This Plicy utlines arrangements in place fr cnsultatin with staff n safety issues, and fr ccupatinal health supprt. Plicies, Standards and Prcedures detail hw t manage specific aspects f health and safety and are available via the LTE grup and Divisinal websites. As per the requirements f this Plicy, respnsibilities and arrangements have been implemented thrughut the rganisatin. These arrangements are described in standards, prcedures and guidance. The primary respnsibility fr safety and the preventin f accidents rests with the LTE grup Bard f Gvernrs. Hwever, we recgnise that successful health and safety management depends n the cmmitment f the all emplyees, thrughut the rganisatin. All emplyees have persnal respnsibility fr their wn health and safety, and shared respnsibility fr that f their clleagues, learners and visitrs. The LTE grup Strategic Health and Safety Plan 2016-2020 sets ambitius health and safety targets. This prvides a framewrk twards achieving these and its successful implementatin is t the benefit f all.

2. Statement The LTE grup Bard f Gvernrs (Bard) accept ultimate respnsibility fr health and safety and is cmmitted t ensuring that these respnsibilities are fully discharged thrughut the rganisatin. The Bard cnsiders health and safety t be a cre management functin and believes that the health, safety and welfare f its emplyees, learners, cntractrs and visitrs is ur highest pririty. The Bard believe that successful health and safety management can nly be achieved thrugh planning, and that ur Plicy must be reviewed and imprved frequently. We will ensure necessary resurces are made available t implement this Plicy. This includes its effective cmmunicatin and that emplyees, learners, cntractrs and visitrs are cmpetent t fulfil health and safety rles and respnsibilities. The effective delivery f this Plicy als requires each emplyee, learner, cntractr and visitr t accept respnsibility fr their wn health and safety and that f thers. In additin, LTE grup (Grup) will prvide cmpetent supprt and advice t all areas f the Grup. We will achieve gd Health & Safety perfrmance by: maintaining a safe and healthy wrking envirnment; prviding infrmatin, instructin, training and supervisin, enabling all t wrk safely; adpting a risk based, prprtinate apprach t health and safety management; peratinal and strategic planning fr health and safety; cntinual imprvement f ur health and safety management system; prviding safe plant, equipment and systems f wrk; implementing arrangements fr the safe use, handling, strage and transprt f equipment, materials and substances; mnitring cmpliance with this Plicy; cmplying with all applicable legal requirements fr health & safety; internal audit, and ther mnitring as necessary, t measure prgress; and using prcurement plicies which ensure cmpetent cntractrs and suppliers are engaged. The plicy will be reviewed at least every tw years r whenever necessary.

3. Organisatin fr Health and safety Management LTE grup regards the prmtin f safety, health and wellbeing as a key bjective fr all staff, learners, cntractrs and visitrs. We are cmmitted t ensuring the highest standards f Health and Safety management. Wrking with all ur staff it is the intended strategy f the Grup t maintain these standards by cntinually reviewing ur peratins against develping legislatin, apprved cdes f practice and rganisatinal guidance and instructins. We recgnise ur bligatins under the Health and Safety at Wrk Act, 1974 and any ther health and safety legislatin relevant t ur activities. Prvisin f Further & Higher Educatin. The fllwing rles have been identified acrss the Grup as having respnsibilities which ensure the preventin f ill-health, the avidance f accidents and the prmtin f safe and healthy wrkplaces relevant t Grup peratins.

