Regular Meeting August 8, 2007 The Regular Meeting of the Washington Township Board of Supervisors was held on Wednesday August 8, 2007 at 7:00PM in the Municipal Meeting Room. CALL TO ORDER: Vice Chairman Renaldo called the meeting to order at 7:05PM. In addition to the Vice Chairman, Supervisor Crafa was present. Chairman Hess was absent. Also present was Solicitor Ceraul, Township Engineer Keith Lawler and Secretary/Treasurer Lori Dobson. There were about 20 people in the audience. PLEDGE OF ALLEGIANCE: Was recited. APPROVAL OF BILLS: Supervisor Renaldo moved, and Supervisor Crafa seconded to approve the payment of all bills presented and paid since the last regular meeting as follows: General Fund # 8897 - # 8967 $ 73,371.14 Garbage Fund # 1025 - # $ 26,353.55 Capital Reserve # - # $ Liquid Fuel # - # $ Recreation # 1061 - # 1064 $ 5,562.27 Building Fund # - # $ Detention Ponds # - # $ Public Comment: None Motion passed 2-0 All bills are on file in the Administration Building and can be viewed during regular business hours. TAX DUPLICATE CHANGES: June 2007 2 Interim additions for $35.98, July 2007 11 Interim additions for $2,342.95. 3 Garbage additions - 37 Crystal Lane, 1617 Lower South Main Street, 75 Millwood Drive. Supervisor Crafa moved, and Supervisor Renaldo seconded to approve the Tax Duplicate Changes for June and July 2007 as submitted. APPROVAL OF MINUTES: Special Meeting April 25, 2007 (DH, DR, DC), Regular Meeting June 5, 2007 (DH, DR, DC), Special Meeting June 13, 2007(DR, DC), Regular Meeting July 3, 2007(DH, DR, DC), Special Meeting July 25, 2007(DR, DC). Supervisor Renaldo moved, and Supervisor Crafa seconded to approve the Special Meeting April 25, 2007, Regular Meeting June 5, 2007, Special Meeting June 13, 2007, Regular Meeting July 3, 2007, and Special Meeting July 25, 2007 minutes. PUBLIC COMMENT: 1) Howard Hoechst 7 Birchwood Road was present to thank the Supervisors and Police for resolving his issues regarding All Terrain Vehicles speeding up and down the roads in his neighborhood. 2) Eric and Stephanie Fraunfelter 1371 Ackermanville Road were present to ask the Supervisors for assistance in resolving a continuing problem with power outages in the neighborhood. The Fraunfelter s have contacted Met-Ed and the Public Utilities Commission many times to have this issue resolved, but were unsuccessful. The Supervisors agreed to offer any support they can and advised Lori to contact the Pennsylvania Public Utilities Commission and our local State Representatives on their behalf. 3) 421 True Blue Road Property appears to have been abandoned and the weeds are getting very overgrown. Zoning Officer, Rick Weaver, has tried, unsuccessfully, to locate the owners and have the issue resolved. At this time Lori contacted Andy Thatcher of Aaron s Lawn Care to provide the Township a quote to have the property cleaned up to comply with the Township Property Maintenance Code. The Township would then have to file a civil suit against the property owner to be reimbursed for the expense. Andy quoted a price of $150.00 to $250.00 to do the job. There is also a pool on the property full of stagnant water. The Supervisors asked Lori to have Rick contact the proper authorities to have it disinfected.
