Their event sponsors fundraiser exceeded the $7,650 goal by $1,050 equaling $8,700. This will give the Commission an opportunity to adjust the funding if needed. 5. MINUTES a. FY 2018-2019 Citizens Benefit Fund (CBF) and Roseville Employee s Annual Charitable Hearts (REACH) Fund Grant Funding Deliberations and Recommendations The Commission began the funding discussion with those grant applications that received the highest scoring. Commissioners serving on boards or having affiliation with the grant applicant recused themselves during discussion and voting. A series of motions were made for all recommendations in order to accommodate recusals Public Comment: Patty Neifer from the Petal Connection brought an example of the floral arrangements the non-profit gives to those in hospice care. Ms. Neifer also gave a small explanation about the organization and thanked the commission for its consideration of funding. Gina Roberson from the Health Education Council requested feedback from the commission regarding her organization s application so she can improve future applications. Dale from Performing Arts Roseville just wanted to clarify the total amount of available funding vs what was being provided by the CBF Fund and the REACH Fund. Suzy Glover from a Touch of Understanding wanted to thank the Commission for its consideration and let them know they have reached over 100,000 students. 7. COMMISSIONER/STAFF/REPORTS/COMMENTS Staff Liaison, Danielle Foster, thanked all applicants and commissioners for participating in this funding cycle. She also reminded everyone that funding recommendations would be going to the City Council on May 2nd. Commissioners thanked staff for their hard work and the grant applicants for their dedication to serving our community. 8. ITEM V.b. City of Roseville Grants Advisory Commission - Staff Report July 10, 2018 Subject: Citizens Benefit Fund (CBF) and Roseville Employee Annual Charitable Hearts (REACH) Fund Grant Process Updates and Community Needs Discussion As part of the May agenda item and action of the City Council for the 2018-2019 grant awards, there was continued discussion regarding updates to the grant process and the City Council s ongoing desire to award fewer larger grants overall that have a greater community impact. Attached is the full report that went before the City Council, including the following staffrecommended changes: FY 2019-20 FUNDING CYCLE RECOMMENDATIONS In an effort to increase grant outcomes, organizational collaboration, and community impact of the CBF and REACH funds, staff recommends that the City Council keep the changes made to the process this year (including removal of grant limits, staff review of application completeness and eligibility, and removal of public organizations) and implement the following updates to the upcoming CBF and REACH funding cycle: 1. In the Fall, as part of the grant guidelines update, the Grants Advisory Commission will host a public needs discussion and make recommendations to the City Council on local community need areas for the upcoming funding cycle. 2. Sort applications by need areas to focus and distribute the funding on identified needs areas. 3. Incorporate additional points in the scoring criteria and provide greater opportunity and expectation for collaborative applications. 4. Use prior year year-end reports and outcomes as a measurement in the scoring criteria for future funding, providing it greatest weight in scoring. The City Council approved these recommendations and asked staff to: 1. Include a variety of community needs in the local discussion and include one-time project needs that could be accomplished with grant funds. 2. Look into the potential of a charge to the grant fund for staff time in administering the fund. 3. Review program outcomes and bring back the Roseville HomeStart recommendation with additional information for future consideration. COMMUNITY NEEDS DISCUSSION Based on the direction provided by the City Council, staff is recommending that the Commission host the Community Needs Discussion at the August meeting on August 14, 2018 at 5:30pm. This staff report was aimed at updating both the Commission and the current grantees of the upcoming process changes and the Community Needs Discussion planned for August. RECOMMENDATION TO COUNCIL Staff recommends that the City Council: 1. Adopt the Grants Advisory Commission recommendations to fund 38 grants totaling $415,500, including $410,000 from the Citizens' Benefit Trust Fund (CBF) and $5,500 from the Roseville Employees Annual Charitable Hearts (REACH) Fund; 2. Include the $415,500 in the Fiscal Year FY 2018-19 City of Roseville Budget, with the attached list of grant recipients (Attachment 1); and 3. Approve staff recommendations to further strategize use of CBF and REACH funds going forward. BACKGROUND The City has two funding sources from which to award local community grants to non-profit organizations: the Citizens Benefit Trust Fund (CBF) and the Roseville Employees Annual Charitable Hearts (REACH) Fund. FY 2018-19 FUNDING CYCLE For the FY 2018-19 fiscal year, $415,500 is available for distribution: $410,000 from the Citizens Benefit Trust Fund (CBF); and $5,500 from the REACH Fund Non-profit 501(c)(3) or (c)(4) organizations and private schools were eligible to apply, with the limit of one non-profit organization per school. Each organization was limited to one application, but the City Council removed a maximum funding limit this year in an effort to fund fewer projects and services with an increased amount of funding. The goal of this policy shift is so that these local community funds can have a greater impact through fewer large awards. The FY 2018-19 funding cycle began in December 2017 when applications were made available to the public. The Roseville Grants Advisory Commission (GAC) conducted a televised voluntary applicant workshop on January 9, 2018. Applications were due on February 8, 2018. A total of 51 applications were submitted requesting funding support totaling $818,965.98 from the combined funding sources. Of these requests, staff disqualified 13 requests due to one or more of the following reasons: incomplete grant application, a secondary application from one organization, or other ineligible due to the type of applicant or the lack of yearend report submittal from prior year. The Commission took action to recommend full or partial funding for all 38 eligible requests. Staff's role in reviewing and determining application completeness and eligibility improved efficient use of both staff and commissioner time. The GAC met on April 9, 2018 to discuss the merits of each grant application in order to deliberate and make funding recommendations. The majority of the available funds are through the Citizens' Benefit Fund and must be used by organizations for programs and services benefitting Roseville residents. Funds through REACH may be used for programs and services benefitting both Roseville and Placer County residents. Two applications were specifically funded with REACH funding for this reason. The other 36 applications were funded using CBF, as shown in Attachment 1. Attachment 1 is the list of grant applicants that requested funding, the amount of each request and the GAC funding recommendation. NOTE: A separate motion is required for those grants with a Councilmember(s) abstaining due to service within the organization recommended for funding and resulting conflicts of interest. With the awards proposed in FY 2018-2019, total awards for community programs and projects from the CBF will total $15,270,697. REACH Fund awards have added another $515,507 in community grant funding. Together, the CBF and REACH funds have provided $15,786,204 of local support within the community. The above FY 2019-20 funding cycle recommendations are being requested in an effort to further align the use of the CBF and REACH funds with the identified City goals and expected outcomes in the upcoming years. With these changes, it is hoped that the CBF and REACH can make an even greater positive impact in the local community. FISCAL IMPACT There is no fiscal impact to the General Fund. The Citizens Benefit Trust Fund (CBF) was originally funded with the proceeds from sale of the Roseville hospital and this process awards interest earned from those proceeds each year. This year CBF yielded $410,000 in interest for community giving. The REACH Funds are comprised of City of Roseville employee contributions, which total $5,500 in available funding for the upcoming year. These awards, totaling $415,500, will be included in the Fiscal Year 2018-2019 City of Roseville Budget. ECONOMIC DEVELOPMENT / JOBS CREATED The funding granted to local non-profits is invested directly into the Roseville community and is used to support a variety of programs and services that benefit Roseville and Placer County citizens. The funds granted through the CBF help to improve the quality of life in Roseville and is one of the key factors to attracting and keeping businesses in Roseville. Many of the dollars granted also directly create jobs by funding staff or contract workers for the local community organization. ENVIRONMENTAL REVIEW The California Environmental Quality Act (ECQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines 15061(b)(3)). This award of grants does not include the potential for a significant environmental effect, and is not subject to CEQA.
