA. Tier 3: For average need/resource-capacity school districts with a CWR less than 0.7, 100 percent multiplied by the executive proposal (BT1617) GEA. Tier 4: For average need/resource-capacity school districts with a CWR greater than 0.7, 51.6 percent multiplied by the executive proposal (BT1617) GEA. Final GEA Payment: The difference between the positive value of the GEA (SA1516) and the GEA Restoration.

6 GEA Eliminated with Two Appropriations The GEA Restoration and the Final GEA Payment fully eliminate the GEA for now and in the future. Interpreting the runs If you have a Final GEA Payment, add that to the district s number for Total to get the total aid amount To get the change in total aid for your district, add the FINAL GEA PAYMENT to the line labeled $ CHG MINUS All districts have a "Remaining GEA" of 0. The elimination of the GEA will be reflected in the base for determining School Aid

7 The Wicked (GEA) Witch is Dead The law which established the GEA will now read, The gap elimination adjustment for the two thousand sixteen--two thousand seventeen school year and thereafter shall equal zero [emphasis added]. In order to continue or resurrect the Gap Elimination Adjustment, it would be necessary for the Senate and Assembly to pass a new bill and the Governor to sign it.

8 Foundation Aid Foundation Aid is calculated as the sum of: The Foundation Aid Base plus The Foundation Phase-in Increase, plus Foundation Increase as computed for the Executive Budget (BT1617), plus Community Schools Aid on the executive computer run (BT1617).

9 Foundation Aid Due Minimum Increase The laws include the calculation of a due minimum increase for all school districts, whether they are Phase In Eligible or not: (1) 2 percent multiplied by the difference of the Foundation Aid Base plus the Gap Elimination Adjustment (GEA), minus (2) the Foundation Increase as computed for the Executive Budget on computer run BT1617 less the GEA. Districts receive the greater of the Phase In Increase or the minimum increase.

10 Phase-in Foundation Increase Phase-in Foundation Increase = Foundation Aid Phase In Percent Multiplied by the Foundation Aid Increase Before Phase In 1. for the New York City School District, percent; 2. for the Buffalo City School District, 7.03 percent; 3. for the Rochester City School District, 6.72 percent; 4. for the Syracuse City School District, 9.55 percent; 5. for the Yonkers City School District, 6.74 percent; 6. for small city school districts with a Combined Wealth Ratio (CWR) less than 1.4, 9 percent; 7. for urban-suburban high need/resource-capacity districts, percent, provided that of these districts, those which are also small city school districts with CWR less than 1.4, phase-in factor (6) is added to phase-in factor (7); 8. for rural high need/resource-capacity districts, 13.6 percent; and 9. for all other eligible districts, 0.47 percent.

11 Districts Eligible for a Foundation Aid Phase In Factor A district is eligible for a phase-in factor if the (1) 3-year average K-6 FRPL ratio is greater than 15 percent and (2) if the unrestricted aid increase is less than 7 percent. The unrestricted aid increase = Executive Proposal Foundation Increase GEA Foundation Aid Base less the GEA. 250 School districts did not meet both criteria and received no Foundation Aid increase as a result of the Phase In Factor

12 Expense-based Aids Expense-based aids increase totals about $342 million (5.2%) NYSASBO recommended $411 million BOCES aid continues $30,000 aidable salary cap NYSASBO recommended increase in aid for CTE Largest increases High Cost Public Excess Cost Aid 7.4% BOCES Aid 6% Building and Bldg Reorg Incentive Aid 5.89%

13 Community Schools Aid Set-Aside Set-aside for 225 school districts within Foundation Aid Amounts are from the Executive proposal Adds a new paragraph to Subdivision 4 of section 3602 of the education law Each school district shall use the amount so set aside to support the transformation of school buildings into community hubs to deliver co-located or school-linked academic, health, mental health, nutrition, counseling, legal and/or other services to students and their families, including but not limited to providing a community school site coordinator, or to support other costs incurred to maximize students' academic achievement.

16 STAR New homeowners will receive a STAR rebate check each fall and will have to claim the money on their income tax credit the following year. Converts the NYC personal income tax STAR credit to a NYS personal income tax credit Rejects the proposal to hold annual growth at zero for the basic and enhanced STAR credits.

17 Receivership Schools The Enacted Budget rejected the Governor s proposal to require 70 schools, which had improved their performance, to remain in the Receivership program. They had recently been removed from the list by the State Education Department.

18 Not Included in the Budget Prior-year adjustments are funded at the same level as last year ($18,664,000) and are lumped in with fiscal stabilization grants NYSASBO recommended full funding at $318 million $75 million increase in BOCES aid and Special Services Aid to strengthen Career and Technical Education Budget does not include Parental Choice in Education tax credit, which NYSASBO opposed Foundation Aid increase is about 15 percent of the $.4 billion required for full phase in versus the 25 percent increase NYSASBO had recommended. No commitment for Foundation Aid phase-in
