School districts are considered to be a branch of local government, and therefore nonprofit and tax-exempt, but we are public agencies. 501(c)(3) indicates a private not-for-profit organization. Most funders will accept grant proposals from a school district even if they specify 501(c)(3). If helpful, you may expand this to include a school or department name, e.g. Boulder Valley School District RE-2 - Centaurus High School. This is always the Superintendent (whose preferred listing is: Cynthia Stevenson, Ph.D., Superintendent) or the President of the School Board (Sam Fuqua). Other parties must be specifically authorized by the Superintendent to sign grants or related documents. Per Board policy, all grants must be turned in to the district for review, but not all require School Board approval. The makes this determination when a grant is submitted. If you are thinking about writing a grant to fund physical changes to a school building or playground, please contact the BVSD Department of Planning & Engineering (Glen Segrue, ex. 5794) before proceeding. Schools and departments receiving grants should send checks from funding agencies to the BVSD Department of Finance and Accounting, attention Christine Kennedy. It is strictly NOT permitted to open separate bank accounts for grants, nor to deposit checks to student activity or revolving accounts without prior discussion with Accounting. See Page 10 for exceptions. BVSD is in Colorado s Second Congressional District. This is a standard format for grant proposals that is used by many private-sector grant makers in this state. Request a blank copy from the, or obtain it yourself online from http://www.coloradocommongrantforms.org Some state agencies and private foundations require grant recipients to sign a contract when they receive an award. If you are presented with one: a.) read it carefully to insure that the conditions reflect your grant proposal and are acceptable b.) submit it to for legal review and the Superintendent s signature. Principals and program directors are NOT authorized to sign legal contracts for grants over $2,500. Other staff or volunteers are not authorized signers for any application. A copy should go to the for the file record. If you will use grant funds (or district funds, for that matter) to hire a person or company, and that person is not an employee of the school district, they are usually considered a contractor and you must have a written contract with them prior to the start of work. If the application will be made by a school, please submit the school s donation report (available from the principal). The district compiles report on all gifts at the end of each semester; this is available from the Accounting Department (ex 5002), however, these are long and detailed, and probably not what the grant-making institution had in mind. Copies of annual and YTD audited financial statements for BVSD can be downloaded at: http://www.bvsd.org/businessservices/accounting/pages/acctg- ArchivedPub.aspx (CAFR = Comprehensive Annual Financial Statement) The fiscal officer for grants the BVSD Director of Finance and Accounting: Justin Petrone (ex 5008) BVSD and all its schools operate on a fiscal year that runs July 1 June 30. All gifts to schools, whether they come from parents, local businesses, PTA/PTO s, booster clubs, or other entities, must be reported to the district. Large gifts must be formally accepted by the Board of Education. See Board Policy K-H for more information. Contact the Finance and Accounting department for procedures. Formerly the Foundation for Boulder Valley Schools, Impact on Education is a separate, private, nonprofit organization with its own Board and staff that raises money locally and makes grants to schools. It is separate and distinct from the BVSD. Their phone number is (303) 524-3865; website: http://www.impactoneducation.org This means donated goods and services, as opposed to money. If asked to show matching funds for a grant, in-kind contributions may be allowed. These are typically things like volunteer time, donated office supplies, facilities and transportation costs, etc. Page 3

Indirect Costs... Indirect Cost Rate, current... Intent to Apply... Letters of Support... Matching Funds... Mini-Grants (Classroom Innovation)... Mission Statement... Non-Discrimination Policy... Indirect costs must be added to ALL grant budgets unless the funding agency specifically prohibits it. See Page 19 for exceptions. Indirect cost rates are established by the federal government to allow agencies and school districts to recoup some of the operating costs that increase proportionately when new projects are added. This eliminates the need to separately estimate the cost of facilities, utilities, insurance, maintenance, and other essential items when creating a grant budget. Indirect costs should NOT be represented in a grant budget as a district fee, or administrative charge use the term indirect costs and describe the rate as federal/state approved. For 17/18, the rate is 6.17%. The rate changes annually in July. To apply the rate, multiply the subtotal of all other grant costs, excluding capital and equipment costs, by 0.0617 Some grant-makers may require documentation of the rate: you can get this