Douthitt provided information regarding the FY 2015-2016 City County Payment Program Final Report submitted in August 31, 2018 for all jurisdictions. Viegas-Walker inquired as to why it takes almost two (2) years to close out report. Douthitt indicated that the State runs at least two (2) years behind. Various board members mentioned that they do not have that type of issue. Plancarte gave direction to Douthitt to send a letter to Assembly Member Eduardo Garcia to see if he can assist with the timeframe to receive reimbursement from the State before the next board meeting. 4. SB 212 Pharmaceutical and Sharps Waste Stewardship Program This creates a statewide take-back system for sharps and pharmaceutical waste indicated by Douthitt and indicated that this program spent $11,000 on supplies in the previous month. 5. TCU 17 Waste Tires Cleanup Grant Notice to proceed received September 7, 2018. 6. September City Cleanups Amparano inquired about cleanups on other cities. Douthitt will provide via an email a list of all cleanups to board members.

IVRMA 18-11 RESOLUTION OF THE BOARD OF DIRECTORS OF THE IMPERIAL VALLEY RESOURCE MANAGEMENT AGENCY EXPRESSING SUPPORT FOR THE CREATION AND DEVELOPMENT OF AN IMPERIAL VALLEY COUNCIL OF GOVERNMENTS (IVCOG) WHEREAS, there exists a need for an agency to serve as a forum for consideration, study, and recommendation on area-wide and regional problems, to assemble information helpful in the consideration of problems peculiar to the Imperial Valley, and to explore practical avenues for intergovernmental cooperation, coordination, and action in the interest of local public welfare and means of improvement in the administration of governmental services; and WHEREAS, recently, a consensus between all the Imperial Valley Cities was reached to proceed with the development of an IVCOG and start incorporating two existing programs in which each of the Cities and County currently serve in the decision-making bodies: the Imperial Valley Resource Management Agency (IVRMA) and the Service Authority for Freeway Emergencies (SAFE) with the goal of eventually incorporating other regional non-transportation programs including, but not limited to, emergency communications, animal control, and homeless task forces; and WHEREAS, an IVCOG Joint Powers Authority (JPA) agreement has been drafted and is currently being reviewed by legal counsel of each of the Cities and County; and WHEREAS, the IVRMA board of directors is desirous of expressing support for the creation and development of an IVCOG. NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE IMPERIAL VALLEY RESOURCE MANAGEMENT AGENCY OF THE COUNTY OF IMPERIAL, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: 1. This direction was related to the September 26, 2018 Agenda Item #3 FY 2015-2016 City County Payment Program (CCPP) Final Report submitted August 31, 2018 for all jurisdictions. The CCPP funding is received approximately 3 months after the beginning of each grant term. The funding has timelines (term length of the grant and expenditure period) and due dates (Expenditure Reporting Due Dates for the Final Report) (please see attached Overview). IVRMA has been managing City County Payment Plan (CCPP) Grants for over 15 years. They work well with in our system. First of all they are an Entitlement Grant not a Competitive Grant so we are always assured of the funding. Some of the confusion is getting a Notice to Proceed before you get funded, but because it s a two year grant you still have the funds from the previous grant. As one Grant rolls over into the next. For example: CCPP 2015-16 Grant terms are from August 1 st 2016 through June 29, 2018 and we received the funding December 9, 2016. However the Grant allows you to start your expenditures September 8, 2016. CCPP 2014-15 Grant terms were July 1 st 2015 through September 1, 2017 which overlaps the 2015-16 Grant cycle so you will have funds for September, October and December 2016 expenditures.