Supervisor Renaldo moved, and Supervisor Crafa seconded to authorize Aaron s Lawn Care to cut the weeds and clean the property for a cost not to exceed $250.00. The invoice is to be paid by the Township and forwarded to Solicitor Ceraul to file civil action against the property owners. 4) Linda Jennings 1305 Ackermanville Road was present to ask about the timeline for the 2007 Ackermanville Road Paving Project. Mrs. Jennings also commented on the issue of cars speeding on Ackermanville Road. 5) Art Martin Washington Boulevard was present to suggest that the Township update its website to include subdivision plans. Discussion followed regarding the cost and maintenance involved in this process. The Supervisors asked Lori to look into this further. RECREATION: Update Todd LaBar 1) Master Site Plan Public Hearing is set for September 5, 2007 at 7:00pm at the regularly scheduled Recreation Board. YSM will be giving a presentation on the concept designs and answering any resident questions. The Recreation Board is requesting the presence of all the Supervisors. There was a discussion about the recreation complex possibly using a small portion of the 10 acre site reserved for future Road Department facilities. 2) Infield Maintenance The infield needs to be weeded. The Recreation Board has asked Joe D Anubio for a quote to come in and drag the field to remove the weeds. They will have the quote prepared for the next Supervisors meeting. 3) Playground Equipment The replacement parts have come in for the damaged ladders. The Recreation Board wanted to make the Supervisors aware that in order to install the new parts the center pole will have to be removed. The center post is cemented in and it is possible they may need to purchase a new one if it gets damaged in the process. 4) Vending Machine To date we have received $30.00 towards the electric use from the soda machine vendor. 5) Recreation Fees There was a discussion about a discrepancy in the amount of the recreation fees charged per lot for subdivisions. It was explained that some of the subdivisions fell under last years fees and some fell under this years fees. There were also two developers charged $25.00 to much in error. Joan is contacting them to correct the mistake. POLICE COMMISSIONER S REPORT: Dan Crafa 1) Update 155 Incidents for the month of July 2) Speed Device Delivery and training set for August 31, 2007 3) Stop sign Bangor School District requested another stop sign on Flicksville Road at intersection located in front of Municipal Garage. Board agreed to look into it. 4) Total Police Vehicle Mileage for July 2007 5,582 SUBDIVISION / PRELIMINARY/FINAL APPROVAL / WAIVER REQUEST / PLAN MODIFICATION 1) Giordano/Skelly Minor Subdivision 1551 Lower South Main Street (3 Lots) Request for Preliminary/Final Plan Applicant: Michael Giordano & Lisa Skelly Engineer: East Penn Engineering Approval Deadline: 10/31/07 Conditional Preliminary/Final Approval from Planning Commission received on 11/21/06. Highway Occupancy permit is still outstanding. Todd Holmes of East Penn Engineering reported that they have received verbal approval for the HOP from PennDot. Supervisor Renaldo moved, seconded by Supervisor Crafa to grant conditional approval to the Giordano/Skelly Minor subdivision with the condition that the plans can not be recorded until the Highway Occupancy permits are in the office.
2) Impeciati Major Subdivision 181 Greentree Drive (3 Lots) Request Waiver to submit as Preliminary/Final Request for Preliminary/Final Approval Applicant: Frank Impeciati Engineer: East Penn Engineering Approval Deadline: 09/17/07 Planning Commission recommends granting the waiver to submit as Preliminary/Final. Conditional Preliminary/Final approval was received from Planning Commission received on 7/17/07. Supervisor Renaldo moved, seconded by Supervisor Crafa to grant a waiver from Section 5.2.a.1, to submit plan as Preliminary/Final based upon the simplicity of the Plan. Supervisor Renaldo moved, seconded by Supervisor Crafa to grant Conditional Preliminary/Final Approval. 3) Glacier Point Major Subdivision Off Flicksville Road (58 Lots) Request for Approval of Modified Plan Applicant: Engineer: Approval Deadline: Anthony DeFranco Richard C. Mast Associates N/A Final approval has already been received. Request for approval to merge two lots based upon the recommendation of outside agencies. Supervisor Renaldo moved, seconded by Supervisor Crafa to approve the Glacier Point modified plan which combines lots 14 and 15. 4) Jim Dotta Request to waive requirement that (2) driveway drywells be installed on property at 323 Springfield Drive, Lot #7, Walden Subdivision. The approved plan for this Lot shows two (2) driveway drywells to be installed. Mr. Dotta feels that after reviewing the various plans for Lot #7 in the Walden Subdivision the drywells shown on the approved plan are not necessary. The plan he has states that there is no detention boundary in the area of this lot. The Supervisors directed Lori to locate the approved plan and the storm water management report for Lot #7, Walden Subdivision and have Keith review it to determine if the two (2) driveway drywells are required. Mr. Dotta mentioned the Highlands East Major Subdivision (19 Lots located on Jacktown and Cedar Roads). The original plan called for 14 driveways turning out onto Jacktown Road. The plan had been before Planning Commission on July 17, 2007, at that time the Planning Commission had recommended a loop road. Mr. Dotta explained that PennDot had objections to a loop road. The plan was tabled until further information was received from PennDot stating they did not want a loop road. Mr. Dotta is requesting a letter from the Supervisors stating that they would prefer seven (7) shared driveways rather than fourteen (14) individual driveways, a cul-de-sac, interior road and or loop road. The Supervisors decided to wait until after the August Planning Commission meeting to take any action on the letter to PennDot. They wanted to have their input prior to making any decisions. ENGINEER S REPORT: Keith Lawler Discussion took place about the water issues raised after the latest heavy storm. Supervisor Renaldo had a few calls to make regarding Benns Hill Road, Bunny Trail and Ackermanville Road.