from Christine Kennedy in the Accounting Office: ex. 5209. District leadership and/or the School Board must pre-approve all federal grants, applications greater than $25,000, or any grant requiring cash matching funds. Schools and districts planning to apply for grants that meet this criteria should submit an Intent to Apply form a simple 1 page summary to the in advance of making the actual application to the funding agency. This is available at the BVSD Grants web page. See Page 13 for more info. If you need a letter of support from the Superintendent to attach to your grant: email the with the following information: 1. Explain who you are, who you are applying to, for what, and how much 2. State the date by which you need the letter 3. Full name and address to which the letter will be addressed 4. A draft of the letter text or a list of points to be made 5. Your contact information (phone, email) This means cash or in-kind that the recipient must provide through other resources in order to receive a grant. Matching funds may originate in a school or district budget, or they can be raised from outside sources. If a cash match is required, you must be able to identify the source(s) prior to application. See rules for Intent to Apply on Page 13. See 501(c)(3) status If another organization is writing a grant on behalf of the district, it is not subject to the formal review process described in this guide UNLESS funds will be transferred to BVSD for services to be performed as part of the grantfunded project. Such cases are considered subawards and subject to review. In all other cases, it is wise to consult the school principal or program director(s) who will benefit or be involved prior to writing the grant. The district appreciates being informed. Use the Superintendent s phone and fax numbers when an authorized official signs the grant. Phone: 720-561-5114; Fax: 720-561-5134. If you are thinking about writing a grant to fund physical changes to school grounds, please contact the BVSD Department of Planning & Engineering (Glen Segrue, ex. 5794) before proceeding. Doing this permits coordination of efforts and ensures that your changes are feasible and sustainable. Program progress or final reports are the responsibility of the person managing the grant. Financial Reports will be prepared by the manager and the District Accounting office. Consult with the if you have questions about how to proceed. The BVSD does not provide assistance to high school students or staff seeking scholarships to support higher education or student activities. Please consult your high school guidance counselor or the financial aid office of the institution you are planning to attend, or for student activities support, contact Impact on Education, which maintains a fund to enable equitable participation. If your grant needs the Superintendent or Board President s signature, get a copy of the required pages to the Grants Office or Superintendent s Office several days in advance. Provide a brief memo providing some background information: the purpose of the grant, who it is for, amount requested, etc. Be sure to include your name and phone number so you can be notified when the paperwork is ready. Occasionally a grant maker wants applicants to attach a copy of the organization s strategic plan, or explain how the proposal is consistent with a strategic or long-range plan. Tax Status... Technology Thank You Letters... BVSD is tax-exempt. See 501(c)(3) status above for more information. If you are writing a grant to purchase computer hardware or software, please contact the BVSD IT Department before proceeding. Kelly Sain, Director of Educational Technology (ex 5103) is a good resource. Doing this ensures that your improvements are compatible and non-duplicative; IT may also have negotiated purchase agreements that get you a better price for your technology. Remember that an Intent to Apply form is also due to the if your request is larger than $25,000. If you get a grant, please send one to the grant maker! Section 2: Basic Information About BVSD and Grants A. What Is A Grant? What s the difference between a grant and a gift? A grant includes any financial award from a federal, state or local government agency, or any private foundation, corporation or organization, which is given for specific purposes or to which specific performance requirements attach. Grants are usually solicited through a written proposal or application, and a grant legally transfers money (cash) or other property rights to the recipient organization. Gift is a more generic term. A gift is simply something voluntarily transferred by one person to another, without compensation in return. Although businesses and organizations also make gifts to K-12 education, gifts are more often given by individuals. Gifts may be in the form of cash, stock, real estate, or goods/equipment/services (in-kind). Although gifts can be given for specific purposes, you usually don t apply for them. Typical Example: A. Exemplary High School applies to IBM and receives $25,000 to upgrade their science lab with new computer equipment. They submit their proposal using IBM s online application system. This would be considered a grant. B. An IBM representative calls the