RESOLUTION 2017-33 A RESOLUTION OF THE CITY OF ST. AUGUSTINE COMMUNITY REDEVELOPMENT AGENCY AMENDING THE FIX-IT-UP GRANT PROGRAM; COMBINING THE FIX-IT-UP GRANT PROGRAM AND THE EMERGENCY ASSISTANCE PROGRAM; INCREASING THE GRANT FUNDING FOR THE BENEFIT OF QUALIFIED RESIDENTS OF THE LINCOLNVILLE COMMUNITY REDEVELOPMENT AREA WITH ESSENTIAL HOME REPAIR. WHEREAS, the City Commission of the City of St. Augustine has established the St. Augustine Community Redevelopment Agency and the Community Redevelopment Area in accordance with Chapter 163, Florida Statutes; and WHEREAS, the City Commission of the City of St. Augustine adopted Resolution 2013-14 implementing the Lincolnville Redevelopment Plan pursuant to the requirements of Sections 163.360 and 163.362, Florida Statutes; and WHEREAS, the St. Augustine Community Redevelopment Agency created the Fix-It-Up Grant Program pursuant to Resolution 2014-41 and the Emergency Assistance Program for the benefit of eligible residents for essential home repair; and WHEREAS, the original Lincolnville Community Redevelopment Area Fix- It-Up Grant Program provided up to $7,000.00 in grant funds to qualified low income residents to assist with housing rehabilitation needs; and WHEREAS, the original Emergency Assistance Program provided up to $10,000.00 in grant funds to qualified low income residents to assist with emergent housing needs; and

WHEREAS, over the course of three years since the programs adoption approximately $120,000.00 has been utilized toward the stated plan goals; and WHEREAS, the City Commission of the City of St. Augustine adopted Resolution 2017-29 amending the Lincolnville Redevelopment Plan pursuant to the requirements of Sections 163.346 and 163.361, Florida Statutes; and WHEREAS, the Lincolnville Redevelopment Plan, as amended, recommends the creation of a new Fix-It-Up Grant Program combined with the Emergency Assistance Program; and WHEREAS, the Lincolnville CRA Steering Committee, staff and consultant support the consolidation of the Fix-It-Up Program and the Emergency Assistance Program along with an increase of the amount to be made available to individual homeowners; and WHEREAS, the consolidated program will be known as the New Fix-It-Up Grant Program and will include grant funding for up to $20,000 per home for qualified low income applicants with a ten (10) year lien on the property. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ST. AUGUSTINE COMMUNITY REDEVELOPMENT AGENCY, AS FOLLOWS: Section 1. That the City of St. Augustine Community Redevelopment Agency supports the consolidation of the Fix-It-Up Grant Program with the Emergency Assistance Program to aid qualified low income residents with funds to assist with emergent housing rehabilitation needs. Section 2. That the City of St. Augustine Community Redevelopment Agency hereby authorizes the consolidation of the Lincolnville Community Redevelopment Area Fix-It-Up Grant Program to provide up to $20,000.00 with a ten (10) year lien to qualifying homeowners within the Lincolnville Redevelopment Area for emergency repair services for sub-standard housing. ADOPTED in Regular Session of the City Commission for the City of St. Augustine, Florida this day of, 2017. CITY OF ST. AUGUSTINE COMMUNITY REDEVELOPMENT AGENCY ESTABLISHING THE LINCOLNVILLE REHABILITATION PROGRAM; COMBINING THE BLIGHTED STRUCTURES AND DOWN PAYMENT ASSISTANCE PROGRAMS; PROVIDING FUNDING FOR PARTIAL DOWN PAYMENT ASSISTANCE FOR QUALIFIED APPLICANTS; PROVIDING FUNDING FOR ACQUISITION AND REHABILITATION OF DETERIORATING AND DELAPITATED HISTORIC AND NON-HISTORIC PROPERTIES; PROVIDING FUNDING FOR REHABILITATION OF HISTORIC INSTITUTIONAL PROPERTIES WITHIN THE LINCOLNVILLE COMMUNITY REDEVELOPMENT AREA. WHEREAS, the City Commission of the City of St. Augustine has established the St. Augustine Community Redevelopment Agency and the Lincolnville Community Redevelopment Area in accordance with Chapter 163, Florida Statutes; and WHEREAS, the City Commission of the City of St. Augustine adopted Resolution 2013-14 implementing the Lincolnville Redevelopment Plan pursuant to the requirements of Sections 163.360 and 163.362, Florida Statutes; and WHEREAS, the St. Augustine Community Redevelopment Agency created the Remediation of Blighted Structures and the Down Payment Assistance Program in accordance with Lincolnville Redevelopment Plan adopted pursuant to Resolution 2013-14; and WHEREAS, there have been no applications for the Remediation of Blighted Structure or Down Payment Assistance Program and no formal process for application adopted; and

