INTRODUCTION The welfare and safety of children and young people in Shropshire is paramount. Everyone who works with children has a responsibility for keeping them safe. Shropshire Safeguarding Children Board (SSCB) has a range of roles and statutory functions including developing local safeguarding policy and procedures and scrutinising local arrangements. This includes policy and procedure in relation to the training of persons who work with children or in services affecting the safety and welfare of children and monitoring and evaluating the effectiveness of this training. No single professional can have a full picture of a child s needs and circumstances and, if children and families are to receive the right help at the right time, everyone who comes into contact with them has a role to play in identifying concerns, sharing information and taking prompt action. In order that organisations and practitioners collaborate effectively, it is vital that every individual working with children and young people or their families is aware of their own role and the role of other professionals in order to safeguard children. In addition, effective safeguarding requires clear local arrangements for collaboration between professionals and agencies. There should be a culture of continuous learning and improvement across the organisations that work together to safeguard and promote the welfare of children. Professionals and organisations need to reflect on their practice, identify opportunities to share and promote good practice so that there is a growing understanding of what works well. Conversely, when things go wrong there needs to be a rigorous, objective analysis of what happened and why, so that important lessons can be learnt and services improved to reduce the risk of future harm to children. The SSCB Training Strategy applies to the training and development necessary for both staff and volunteers for them to effectively safeguard and promote the welfare of children. This strategy builds on the partnership arrangements already in place to deliver the Workforce Strategy. SSCB training is based on the model on the following page, which forms part of the Children s Workforce Strategy approach to identifying the organisation of training. All organisations should identify the training needs of all staff and have learning and development plans in place. All safeguarding training sits within one of the following tiers, Mandatory Induction, Universal, Targeted or Specialist training. Examples of target groups for each tier are given on page 5. SSCB SAFEGUARDING TRAINING STRATEGY TIERS The following are examples of the audiences for SSCB s safeguarding training strategy tiers. It is the employer s responsibility to decide in which group to place a member of staff depending on their role within that organisation Mandatory Induction Training Formally Groups 1&2 Working Together (WT) 2010 Target Group: All staff within the workforce will be expected to complete Mandatory Induction Training in order to raise awareness of Safeguarding issues. Refer to suggested Learning Outcomes pg. 9 in SSCB Training Strategy Universal Training - Formally Groups 2&3 WT 2010 Includes Universal training delivered within single agencies by SSCB Training Pool or by SSCB for multi-agency professionals (details in Training Schedule). Content enhances skills and knowledge which some people in the workforce need to ensure services can reach out to include and identify and respond to additional needs of children and young people who may be vulnerable and their families. Specialist Training Includes themed events and specialist training delivered or commissioned within single agencies or by SSCB for multi-agency professionals. SSCB members, Operational managers at all levels including; front line managers and mangers of child protection units. MULTI-AGENCY SAFEGUARDING TRAINING TEAM SSCB has a designated Multi-agency Safeguarding Training Team which along with a Training Pool of experienced safeguarding professionals/trainers is responsible for developing and delivering a wide range of safeguarding training on a single agency and multi-agency basis to professionals and volunteers working in Shropshire. All Safeguarding training modules are reviewed regularly, responsive to emerging national and local safeguarding themes, publications, statutory frameworks, research and legislation. The SSCB Training Pool consists of professionals from many different agencies who work in Shropshire and who are knowledgeable about safeguarding and promoting the welfare of children. All Training Pool members have completed an SSCB approved Train the Trainers programme or professional equivalent. Trainers are supported to develop their skills and knowledge by undertaking further training, attending conferences and regular Training Pool meetings as well as researching up to date information and material. Training delivery is quality assured by the SSCB Training Sub Group. SSCB Multi-agency Safeguarding Training Officer is Corinne Chidley. BOOKING INFORMATION All bookings for places on any SSCB multi-agency face to face or e-learning training modules must be made online from the link on the Safeguarding Training page of the SSCB website http://www.safeguardingshropshireschildren.org.uk/professionals-and-volunteers/safeguardingtraining/ Learners will need to register with the SSCB online booking management system in the first instance and will receive confirmation of their log in details (including username and password). Visit the SSCB webpage above to download an information sheet on How to Register and Apply for Multi-agency Training. EVALUATIONS Initial Evaluation Once you have been marked as having attended a face to face training module or have completed an e-learning module you will sent an email and asked to complete an initial online evaluation. The aim of this evaluation is to assess the quality of the training provided and delivered and how effective it has been at meeting the set aims of the session. Initial evaluations provide the SSCB Training Co-ordinator with a rich source of information about the quality of the training experience and suggestions for improvement for future training. These comments inform the reviews of the training module. Learners will not be able to print out certificates of attendance without having completed this initial online survey. Impact Evaluation 3 months after attending a face to face training module, you will be emailed and asked to complete this second impact evaluation. This is an important tool for SSCB training as the aim of this is to evaluate the impact the training has had on professional practice, understanding thresholds and ultimately the difference this makes to children, young people and their families. Telephone Evaluation As part of the SSCB Training Annual Report the SSCB Training Team or agency representatives from the SSCB Training Sub Group may contact a random sample of learners to ask about the training they attended. The aim of this conversation is to further enquire whether the training has had an impact on practice and ultimately made a difference to children, young people or their families. 8