Exemplary High School principal and asks if they would like to have 25 surplus computer terminals. Although the result might be very similar to (A), this transaction would be considered a gift. B. What Is BVSD s Basic Policy On Grants? Boulder Valley School District actively seeks financial support from appropriate government and private grant-makers that will advance the district s mission, vision, goals, strategies and focal areas. Please see: http://www.bvsd.org/goals/pages/default.aspx and http://bvsdsuccesseffect.org BVSD s policies regarding gifts and grants are articulated under Section DD and Section KH of the Board of Education s Policies and Regulations. These are available at the BVSD website under the A-Z reference, subtitle Policies. In General: Grant funds are used to supplement regular tax-based sources of funding for public schools, not to supplant them. In other words, we use grants to improve and expand basic education, not to pay for fundamental instruction. Page 7

The district itself applies for grants to fund district-wide or targeted programs, and sometimes for high-needs schools. Each individual school is free to apply for grants on its own, for programs at that school. The district s grant-seeking is strategic and prioritized. The BVSD focuses on grants that can fulfill high-priority district needs/goals; we also look for large grants that will serve many schools/students; and multi-year grants (same logic on effort/benefit); and we concentrate on grants for which BVSD is highly competitive (i.e. has a good chance of actually getting). BVSD receives $11-18 million in grants annually. Schools are free to set their own priorities for grant-writing, but are encouraged to review their Unified Improvement Plan and thoughtfully consider how school needs align with grant opportunities. Board policy requires that all grants to BVSD be approved by the district. See Section D, below, for procedures to follow. C. BVSD Review and Approval Procedure For Grants 1. Grants over $25,000, federal grants, or any grant requiring cash matching funds: Pre-approval by the district is required. Inform the district in advance of your intent to submit a grant application using the INTENT TO APPLY form. This is available at the BVSD web site (Grants Page). You can also email the (see bottom of the page for address) to get a copy. Do this at least 4 weeks prior to the deadline for the actual application. One or more members of BVSD Leadership Team will review your Intent to Apply and give approval to go ahead. Approval is usually readily granted to projects which fulfill high priorities and which comply with BVSD educational and fiscal policies. If you are not sure if your project meets this criteria, please contact the Grants Office early in the process. EXCEPTIONS: If your grant meets the $25,000/federal/in-kind criteria, but is one that recurs each year without much change in its intents and purposes, please call the as you begin to write the grant to determine whether an Intent to Apply is required. If, however, your grant is coordinated with other funding streams (the district budget, and/or other grants), please do follow the Intent to Apply policy to ensure that resources are secured and coordinated. 2. All Grants: SUBMIT A FULL COPY of your grant to the district. Do this at least 2 weeks prior to the application to the funder, particularly if Board review is required. Include an itemized budget. Drafts are acceptable if you are pushing a deadline. You can send this via the district mail system or via email. EXCEPTIONS: 1. Applications to Impact on Education 2. Grants written by PTA s or other nonprofit organizations on behalf of a school or the district. PTO applications must be submitted. 3. Applications made by individual teachers or staff for professional development or sabbatical support (i.e. scholarships). Grants for classroom programs are not excepted. 4. Grants to add staff positions or pay staff salaries must be pre-approved by the supervising Assistant Superintendent. 3. District and Board Review: The will read your grant and summarize it on a Grant Approval form. We will call you if there are any questions. The Grant Approval form will be routed in the Ed Center to various departments for approval. Grants over $25,000, federal grants, or those requiring matching funds also go to the Board of Education. If Board Review is required, the fills out the Board Agenda item. EXCEPTIONS: 1. Applications to Impact on Education (Classroom Innovation grants, etc.) 2. Grants written by PTA s or other nonprofit organizations on behalf of a school or the district. 3. Grants to individual teachers or staff. The approval process is handled in a routine manner. It is very rare for the district to not approve a grant, particularly if the Intent to Apply procedure has been followed. Therefore, you will NOT receive notification following approval of your grant. You will be contacted ONLY if there is a problem or it has not been approved. 4. All Grants Submitted For Review: Tell us the outcome. If you receive a grant, send a copy of the award letter (sometimes a contract) to the BVSD. If you do not get the grant, we still appreciate receiving the information so that we can keep complete files. Page 9
