Boy Scout Troop 131 Fort Atkinson, WI Policies And Procedures

Notes: Troop Meetings: Every Monday 6:30 pm 8:00 pm At the First United Methodist Church 320 S. Main St. Fort Atkinson, WI 53538 The second Tuesday of each month is a Troop Committee meeting at the First United Methodist Church at 7:00 pm. The PLC (Patrol Leaders Council) meets the last Monday of the month. Registration: There is a yearly registration fee for Scouts joining the Troop. Our annual Charter Runs from March 1 to February 28. Dues: Dues are due by the last meeting in February of each year. Annual dues are 30.00. Dues help defray the cost of troop activities and registration. If there is a financial hardship contact any member of the Troop Committee to work something out. 8 Outings: Campouts and special outings are paid for, as separate items unless the Troop Committee decides otherwise. Cost is dependant upon registration, food and transportation allocated to all on an equal basis. 1

ATTENDANCE All Scouts are encouraged to attend two meetings prior to any outing to ensure proper planning and coordination. Money Earning Projects- Profits from money earning projects are to be used for scouting related activities. Any deficit will be the responsibility of the Scout and his parents. The Scout may use his individual account to pay for outings with the troop, related equipment, scouting related gear etc. The Troop financial Officer will keep individual records for each scout. The scout or his parents may review these records by notifying the Troop Committee. ADDITIONAL POLICIES AND PROCEDURES Yearly dues must be paid before a Scout may participate in a Court of Honor or Scouting activity. Failure to stay current demonstrates a lack of Scout spirit. A majority at an announced committee meeting must approve any changes in this policy. THIS TROOP ABIDES BY ALL BSA POLICIES, REGULATIONS AND GUIDELINES AT ALL TROOP SPONSORED EVENTS 2 SCOUT HELD POSITIONS Positions of responsibility will run for 6 months. Candidates for Senior Patrol Leader (SPL) and Assistant Senior Patrol leader (ASPL) should have completed National Youth Leader Training (NYLT). POSITIONS OF RESPONSIBILITY The description of these positions may be found in the Boy Scout Handbook or the Junior Leader Training Handbook. Junior Assistant Scoutmaster (assigned by adult leader) Senior Patrol Leader (elected by the Troop) Assistant Senior Patrol Leader (elected by the Troop) Den Chief (approved by the Scoutmaster) Instructor (assigned by the Scoutmaster) Patrol Leader (elected by the Patrol) Assistant Patrol Leader (elected or appointed by the Patrol Leader) Troop Scribe* Librarian* Quarter Master* Chaplain Aide* Bugler* Historian* *Appointed by SPL or Troop Committee Leadership The above positions and the way they are assigned or elected are under review and should be considered subject to change. 7

SCOUT ETIQUETTE Proper respect should be shown to all Scouts, persons, property, etc, at all times. Scouts are expected to act in accordance with the Scout Oath and Law. Remember - we are guests of the First United Methodist Church. They are letting us use the facilities. There are other groups using the church, therefore everyone is expected to be on there best behavior. Behavioral problems during Scout meetings, campouts and summer camps will be dealt with on a case-by-case basis. The Scout Oath and Law will always be used to determine whether a Scouts behavior is appropriate If a scout is caught misusing any part of the building or demonstrating inappropriate Scout behavior the following steps will be taken: 1. A first infraction, the Scout will have a talk with the Scoutmaster, Assistant Scoutmaster and or other adult leader. 2. A second infraction, the Scout will call his parents with the Scoutmaster present and inform his parents that this was his second violation. 3. A third infraction, the parents will be called and asked to come to the Church to have a meeting with the Scoutmaster. In the case of serious acts or infractions any or all of the steps may be skipped. 4 PROPER WEARING OF THE SCOUT UNIFORM IS A PRIVILEGE AND ALSO SHOWS SCOUT SPIRIT. SCOUT SPIRIT IS REQUIRED FOR ALL ADVANCEMENTS IN RANK. A. TROOP MEETINGS: CLASS A uniforms are encouraged to be worn year round. This is a minimum requirement of a shirt. IT MUST BE WORN PROPERLY. CLASS B uniform may be worn after approval of the PLC. This is a Scout related shirt, such as a camp shirt or Troop shirt, school, sports or church related shirt. All outerwear should reflect scouting values. B. TROOP ACTIVITIES: Dress code will be Class A with Class B worn underneath. C. SCOUTMASTER CONFERENCE, BOARD OF REVIEW AND COURT OF HONOR; FULL CLASS A (Minimum of a Scout shirt and scarf required). For the Scoutmaster Conference and Board of Review, the Scout will not be able to participate unless he is in full uniform. This results in Scout not receiving advancement at the Court of Honor. For Troop activities, the Scout will not be able to participate until properly dressed. 5

MONEY EARNING PROJECTS All Troop members have the opportunity to take part in Scout moneymaking projects. Projects that are presently used include, but are not limited to, Christmas wreath sales, Popcorn sales, and our annual Chili Supper held on fall election night (Chili Supper attendance is mandatory to all Scouts). PURPOSE OF MONEY EARNED: 1. Troop: To provide funds for the Troop for: A. Awards B. Equipment C. Various training activities as approved. 2. Scouts: To enable all scouts to participate in: A. Camping, hiking, and various training Activities: B. Long term camping (summer camp) and High Adventure (Philmont, Canoe Trips etc.) Money earning projects organized by the Troop are to be used by the Scout for scouting activities. They may, upon prior approval of the Troop Committee, be used to purchase equipment that is intended to enable the Scout to more fully or more comfortably take part in these activities. If a Scout becomes inactive (Scout registration has lapsed as of April 15 th ), the funds credited to his individual account will be transferred to the Troops campership fund. 6 ACTIVITY SIGN-UP POLICY High Adventure Activities sign-up will be announced for each activity. Each High Adventure has its own requirement for attendance. When signing up for an activity, you must let the troop financial officer know how you are paying for this outing. (Escrow, cash, check) Payment must be made at least (2) weeks before the activity is scheduled unless more advanced reservations are required. ***IMPORTANT*** If a Scout signs up for an activity where the troop is responsible for a certain cost (transportation, food, fees, ect.) and does not participate in that activity, the Scout is still responsible for his share of the cost unless approved by the Troop Committee. TO BE ACTIVE IN THE TROOP To be active within the Troop means to attend at least 50% of Troop meetings per year in accordance with their rank requirements. To be active within the Troop means to attend at least 10 activities outside of Troop meetings per year. This would include, but not limited to campouts, field trips, service projects and etc. 3
