Pg.2 Introduction and rationale 1. Reference the Note Verbale DPKO/OMA 1388 (2010) and the new categorization of United Nations Military Experts on Mission (UNMEM) into three categories: United Nations Military Observers (UNMO), Military Liaison Officers (MLO) and Military Advisers (MILAD), Finland has further developed the UN Military Observer Course (UNMOC) into a new course to cover all three target groups. The new course is titled UNMEM Course. 2. In the context of Nordic cooperation in peacekeeping training the UNMOC has been conducted in Finland since 1968 to meet the needs of Nordic countries. The Nordic UNMOC Instructor Team responsible for the content and quality of all training serves as an example of the Nordic concept, the regional concept, which creates unique advantage in utilizing exposure to large UNMO mission experience. 3. FINCENT has conducted over 100 courses with totally over 4400 officers from 73 different countries. UNMOC is conducted under the auspices of NORDEFCO (Nordic Defence Cooperation) giving reserved slots to Denmark, Finland, Norway and Sweden. The latest certification by ITS/DPKO/UNNY in recognition of the UNMOC quality was issued on the 10 th of December 2010. 4. UNMEM Course is conducted annually three times at FINCENT depending on the needs of the Nordic countries. Its purpose is to instruct officers for UNMO, MLO and MILAD positions in UN Peacekeeping Operations (UNPKO). 5. In the course of time both the nature of conflicts and the training needs for UNMOs, MLOs and MILADs have developed until present day. The UNMEM Course is under constant state of development accordingly as the UNMEM Instructor Team positions rotate regularly bringing in fresh mission experience. 6. Location for the UNMEM Course is the Finnish Defence Forces International Centre (FINCENT) in Finland. On request the course can also be exported to another location by FINCENT METT (Mobile Education and Training Teams). Target audience 7. FINCENT conducts the UNMEM Course for personnel who are planned to serve as UNMEM in UNPKO. To be eligible to attend the UNMEM Course nominees must fulfil the following criteria: Nationally trained officer with a working experience in excess of five years. (CAPT to COL) Language proficiency: Working level English language skills. Language testing is a national responsibility. No additional language training or translation is provided. Possession of a valid driver s license. Be physically fit. Have basic knowledge of computer skills.
Pg.3 Aim 8. The Aim of the course is to prepare Military Officers for service as an UNMO, MLO or MILAD in any ongoing or future UNPKO. Training objective 9. The training objectives of the UNMEM Course are to generally prepare the participants for duties in a peacekeeping operation so that they can: Fulfil military aspects of UN peacekeeping mandates in accordance with DPKO principles and guidelines; Perform their duties in an effective, professional and integrated manner; Demonstrate the core values and competencies of the United Nations. Course contents 10. UNMEM Course is based on a simulation of a real field mission with students arriving to the mission Headquarters for in-checking and induction training during the first course week. During the second course week the students deploy to sectors/team sites for continued induction training for newcomers. Finally during the third course week the students are deployed as UNMO, MLO and MILAD to their respective areas of responsibility conducting various tasks in the Final Field Exercise where their newly acquired skills are tested and evaluated. During weekends the students are familiarized with local culture by short trips around Finland. 11. The UNMEM Course follows a fictive training scenario of a multi-dimensional integrated UN mission concept where the situation develops continuously by daily morning briefings, daily situation reports, meetings and incidents in the ercises. 12. UNMEM Course consists of theory lessons, case studies, basic exercises and the final field exercise: UN Organizations, present ongoing UNPKOs Observer/Liaison/Adviser duties, emphasis on reporting and assessment procedures Political, social, religious and other factors prevailing in the mission areas
Pg.4 Other abilities to enable the individual officer to solve the tasks which might be imposed upon him/her immediately subsequent to his/her arrival in the mission area Time, climatic, topographical and environmental factors under which service may have to be conducted 14. The course contents derive from UN Core Pre-deployment Training Materials and Specialized Training Material for Military Experts on Mission (CPTM and STM for MEoM) as described in Guidelines on Roles and Training Standards for UN Military Experts on Mission by DPKO. Duration and timing of the course 15. FINCENT conducts three courses during the period of one calendar year. Duration of the course is three weeks (19 working days). 16. On request UNMEM Course may be conducted in another location which would affect the duration and schedule of the course due to local facilities and resources (FINCENT METT). Methods of Training and Evaluation 17. Students fill in an internet-based evaluation of the course at the end of the course. Each of the subjects conducted during the course are to be evaluated. Instructors make an After Action Review (AAR) after the course. 18. FINCENT conducts Fact Finding Trips (FFT) to different UNPKOs annually. The purpose of the FFTs is to update the training materials and to interact with former student officers of FINCENT courses. Feedback from these officers is essential to make sure that the training provided by FINCENT meets with the requirements and is up to date. The feedback from the students, results gained from FFTs and use of experienced instructors will ensure that training conducted by FINCENT fulfills the requirements of the current UNPKOs. 19.