BOARD OF SUPERVISORS: David Hess 1) Developing and Managing Your Municipal Budget Permission for Vicki to attend class was declined. The Board felt that this class was outside of her job description. 2) Access -Level 1 Computer Classes Permission for Vicki to attend classes, November 6 th &7 th and 15 th &16 th at a cost of $117.00. Supervisor Renaldo moved, and Supervisor Crafa seconded to grant Vicki permission to attend Access Level 1 computer classes on November 6 th, 7 th, 15 th, and 16 th at a cost of $117.00. 3) Ag Security Jeffrey and Carol Rice of 500 Richmond Road requested their parcels E10-6-5 and E9-27-72, which contain a total of 32.875 acres, be added to the Ag Security Area. Lori stated they meet all the requirements and conditions, and a public hearing is not necessary. Supervisor Crafa moved, and Supervisor Renaldo seconded to accept the application for Ag Security for Jeffrey and Carol Rice of 500 Richmond Road parcels E10-6-5 and E9-27-72, which contains a total of 32.875 acres. 4) Approval of 2006 Financial Statements Statements were received and appear to be in order, signature is required. Supervisor Renaldo moved, and Supervisor Crafa seconded to approve the 2006 Financial Statement. 5) Acceptance of Philip Alber s Resignation from Planning Commission. Lori stated she will be posting the vacancy in the Blue Valley Times and on the website contingent upon the acceptance of the resignation. Supervisor Renaldo moved, and Supervisor Crafa seconded to accept Philip Alber s Resignation from Planning Commission and to advertise for the opening. OTHER BUSINESS: 1) 421 True Blue Road Previously discussed ROADMASTER S REPORT: David Renaldo 1) Preparing for Ackermanville Road and West Factoryville Road Paving Project by trimming trees and cleaning up washouts. 2) Doing summer maintenance. 3) Bumps on American Bangor Road need to be fixed. 4) A discussion was held regarding the increasing damage to the drains on Blue Valley Drive. Supervisor Renaldo moved, and Supervisor Crafa seconded to authorize Solicitor Ceraul to send a letter to Penn DOT expressing the concerns about the dangerous situation and the lack of funds that the township has. Public Comment Tighe Lane questioned the current condition of the road since the last storm. Supervisor Renaldo stated that it is buckling more. Motion passed 2 0 SOLICITORS REPORT: David Ceraul 1) Ordinance 253 Solicitor Ceraul drafted a standard Megan s Law Ordinance that was ready for advertisement. Supervisor Renaldo moved, and Supervisor Crafa seconded to authorize Solicitor Ceraul to advertise Ordinance 253, Megan s law Ordinance. 2) Other Issues Solicitor Ceraul stated that other previously pending issues have either resolved themselves or have quieted down. Lori stated she was advised that the Cruz s of Christine Lane, who were involved with the MW Homes issues, contacted 84 Lumber and had their insulation installed on July 31 st.
FINAL COMMENTS: 1) Sound System - Supervisor Renaldo asked that something be done with the current sound system and possibly get the same one as the Fire Department. Tighe Lane stated he would speak to Todd Weaver and get some information as to who did the work. Supervisor Renaldo moved, and Supervisor Crafa seconded to authorize Lori to contact the sound system representative and arrange for them to come in and give us an estimate.