3.1 Rles and Respnsibilities Bard f Directrs LTE grup Bard f Gvernrs carry ultimate respnsibility fr health and safety and fr ensuring that the Grup allcates sufficient resurces in terms f staff, training and funding t fulfil its legal bligatins. Their principal respnsibilities include: Apprve bjectives and targets, ensuring they take accunt f stakehlders; Mnitr and evaluate perfrmance against bjectives; Apprve Grup Health and safety Plicy; Cnduct an annual review f Grup Health and safety Perfrmance. Chief Executive Officer, Managing Directr(s), Principal and Chief Operating Officer Senir leadership have a legal respnsibility t ensure the Grup cmplies with relevant health and safety requirements. They are accuntable fr health and perfrmance thrughut the Grup and will: Prvide clear and visible leadership n health and safety matters; Ensure the health and safety plicy has been cmmunicated t emplyees, learners, cntractrs and visitrs; Appint a health and safety Champin and Crdinatrs t versee implementatin f the health and safety Management System. Ensure: Health and safety perfrmance is reviewed and imprvement plans agreed; Cmmunicatin channels are present s that health and safety matters are reslved r brught t the attentin f leadership; The same management standard is applied t health and safety matters as t ther management functins; Senir Leadership Team Members are set health and safety bjectives; Senir Leadership Team Members are held accuntable fr health and safety perfrmance. Senir and Curriculum Leadership Teams Senir leaders have a legal respnsibility t ensure the Grup cmplies with relevant health and safety requirements. If required, they will deputise fr Managing Directr, Principal r Chief Operating Officer. Assistant Principals, Reginal Directrs r Equivalent Respnsible fr Health and safety within their area f respnsibility and cmpliance with statutry and LTE grup requirements. They shall: ensure: effective cmmunicatin f health and safety infrmatin; emplyees, wrking in their area f respnsibility receive sufficient training in health and safety t discharge their health and safety respnsibilities; emplyees, wrking in their area f respnsibility are set health and safety bjectives and targets; emplyees, wrking in their area f respnsibility are held accuntable fr delegated health and safety respnsibilities, thrugh appraisal and review prcesses. include safety as an agenda item at all management level meetings; take a persnal and practive interest in safety inspectins and audits; verify: risk assessments f tasks, envirnment, tls and equipment are undertaken; emplyees, learners, cntractrs and visitrs adhere t health and safety requirements; apprpriate inductin and training is prvided fr all emplyees, learners, cntractrs and visitrs; arrangements are in place fr the regular mnitring, auditing and review f health and safety perfrmance. health and safety matters are cnsidered when planning and budgeting and that resurces are used effectively and in prprtin t the lcal risks; health and safety respnsibilities are cmmunicated t all emplyees. They are respnsible fr: prmting a psitive health and safety culture thrughut the Grup; cmmunicating health and safety perfrmance and ptential impacts assciated with peratinal and strategic matters; chairing health and safety management review and cmmittee meetings; verifying that an apprpriate investigatin is cnductive and crrective actins are implemented fllwing significant incidents; take apprpriate actin when weaknesses in health and safety arrangements are identified.

Health and Safety Crdinatrs and Fcal Pints Health and Safety Crdinatrs will supprt their business area Health and Safety Champin in the day-t-day implementatin and mnitring f the safety management system. They shall: supprt implementatin f Grup health and safety plicy, standards and prcedures; assist with crdinatin f health and safety training thrughut the Grup; mnitr cmpliance and prvide feedback n cmpliance with inspectin and audit schedules; fulfil the rle f secretary fr the health and safety cmmittee meetings. Learners All learners are respnsible fr lking after their wn health and safety and that f thers affected by their academic and leisure activities. Learners have the fllwing specific respnsibilities: cmply with all plicies, guidance and prcedures which are in place t cntrl health and safety risk as well as risk t wellbeing; ensure that their activities d nt present unnecessary r uncntrlled risks t themselves r t thers; attend apprpriate inductin and training; reprt any accidents, unsafe circumstances r wrk-related ill-health; nt interfere with any equipment prvided t prtect peple frm hazards; where a learner is nt cnfident f their ability t cmplete a task r leisure activity safely, infrm the tutr persn in charge f the activity rather than cmprmise their wn safety r the safety f thers. Cntractrs LTE grup has a duty under the Health and Safety at Wrk Act 1974 t prvide a safe envirnment fr cntractrs wrking n Grup premise, r premises cntrlled by the Grup. Cntractrs must be infrmed f all relevant Grup r Business Area emergency prcedures in rder that they are able t take the crrect actin in an emergency. Where there are knwn hazards these shuld be clearly cmmunicated t cntractrs fr inclusin in their risk assessment prcess. Ensure Cntractr has received a site inductin, which includes: Emergency Prcedures; Site Specific risk assessment and methd statement: Permit t Wrk etc.: Access Arrangements: Welfare Facilities: PPE. Ensure n wrk cmmences withut the Risk Assessment & Methd Statements. Cntractrs are required t: Prvide a descriptin f their methd f wrk s that there is an effective dialgue n safety issues befre wrk cmmences; Ensure required infrmatin is recrded (Cntractr name, prject descriptin).

Visitrs Visitrs t premises wned r cntrlled by the Grup have a respnsibility t lk after their wn health and safety and that f thers with whm they cme int cntact. They must cmply with warning signs and reasnable health and safety directins and instructins given t them by their hst. Visitrs are expected t infrm their hst f any accidents r unsafe circumstances f which they becme aware. Trade Unin Health and Safety Representatives LTE grup recgnises the key rle that safety representatives and effective cnsultatin can play in preventing deaths, injuries and ill-health at wrk and prmting gd standards f health and safety in the wrkplace. Safety representatives represent all staff in their department r area f respnsibility (whether members f a unin r nt). Safety representatives shuld help prmte a psitive health and safety culture thrughut the Grup by: Cmmunicating cnditins, practices r arrangements fr health, safety and welfare at wrk that may expse thers t risk r cause harm; Attending health and safety cmmittee meetings; Assisting with the investigatin f ptential hazards, dangerus ccurrences and cmplaints; and examine the causes f accidents in the wrkplace; Assist with inspectins f the wrkplace; Nne f the abve functins impse any duties n Safety Representatives. 4. Arrangements The arrangements fr implementing this Plicy are detailed in relevant LTE grup Plicies, Standards and Prcedures.
