1. Background of the Assignment India has a well-developed science and technology infrastructure, but there is insignificant R&D output in terms of innovations, Intellectual Property (IP) oriented technology development and its subsequent transfer to the industry. Although there is immense potential in India for commercialisable research and innovation, it has not been exploited adequately. Presently Industrial R&D expenditure is concentrated only in few areas mainly drugs and pharmaceuticals and chemicals. In this Decade of Innovations and Knowledge Economy Era there is a requirement of a system for developing Innovation Facilitation Centres that can provide stimulus to IP driven innovative research and entrepreneurship development. There is a need of an industry oriented innovative scientific research and an effective system to safe guard the knowledge generated by Universities, NIT s, IIT s, autonomous institutions & academic institutions in India and to make it available to the industry. 1

2. Description of the Assignment (Objectives, Purpose and Expected Results) Objective & Purpose NRDC with its vast experience in technology transfer and IP management proposes to identify and facilitate the development of Innovation Facilitation Centres in the Universities, NIT s, IIT s, autonomous institutions & academic institutions across the country where innovation activities would be promoted and encouraged among the faculty, students and researchers and would facilitate the effective management of Intellectual Property, development of an association with manufacturing enterprises of the country and abroad and subsequently the transfer of the IP to the industry and entrepreneurs. NRDC in collaboration with Universities, NIT s, IIT s, autonomous institutions & academic institutions in India will set up Innovation Facilitation Centres (NRDC-IFC) in their premises. The network of Corporation with the local, regional and global industries and entrepreneurs would facilitate the faculty, students and researchers of the Universities, NIT s, IIT s, autonomous institutions & academic institutions in India to market their innovative research work and reap the benefits of commercial success. Main Objectives To promote area specific technologies for the industries by utilizing R&D capabilities of the host institutions in the region To provide value addition services in terms of IP management & technology commercialisation for making commercial products from the R&D of institutions of the region To act as a potent resource of IP protected technologies to help manufacturing sector of the country in developing new products and services based on the innovative technologies available through the Innovation Facilitation Centres To facilitate and create appropriate environment in the Universities, National Institutes of Technology (NIT s), IIT s, Autonomous Institutions & Academic 2

Institutions in India for the promotion of innovation processes and provide training and support To play the role of a facilitator to stimulate entrepreneurial activities within the Universities, NIT s, IIT s, autonomous institutions & academic institutions in India through the NRDC-IFC To provide Intellectual Property protection and management services and facilitate the technology transfer and commercialisation To develop and strengthen the Industry-Academia partnership for development and effective transfer of know-how from the Universities, NIT s, IIT s, autonomous institutions & academic institutions in India to the entrepreneurs and industry Expected Results The programme would create a vital resource of Intellectual Property and technologies in the Universities, National Institutes of Technology (NIT s), IIT s, Autonomous Institutions & Academic Institutions in India and would facilitate the enhancement of the commercialization of research from the Universities/Institutions and would provide a better environment for innovation and promotion of entrepreneurial spirit among faculty, students and researchers. 3

3. Work Plan and Time Schedule Criteria of Selection of Proposal The Institution should be a University/Deemed to be University or a NIT, IIT, Autonomous Institution & Academic Institution in India offering Engineering, Technology, Science & Management courses up to Ph.D level. In case of a private University, it should be promoted by a Trust or a Society registered under relevant Acts besides being recognized/affiliated to AICTE/UGC. Qualified and dedicated faculty in various disciplines with a good Research & Development background and R&D related activities. Availability of adequate space and infrastructure for locating the NRDC-IFC including availability of utilities like electricity, water, telephone installation and Internet connectivity. Number of IP generated during the last five years and technologies commercialised Availability of workshops, laboratories and computational facilities. Guidelines The NRDC Innovation Facilitation Centre (NRDC-IFC) shall function as a separate entity within the host Institution. It should function as a Central Facility of the University/Institution. The NRDC-IFC shall ensure effective and speedy implementation of the innovation related programmes and activities. It may have effective linkages with different Departments, Centres and other facilities of the institution to spread entrepreneurial technology innovation culture for optimal utilization of the expertise, resources and technology know-how available. NRDC shall provide Computer, Hardware Equipment, Furniture & fixtures and will conduct Seminars/Workshop on IP Management and Technology Transfer in the NRDC-IFC Centre for the period of thirty six months extendable to sixty months. NRDC shall reimburse a maximum of Rupees Six lakhs to the selected University/ Institution for operation, coordination and logistic charges (Space, Electricity, 4

Coordinator) of NRDC Innovation Facilitation Centre over a period of thirty six months extendable to sixty months. The activities of IFC will be monitored and advised by NRDC and Advisory Board/ Management Committee of the IFC. The activities of IFC would be reviewed quarterly. University or the Institution shall provide the Closed Space/Room of minimum size of 200 Sq. Ft. for IFC and a Conference facility having capacity of at least 30-40 persons. Process for Submission of Application for Setting up of an IFC The University/Institution, which fulfils the above criteria, may submit the proposal to the NRDC in the enclosed Proforma on or before 31 st August, 2018 upto 5.30 pm. The proposal must include a Certificate (as enclosed) to be signed by the Head of the Institution. The proposal received will be scrutinized by NRDC. The decision of NRDC will be final for the selection of NRDC-IFC Centre and no further correspondence shall be entertained for considering the applications/proposals for selection of NRDC-IFC. The selected / short-listed Institution has to present the details of strategies, road map of implementation, methodologies for NRDC-IFC before NRDC immediately after intimation. 4. Expertise Requirement The activities of IFC will be monitored and advised by NRDC and Advisory Board/ Management Committee of the IFC. Advisory Board /Management Committee For the effective implementation of the programmes of the Institution and setting up of the NRDC-IFC, an Advisory Board/ Management Committee will be constituted immediately after the sanction of the IFC by NRDC. The Advisory Board/Management Committee will lay down policy guidelines, fix up the targets, and suggest measures for effective utilization of facilities and expertise available in the parent Institute and sourcing of expertise and facilities from other institutions in the region. The Advisory Board/ Management Committee should meet quarterly and should hold its first meeting within three months of establishment. The IFC Coordinator shall be nominated by the Head of the Institution. The Advisory Board/ Management Committee shall have the following composition: One senior faculty member from the Institution - Chairman Representative of NRDC, New Delhi Representative of Patent Office of the region, if any Representative of MSME, if any One representative from reputed R&D institution of the region, if any Coordinator of IFC - Convener 6

5. Reporting Requirement (Monitoring & Evaluation) The activities of IFC will be monitored and advised by NRDC and Advisory Board/ Management Committee of the IFC. The Advisory Board/ Management Committee should meet quarterly and should hold its first meeting within three months of establishment of Centre. The activities of IFC would be reviewed quarterly. Fiscal Requirement The IFC will maintain a separate account. The IFC should also maintain a separate stock register for the assets created. 7

CERTIFICATE TO BE ENCLOSED WITH THE PROPOSAL ON ESTABLISHMENT OF NRDC-IFC This is to certify that 1. The proposed IFC to be established in the premises of this University/Institute. It will be the responsibility of the University/Institute to continue the activities at IFC after completion of funding from NRDC. The University/Institute will not demand any further recurring financial assistance from NRDC. 2. The institution also agrees to meet the shortfall in the budget of the IFC in case IFC is not able to generate the desired level of revenue. 3. The University/Institute will provide office space/closed Space/Room of minimum size of 200 Sq. Ft. for IFC and a Conference facility having capacity of at least 30-40 persons, furniture, secretarial assistance etc. and other administrative facilities for smooth operation of the IFC. 4.
