Except as established in Section 2, this Regulation no longer establishes responsibilities for key leadership positions in DoDEA. Such responsibilities are established in DoD Directive 1342.20.

SECTION 1: GENERAL ISSUANCE INFORMATION 1.1. APPLICABILITY. This Regulation applies to the Office of the Director, DoDEA; the Principal Deputy Director and Associate Director for Academics, DoDEA; the Associate Director for Financial and Business Operations, DoDEA; the Chief of Staff, DoDEA; the Director for Student Excellence, DoDEA Americas/Associate Director for Performance and Accountability (formerly the Director, Domestic Dependent Elementary and Secondary Schools, and Department of Defense Dependents Schools, Cuba (DDESS/DoDDS-Cuba)); the Director for Student Excellence, DoDEA Europe (formerly the Director, Department of Defense Dependents Schools, Europe (DoDDS-E)); the Director for Student Excellence, DoDEA Pacific (formerly the Director, Department of Defense Dependents Schools, Pacific and Domestic Dependent Elementary and Secondary Schools, Guam (DoDDS-P/DDESS-Guam)); and all other DoDEA region, district, community, and school leaders and support staff. 1.2. POLICY. As of the effective date of this regulation, all DoDEA organizational elements will adhere to the DoDEA above-school-level organization and organizational naming conventions established in this regulation. DoDEA above-school-level organizational naming conventions in DoD and DoDEA issuances, formal, informal, and private agreements, and litigation (regardless of the stage of the processing) enacted or published prior to the effective date of this regulation will continue to be recognized until such issuances/agreements are either rescinded or reissued with the new above-school-level organizational naming conventions applied. Documents created after the issuance date of this regulation under previous naming conventions will still retain their legal status despite the use of previous naming conventions. SECTION 2: RESPONSIBILITIES 2.1. DIRECTOR, DODEA. In accordance with DoD Directive 1342.20, the DoDEA Director is assigned the authority to organize DoDEA in a manner that optimizes the effective and efficient administration and operation of the DoD elementary and secondary school system. 2.2. CHIEF, OPERATIONS, PLANS, LEGISLATION, AND POLICY DIVISION, DODEA. The DoDEA Chief, Operations, Plans, Legislation, and Policy Division is the proponent for this regulation. SECTION 3: ORGANIZATION 3.1. OVERVIEW. This regulation formalizes the DoDEA above-school-level organization. The DoDEA above-school-level organization consists of an organizational headquarters, three regional offices, and eight district offices. The below table serves two purposes: 1) it cross references the previous DoDEA above-school-level organization to the new organization; and 2) it shows the alignment of the organizational components within the new above-school-level organizational structure.
