16 JUNE 2016 Pass it on ADVISORY: AIE 2+ SYSTEM IMPLEMENTATION On Monday, 23 May 2016, Fort Carson will begin implementation of the Automated Installation Entry (AIE) 2+ system at Fort Carson access control points. Personnel not previously registered, during the January 2016 enrollment period, will have until 1 July to complete registration. No later than 1 July 2016, all personnel must be registered in the system and have a DoD ID card or AIE 2+ Installation Access Card. How to register in the AIE 2+ system: Personnel who have been issued a Department of Defense Identification Card, may register at: 1. The Gate 1 Visitor Center, Bldg 6012, beginning Monday, 23 May (0500-2100, 7 days a week) 2. Any gate that is operating the AIE system utilizing the in-lane registration process also beginning Monday, 23 May. Special population considerations: 1. Retirees and family members who have a DoD ID card that contains their Social Security Number (SSN) are required to obtain a new ID card that uses a DoD ID Number in place of the SSN. 2. Non-DoD ID card holders must register at the Gate 1 Visitor Center. Upon completion of registration, Non-DOD ID card holders be issued an AIE 2+ installation access card that can be scanned by the AIE system. Upon entering Fort Carson on 23 May, all personnel can expect to see one of the following access control procedures in place: 1
- Driver will be required to self-scan their DOD ID or AIE 2+ access card at the in-lane AIE 2+ kiosk. - Driver will be required to produce their DOD ID or AIE 2+ access card and provide it to the gate guard upon request, gate guard will employ a portable AIE 2+ hand held scanner It is expected that during the first couple weeks of the system going active that there will be some possible delays at the gates while both the general public and DES employees become proficient with the working of the new system. We will make all attempts to minimize the impact to our customers entering Fort Carson while balancing ease of access to regulatory requirements and force protection/installation safety. The DES requests the public's patience during the changeover phase. Enrollment in the AIE program will not exempt an individual from being selected for random inspection in accordance with the installation's Random Antiterrorism Measures Program (RAMP). The AIE system also allows DoD personnel who are registered to act as "Trusted Travelers", but does not allow a non-dod ID card holder with an AIE 2+ access pass to serve in a trusted traveler status. This means that 2+ if the driver of the vehicle, who possesses a DOD ID card, has enrolled in the system, and they are using a lane where the AIE system is active, then they can swipe their ID without requiring all their passengers to show their IDs. Trusted Traveler can only be applied to passengers with a valid reason for entering the installation (i.e. guests of the sponsor under their immediate control). The Trusted Traveler Program will be suspended at FPCON "Charlie" and "Delta" and the program may be suspended as local threat situations dictate. CRITICAL INFORMATION LIST Operations Security (OPSEC) remains a top priority concerning all aspects of the Department of Defense mission.