SSCB CHARGING POLICY All SSCB multi-agency face to face training is currently free of charge to the following agencies who contribute financially to SSCB; Shropshire Council Local Authority maintained Primary and Secondary schools Shropshire Community Health Trust Shrewsbury & Telford Hospital Trust Robert Jones & Agnes Hunt Hospital Trust SSSFT Shropshire Clinical Commissioning Group Shropshire Fire & Rescue West Mercia Police National Probation Service Community Rehabilitation Company CAFCASS Shrewsbury Sixth Form College Shrewsbury Colleges Group Derwen College North Shropshire College Youth Offending Service. There is no charge for charities and/or Voluntary & Community Sector (VCS) organisations whose annual income is less than 100K, or for organisations that provide infrastructure support to the VCS. These charities must quote their registration number on the registration form otherwise their places will be charged for. Charities who have an annual income of more than 100k and any independent business or other agency which does not contribute financially to SSCB (see list above), including but not exhausted commissioned services to Shropshire Council, Academy Schools, other local Health Service, other Government agencies will be charged for any courses attended. The relevant fee is quoted on the course information page. Invoices will be raised to collect any money due after the event. All e-learning training offered through Virtual College through SSCB is currently free of charge to any agency working with children, young people or their families in Shropshire. These e-learning modules must be completed within 12 weeks of registration otherwise the licence will be revoked. SSCB CANCELLATION POLICY The cancellation policy applies to ALL agencies for ALL training sessions 1) Face to face courses; the full course fee, as shown on the SSCB Training Schedule will be charged to all agencies if a place is cancelled less than one calendar week before the training start date or for non-attendance on the day. This is for all training modules 9

