Purpose. To approve disestablishment of Navy Munitions Command Pacific (NMCPAC) and modification of Navy Munitions Command (NMC) Continental United States (CONUS) West Division (CWD), and East Asia Division (EAD), and their subordinate units and detachments, per reference (a). 2. Background. The disestablishment of NMCPAC is undertaken per a memorandum of agreement between Commander, U.S. Pacific Fleet (COMPACFLT) and Commander, U.S. Fleet Forces Command (COMUSFLTFORCOM) as of January 2015 wherein the fleets agreed to disestablish the echelon 3 NMC and NMCPAC headquarters (HQ) as an unnecessary layer of control and as a cost savings measure. The echelon 4 NMC divisions will be modified as NMCLANT and NMCPAC and report directly to their respective fleet commander. Subordinate units and detachments will also be modified to align with the NMCLANT or NMCPAC naming convention. COMUSFLTFORCOM disestablished NMC HQ and implemented organizational changes to align its activities under NMCLANT on the east coast in October 2015. 3. Organizational Changes. Effective immediately, disestablish NMCPAC and modify NMC CWD and NMC EAD activities. Effective 1 July 2017, modify NMC EAD DET Yokosuka to a full unit with a commanding officer due to increased workload and responsibility of adding ships to be homeported at Yokosuka. Coordinate efforts to ensure effective worldwide ordnance logistics support is provided to combatant commanders, Navy component commanders, and numbered fleet commanders. (3) NMCPAC EAD UNIT YOKOSUKA. To maintain a prepositioned war reserve stock as directed by the naval component commander in support of combatant commander operational plans; to provide for the accounting, receipt, segregation, sentencing, storage, maintenance, modification, assembly, and issue of U.S. Military munitions, ordnance, and support equipment; 7

COMPACFLT will take appropriate action, consistent with reference (a) and this notice, to disestablish NMCPAC HQ and to modify NMCPAC activities. Ensure the NMCPAC 8

organization is properly manned, trained, and equipped to provide effective ordnance logistics support to combatant commanders, Navy component commanders, and numbered fleet commanders. Issue a mission, functions, and tasks directive for NMCPAC CWD, NMCPAC EAD, and their subordinate activities within 180 days of this notice. Submit a copy to Director, Navy Staff, Organization and Management Branch (DNS-33). b. Master Update Authority, Honolulu, HI will delete the PLA for NMCPAC HQ and modify the PLAs for NMCPAC subordinate activities effective immediately and modify the PLAs for NMC EAD DET YOKOSUKA JA and NMC EAD DET YOKOSUKA ATSUGI ANNEX JA effective 1 July 2017 in the Central Directory Component via messaging systems upon NMCPAC CWD and NMCPAC EAD request for themselves and their respective activities to Commander, Naval Network Warfare Command (COMNAVNETWARCOM) (Network Operations 321), 112 Lake View Pkwy, Suffolk, VA 23435-2696, via email at C2OIX_Reg@navy.mil or by calling (757) 203-0338/0339.
