STAFF REPORT(S): E.1) Rick Hansen Accessibility Grant Application - City Manager Johnson - DISCUSSION ONLY Rhonda Gutoski, Council Projects and Initiatives Coordinator explained the Rick Hansen Accessibility grant. This program can lead to accessibility certification for city Infrastructure. Key city buildings will be included in the grant A grant of up to $20,000 is available to help work on accessibility issues discovered during the assessment. This grant furthers Councils' objective of becoming a highly accessible community. E.2) New Payroll Tax to Replace MSP - City Manager Johnson - DISCUSSION ONLY Financial impact of new payroll tax was outlined by Director Bolton. In 2019, the City will be paying an estimated $41,000 more due to this payroll tax. The Executive Committee is not recommending that Council take a position on this issue. NEW BUSINESS: F.1) Agriculture and Forestry Update - Mayor Simpson to Discuss Mayor Simpson discussed the current Agriculture project, which combines some capital upgrading to Alex Fraser Park, along with a request for funding for Agriculture Extension services, and a Food innovation hub, and Agriculture education by CNC. This project will lead to funding requests to the Rural Dividend Fund. The City/UNBC are working on a Forestry Think Tank conference in Quesnel. The goals of this are to consider how to change manufacturing processes to utilize the changing fibre supply in Quesnel, also how to encourage more spending on forest research in Quesnel, utilizing UNBC. Locally Quesnel Chapter -We support early childhood educators to inform the broader community about their work. -We are dedicated to building respect for early childhood education and educators.

A Children s charter is a statement by a community that states how children are valued; as young citizens rather than objects of care and charity. A Children s charter gives children a voice; policies developed by the city impact all of its citizens and we are all working toward growing good citizens. The inspiration for local communities to have their own children s charters comes from the UN Convention on the Rights of the Child (1989) which is still the most widely ratified international human rights treaty in history. It is legally binding. Canada played a leading role in developing the convention and it was ratified here in 1991.

We would look at the international rights, and then we would choose how we would want this to look in our community when asking children we could tell a story to get them thinking about community and fairness. We would then ask them draw a picture of their community, and add something that they would like to have that we don t have already.