including any which are offered free of charge. It is therefore in the agency s interest to send an alternative staff member/volunteer who is keen to attend the training and meets the entry requirements if the original delegate can no longer attend. 2) The current cancellation charges are 35 for a half day training module; 70 for a full day module; 140 for STORM; 150 for Train the Trainers. 3) Any cancellation of a delegate place, must be made by the delegate themselves, where possible, by logging into their own Learner Record from the SSCB website and cancelling their place on the relevant training session. If a place is being cancelled by a Manager or colleague, of the delegate prefers, then they must email or ring the SSCB Training team at sscbtraining@shropshire.gov.uk or 01743 254370 with full details of the delegate name and the course they wish to be cancelled from. 4) The cancellation fee will not apply if the organisation sends an alternative staff member/volunteer who is keen to attend the training and meets the entry requirements. The new delegate must be registered onto the SSCB online booking system via the SSCB website and booked onto the relevant course or if they turn up on the day in place of someone they must provide their full details, including email address on the reverse of the delegate list for the training. 5) To gain a certificate a delegate must attend all of the session. If a delegate arrives up to ½ hour late or needs to leave ½ hour early, certification is at the discretion of the trainer(s) for that session. Arrival or departure outside of this timescale is not permitted and the delegate will need to re-book to attend the course to obtain certification. 6) If a course is cancelled by the SSCB Inter-agency Safeguarding Training Team any course fees due will be cancelled for that session. 7) In the event of bad weather, the SSCB Inter-agency Safeguarding Training Team will endeavour to contact delegates or leave a message with the venue when possible if the trainers are unable to attend and the training has to be cancelled. 8) Any learner who registers for an SSCB/Virtual College e-learning module and does not complete the module within 12 weeks of applying for the training will have the licence revoked for this training module. INDUCTION/UNIVERSAL TRAINING E-LEARNING MODULES To support this training, the SSCB Contacts & Definitions Handout contains important contacts and information and is available to download by clicking on this link or from our Safeguarding Training webpage http://www.safeguardingshropshireschildren.org.uk/professionals-and-volunteers/safeguarding-training/ Agencies have a responsibility to ensure that all their staff have an induction which raises awareness of safeguarding issues. E-learning can support agencies to enhance their training in both Mandatory Induction and Universal Tiers. Free, certificated, e-learning courses can be accessed through the Home Office on PREVENT or Female Genital Mutilation (FGM) or Forced Marriage. The Department of Health also has a free e-learning course to help healthcare professionals and partners protect and identify young people at risk of abuse or exploitation. Click on the links from the SSCB webpage http://www.safeguardingshropshireschildren.org.uk/professionals-and-volunteers/safeguarding-training/ SSCB has purchased a number of e-learning licences from Safeguarding e-academy which is a division of Virtual College. The SSCB is currently offering all these e-learning modules free of charge to anyone working with children and young people or their families in Shropshire. Modules can be removed or changed by SSCB Inter-agency Training Team at any time depending upon priorities or numbers of licences available. Please note that failure to complete any e-learning module within 12 weeks of applying will result in the learner having their licence for this training revoked. The SSCB will only authorise a maximum of 3 e- learning modules in any one year per learner. The number of licences available to SSCB is not unlimited and learners should be viewing all safeguarding training as part of their continuous professional development and spread their training out over a 3-year period. The e-learning modules currently available are listed below. Learners will need to register online through the SSCB website and then select which e-learning module they wish to complete. All applications for e-learning modules will need to be approved by the SSCB Administrator prior to the module being available to the learner, so please be aware there will be a delay between applying and being able to start the module. See the Booking Information on page 7 of this Training Schedule. An Introduction to Safeguarding Children This module is only for those who volunteer and come in to contact with children for short periods during the course of their voluntary work. Safeguarding children is everyone s responsibility. You can ensure you are trained to level 1 in safeguarding and child protection issues in just a few hours with this online training. If you need training to level 2 you will need to undertake our face to face training module. After completing this course you will have a better understanding of the types of abuse and neglect a child in your care may suffer, and most importantly how to identify the signs of neglect and how to take the correct course of action if you suspect a child is being neglected. 11

Other key areas of the training include knowing how to deal with a situation when a child or adult discloses abuse, and reliable methods of keeping accurate records. Please be aware that this training content deals with a potentially disturbing subject matter and material and images used may be of a graphic nature. Certification The course comes with an online assessment and certificate on achieving a satisfactory pass mark. Duration We estimate that this e-learning will take approximately 45 minutes to complete (depending on learning speed). Awareness of Domestic Violence and Abuse This Awareness of Domestic Violence and Abuse course has been created with victims in mind and will inform learners about domestic violence and abuse, and how to support those experiencing it. Each year around 2.1 million people (men and women) in England and Wales suffer some form of domestic abuse. On average high risk victims live with domestic violence abuse for 2.6 years before seeking help and 23% of those victims attend A&E as a result of their injuries in the year before they get help. This course will cover the following outcomes: Explain what domestic violence and abuse is and identify who is at risk Describe the physical and psychological effects of domestic violence and abuse Classify the behaviours displayed by an abusive person Explain the impact of domestic violence and abuse on children young people and vulnerable adults Outline the MARAC process Describe best practices for supporting those experiencing domestic violence Certification The course comes with an online assessment and certificate on achieving a satisfactory pass mark. Duration Approximately 1-2 hours. The length of time taken depends entirely on how quickly you can study and absorb the material. The course is self-paced with approximately 118 interactive screens with multiple components. Your progress will be recorded throughout. Collaborative Working: A whole family approach This online course will increase your understanding of the impact of whole family working and the key principles of whole family intervention. After completing this course you will be able to: Define the role of the dedicated key worker, and the qualities and attributes that make a successful dedicated worker Apply the whole family approach to your practice 12

You can proceed as quickly or slowly as you like. esafety Guidance for Practitioners Technology is affecting younger age groups. Whereas earlier generations had to be content with dressing up as a cowboy or princess, nowadays instead of using toy guns, boys and girls are armed with games consoles, mobile phones and the monster weapon that is the internet. Children don t only have access to technologies at home; ICT is embedded across the curriculum, so with such exposure children typically have a lot of confidence. However, their knowledge of the risks and dangers may not be high. As the internet is available in many places; anyone who works with children has a role to play in providing esafety education as well as supporting parents in providing a safe home environment. By completing this course, learners will: Develop awareness of different ways in which children and young people use the internet and mobile technology Develop awareness of the possible risks to children and young people when using different methods of online and mobile communication Be able to identify key esafety practices of which children and young people should be aware Know how to report abusive behaviour online Know what to do if a child discloses an experience of abusive online behaviour Be aware of further online esafety support Certification The course comes with an online assessment and certificate on achieving a satisfactory pass mark. Equality & Inclusion in Health, Social Care or Children s and Young People s Settings This module has been designed to provide learners with the knowledge and skills required to promote and implement equality and inclusion. The learning outcomes for this module are as follows: Understand what is meant by diversity and discrimination Understand what is meant by equality and inclusion 13