WHEREAS, the City Commission of the City of St. Augustine adopted Resolution 2017-29 amending the Lincolnville Redevelopment Plan pursuant to the requirements of Sections 163.346 and 163.361, Florida Statutes; and WHEREAS, the Lincolnville Redevelopment Plan as adopted and amended is the official redevelopment plan for the Lincolnville Community Redevelopment Area; and WHEREAS, the Lincolnville Redevelopment Plan as adopted and amended recommends the establishment of the Lincolnville Rehabilitation Program providing for: 1) Funding for a Down Payment Assistance Program as a partialmatching assistance program providing grant funding assistance for qualified home buyers. 2) Funding for a Rehabilitation Program funding for rehabilitation of deteriorating or dilapidated structures for: a. LCRA acquisition and rehabilitation of deteriorating or dilapidated structures; and b. Historic institutional properties, and WHEREAS, "historic" means structures individually listed in the National Register of Historic Places; contributing structures to a registered historic district, individually listed on the Florida Master Site File, or individually listed as a local historic landmark; and WHERAS, the Lincolnville Community Redevelopment Area Steering Committee, staff and consultant support consolidation of the Remediation of Blighted Resolution No. 2017-34 Page 2 of 4 (CA)

Structures and Down Payment Assistance Programs aimed at providing funding for the repair and restoration of historic and non-historic structures within the Lincolnville Community Redevelopment Area as well as partial matching down payment assistance for qualified applicants; and WHEREAS, the Lincolnville Rehabilitation Program will provide mortgage down payment assistance and rehabilitation grant funding of up to $10,000.00 for qualified applicants consistent with the State Housing Initiatives Partnership Program or St. Johns County Homeownership Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ST. AUGUSTINE COMMUNITY REDEVELOPMENT AGENCY, AS FOLLOWS: Section 1. That the City of St. Augustine Community Redevelopment Agency supports the establishment of the Lincolnville Rehabilitation Program that combines the Blighted Structures and the Down Payment Assistant programs designed to provide funding for the renovation of historic and non-historic declining structures and partial matching down payment assistance for qualified applicants within the Lincolnville Community Redevelopment Area. Section 2. That the City of St. Augustine Community Redevelopment Agency hereby authorizes the establishment of the Lincolnville Rehabilitation Program to provide up to $10,000.00 in mortgage down payment assistance to qualified buyers; grant funding for Historic Institutional properties for rehabilitation and restoration; and funding for the acquisition, rehabilitation, and repair of historic and non-historic Resolution No. 2017-34 Page 3 of 4 (CA)

structures to be upgraded and sold as affordable/workforce housing within the Lincolnville Redevelopment Area. ADOPTED in Regular Session of the City Commission for the City of St. Augustine, Florida this day of, 2017. CITY OF ST. RESOLUTION NO. 2017-40 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF ST. AUGUSTINE, FLORIDA ADOPTING A BUDGET FOR THE LINCOLNVILLE COMMUNITY REDEVELOPMENT AREA FOR ITS OPERATIONS IN FISCAL YEAR 2017-2018. WHEREAS, the St. Augustine Community Redevelopment Agency was created pursuant to Part Ill, Chapter 163, Florida Statutes; and WHEREAS, the St. Augustine Community Redevelopment Agency is a dependent special district under Chapter 189, Florida Statutes, known as the Uniform Special District Accountability Act ("Special District Act"); and WHEREAS, the Special District Act requires all special districts, including dependent special districts such as the St. Augustine Community Redevelopment Agency, to adopt a budget for each fiscal year by resolution; and WHEREAS, the St. Augustine Community Redevelopment Agency is the Agency responsible for the Historic Area Transportation and. Parking Community Redevelopment Area and the Lincolnville Community Redevelopment Area, and their respective funds; and

WHEREAS, the St. Augustine Community Redevelopment Agency desires to comply with the requirements of the Special District Act and takes this action in order to do so; NOW, THEREFORE, BE IT RESOLVED BY THE ST. AUGUSITNE COMMUNITY REDEVELOPMENT AGENCY, FLORIDA, THAT: Section I. The St. Augustine Community Redevelopment Agency has the authority to adopt this Resolution pursuant to the State of Florida Special District Act. Section II. The Operating Budget for the Lincolnville Community Redevelopment Area for Fiscal Year 2017-2018, attached hereto and made a part hereof, as Exhibit "A," is hereby approved. Section Ill. The City's staff is hereby directed to notify each affected taxing authority of the estimated incremental tax amount that should be included in their respective budgets. WHEREAS, the St. Augustine Community Redevelopment Agency was created pursuant to Part Ill, Chapter 163, Florida Statutes; and WHEREAS, the St. Augustine Community Redevelopment Agency is a dependent special district under Chapter 189, Florida Statutes, known as the Uniform Special District Accountability Act ("Special District Act"); and WHEREAS, the Special District Act requires all special districts, including dependent special districts such as the St. Augustine Community Redevelopment Agency, to adopt a budget for each fiscal year by resolution; and WHEREAS, the St. Augustine Community Redevelopment Agency is the Agency responsible for the Historic Area Transportation and Parking Community Redevelopment Area and the Lincolnville Community Redevelopment Area, and their respective funds; and

WHEREAS, the St. Augustine Community Redevelopment Agency desires to comply with the requirements of the Special District Act and takes this action in order to do so; NOW, THEREFORE, BE IT RESOLVED BY THE ST. AUGUSITNE COMMUNITY REDEVELOPMENT AGENCY, FLORIDA, THAT: Section I. The St. Augustine Community Redevelopment Agency has the authority to adopt this Resolution pursuant to the State of Florida Special District Act. Section II. The Operating Budget for the Historic Area Transportation and Parking Community Redevelopment Area for Fiscal Year 2017-2018, attached hereto and made a part hereof, as Exhibit "A," is hereby approved. Section Ill. The City's staff is hereby directed to notify each affected taxing authority of the estimated incremental tax amount that should be included in their respective budgets.
