JFK Development Site RFP Site Location Springfield Gardens, Queens 182,000 square feet (4.18 acres) JFK Runway Terminus and Safety Area Port Authority Tow Pound Rockaway Boulevard provides rapid access to North and South Conduit Boulevard, the Van Wyck Expressway, and Long Island Dedicated turning lane and signal from Rockaway Boulevard to Eastern Road JFK Fire Rescue Training Facility Visibility from roadway 3
Goals NYCEDC seeks proposals that take advantage of the Site s unique location to construct a logistics, distribution, and/or freight-related airport-compatible facility. A competitive proposal must accomplish the following goals: - Develop a distribution, manufacturing, and/or commercial facility that supports JFK activities and/or contributes to a resilient supply chain; - Maximize the development of the Site in a thoughtful manner, including incorporating green building and operating practices; - Responsibly develop the Site by delivering on a comprehensive hiring and wage program that helps create quality local job opportunities; and - Plan and execute a feasible development that ensures the above project goals will be achieved. 4
Development Parameters Sewer Sewer pipes bisect the site No permanent construction can be erected over sewer or an adjacent buffer area without written approval from appropriate City agencies and/or the Port Authority of New York and New Jersey Paving is typically not considered permanent 5
Development Parameters Flight Path Site is subject to height limits pursuant to the Federal Aviation Administration ( FAA ) FAA height limits are approximately 30 feet at the lowest point FAA Form 7460-1 Notice of Proposed Construction or Alteration is required to be filed with the FAA prior to any development on the Site 6
Development Parameters Zoning and Land Use M1-1 zoning 1.0 FAR for industrial/manufacturing uses 1.0 FAR for commercial uses 2.4 FAR for community facility uses 7
Development Parameters Other Utilities - Electrical and gas service are located across from the site on the north side of Rockaway Boulevard via Con Ed - Pursuant to the JFK Lease, the Port Authority will cooperate with the Developer to assess feasibility of making a connection at JFK and will not charge greater than standard rates for on-airport tenants Vehicle Traffic - Curb cut provides direct access for approximately 45 cars per hours during business hours - Developer can prepare a study for the Port Authority to review to accommodate more capacity 8