Hidden Harm the effect of parental drug and alcohol misuse on children This course provides a general overview of problematic drug and alcohol use, who it affects and how. The course also explains common ways in which parents can be assessed and what risk and protective factors may exist. Potential strategies for improving outcomes for children are also explored. Thousands of adults in the UK are classed as being problematic drug or alcohol users. A range of services are in place to assist them, but historically their children could easily be overlooked. However, government guidance now specifically aims to support affected children and this course aims to raise awareness of the key issues, as well as equip you to take appropriate action. This course maps to DANOS, the Drug and Alcohol National Occupational Standards. The content of this e-learning course includes: Overview of the hidden harm of parental drug and alcohol misuse Impact on families and children Assessing parental and family needs Opportunities to influence the outcomes for children How to engage positively with families. Mental Distress and its Impact on Parenting The course will help learners to understand the causes and symptoms of a variety of common mental health problems parents may have. It will aid an appreciation of the needs and experiences faced by different groups, and know how to advise and support parents and their children. 14

Living with a parent or carer who has mental health problems does not necessarily mean a child will suffer abuse, but there is a risk that there will be a negative impact. In this module we explore the challenges that different mental health issues pose, as well as a range of best practice tools which can be used to assess the needs of parents and support the welfare of children. In order to put the issues into context learners can drop in to follow the story of one parent, Elena, as she firstly experiences mental distress and subsequently accesses services tailored to her needs. Safer Working Practices The starting point for this module is to look at why you need to undertake training on the protection of children and young people. All adults who come into contact with children in their work have a duty of care to safeguard and promote their welfare. Practitioners have a key role in shaping the futures of young people. The vast majority of adults working with young children act professionally to provide a safe and supportive environment. However, in this area of work, tensions and misunderstandings can occur; the answer is not to work in a bubble. We have learnt from many adults, they are inadequately informed about their responsibilities and, as a result, they may unintentionally avoid certain practices completely. This should not be the case and this module aims to outline clearly what behaviours are and are not acceptable. On completion of this module learners will have covered these learning objectives: Increased your awareness of issues relating to allegations management Identified signs of inappropriate adult behaviour towards children and young people Gained confidence in challenging inappropriate behaviour Increased your awareness of how to ensure children and young people with whom we work are protected Understood the importance of sharing information appropriately and keeping records Understood your responsibility to ensure your behaviour is professional at all times Certification The course comes with an online assessment and certificate on achieving a satisfactory pass mark. Duration With 40 interactive screens, it is estimated that this module will take approximately 1-1 ½ hours to complete (depending on learning speed). As an e-learning module you can complete this training in convenient stages. The system will record your progress throughout. Safeguarding Children and Young People from Abuse by Sexual Exploitation In light of recent high profile developments in this important area of child protection, we have updated this awareness-raising course to reflect the latest research, governmental guidance and best practice. The course has been developed in Partnership with Just Whistle, PACE, Bradford and Lincolnshire Safeguarding Children Boards. 15

As well as the relevant legislation and guidance that applies to vulnerable groups and how these policies can be applied in practice, it explains risk assessments and key vulnerability factors whilst covering the roles of various agencies such as the police and social care so you know what your responsibilities are. The training material also includes scenarios to help you to think about what you would do in a real world situation. Having completed the online training and assessment you will: Have an awareness of the background to child sexual exploitation, including definitions, the key legislation and guidance and research findings. Understand the risk assessment process, including which elements create are used to create thorough document. Know the categories of risk and what vulnerability factors to look for when undertaking an assessment. Have a basic knowledge of the responsibilities of the key agencies involved in helping children that are being, or at risk of being, sexually exploited. Self-Harm and Suicidal Thoughts in Children and Young People This course aims to educate learners about the warning signs, risk factors and actions to take should they suspect a child or young person is self-harming or having suicidal thoughts. Agencies with more than 20 staff who require this training should be delivering this level of training in-house.
