Non-Mandatory Information Meeting: In an attempt to give the Artist(s)/teams the best possible chance to fully understand the requirements outlined in this Public Call to Artists No. 1400, a one-time only, scheduled nonmandatory information meeting is offered to allow for any questions. The meeting is scheduled for December 13, 2012, Start Time 4:00 p.m., Pacific Time at the Bowen Park Lawn Bowling Clubhouse located at 500 Bowen Road, Nanaimo, BC.. 1

A. Introduction The City of Nanaimo invites amateur and professional artists and graphic designers to enter a juried competition for the design of banners to be installed in the Downtown area and major streets in the summer of 2013 and 2014. B. Goal of the Banners The intent of this competition is to: Develop banner designs which creatively reflect and/or inspire our community Provide colour and vibrancy to arterial streets by emphasizing themes of Nanaimo-It s a lifestyle. Provide an opportunity to showcase existing or new works created for this project by local or regional artists C. Background The City of Nanaimo is looking for designs for its 2013 summer banner programs. The City typically orders 160 pairs of full size street banners (34 inches by 80 inches wide each) and the Parks Recreation and culture Department typically orders 200 pairs of mini-banners (18 inches wide by 42 inches wide each).most are installed in pairs on lamp poles. Winning design in 2012. Still to be on display in 2013. Each design may use a maximum of three 5 colours (plus white). No metallic or other specialized finishes are possible. Gradients (shades) of these colours are possible if the artist feels this will contribute to their design. Designs should use colours and images that will take advantage of light passing through the fabric. 2 Olympic torch relay banners (2009-2010) The design should be appropriate for the typically long viewing distances and short viewing duration characteristic of street banners. Small details and complicated designs are not generally effective where they must be comprehended by the viewer - especially at drive speeds of 50km/hour. Banners should also make an impression which complements the surrounding streetscapes and are neither overwhelming nor are lost amidst other visual features. Designs must be non-commercial in theme. Designers should consider using a design that can be inverted and/or flipped which will allow for more flexibility and interest in presentation. Artist (s)/teams can also use a diptych approach (design split into 2 panels). Originality and creativity is paramount and we advise designers to try not to use cliché images associated with Nanaimo.

D. Eligibility for Entrance The competition is open to amateur and professional Canadian artists and graphic designers. There is no minimum age to apply. E. Non-Mandatory Information Meeting In an attempt to give the Artist(s)/teams the best possible chance to fully understand the Requirements outlined in this Public Call to Artists No. 1400, a one-time only, scheduled non-mandatory information meeting is offered to allow for any questions. The meeting is scheduled for December 13, 2012, Start Time 4:00 p.m., Pacific Time at the Bowen Park Lawn Bowling Clubhouse located at 500 Bowen Road, Nanaimo, BC. Artist(s)/teams will have an opportunity to view past examples of banner designs, ask questions pertaining to the proposal call and obtain any other information from City Staff. F. Closing Date/Time and Delivery Instructions Submissions are to be received at the Purchasing Department before 3:00 PM, (15:00 hrs) Pacific Time, Tuesday, January 22, 2013 by email to purchasinginfo@nanaimo.ca. Original hand-painted banners are administered by the Nanaimo Art Gallery. Electronic submissions shall be deemed to be successfully received when displayed as new email has been received by the Purchasing Department at the City of Nanaimo. The City of Nanaimo will not be liable for any delay for any reason including technological delays, spam filters, firewalls, job queue, file size limitations, etc. PLEASE NOTE: Maximum email file size limit is 8MB, or less. Please contact the Purchasing Department at 250.756.5319 to confirm receipt of your email. Please allow sufficient time for receipt of your submission and confirmation of receipt. If deemed necessary by the City, response to questions and/or additional information will be issued by the City s Purchasing Department in the form of an Addendum and such an addendum will be posted on the City of Nanaimo website at www.nanaimo.ca. While the City will attempt to send information to Proponents who have returned the Receipt Confirmation Form, it is the sole responsibility of the Artist(s)/teams to check for amendments on the City s website issued up the closing date & time. G. Submission Requirements Interested artists will submit: A colour sketch, painting or computer generated image of the banner design idea on standard size paper. A typewritten description or paragraph of the design idea with a written description of the design (one-page maximum). Up to 10 high quality JPEG images of recent work, accompanied by a numbered image list with title of work, date, medium, dimensions, location. Other Portfolio materials, which the applicant feels supports the design and competition criteria. The preference is for printed materials; however, we will accept digital images in JPG, PDF or TIFF format. H. Selection Process and Criteria A selection committee will select up to five runner-up entries and one first place banner contest winner for 2013. Candidates will be selected based on the following criteria: Compliance with the competition requirements Confidence that creativity, quality and style demonstrated in portfolio materials will translate into the development of high quality banner designs Professionalism in presentation of materials Approach to the representation of the objectives indicated in Section B above Effectiveness of the design for viewing conditions of the banners on lamp posts and at drive by speeds Artistic interpretation and representation of the selected theme(s) Entries may be categorised into the following: under 18, amateur over 18, professional adult. Preference shall be given to artists located within the Nanaimo area where quality and designs are equivalent, however, artists from outside the area are welcome to apply. The City reserves the right to select any or none of the submissions or to cancel this Public Art Call.. Winners will be selected and notified on or about mid February, 2013 The first place entry will then be asked to meet with staff and edit the design (if required) before printing. The final edited version will be required by March 15, 2013. I. Final Design The individual with the winning design will be required to submit their design in a high quality digital format (EPS or Photoshop) typically used with Corel or Illustrator software. JPGs of about 1-2 megabytes in size will also be accepted. In consultation with the successful designer, the Committee may make recommendations for modifications of the final design, which will be made by the designer prior to the final submission of completed designs. Copyright of the final designs will remain solely with the artist. The City will have license to use the copyright work for the purpose of displaying the banners, printing other promotional materials, and disposing of the banners as the City sees fit, without any remuneration to the artist. 4

J. Awards The up to five individuals selected as runner up winners will receive $500 and/or parks and rec gift packs each. Their designs will be showcased in the Beban Park display case for a year. The successful First place banner artist will receive $2000. The First Place winner will have their banner design featured across the city on arterial roads, in parks, and in the downtown core for up to two years. The winner will also receive a full banner set, and recognition in the activity guide and local media. The City also offers an opportunity for the designer of the final design include a signature on the banners, receive acknowledgment in media releases and have a designer s statement posted on the City s website. H. Competition Schedule The following timetable outlines the anticipated schedule for this Public Call to Artists. The timing and the sequence of events may vary and shall ultimately be determined by the City. Administrative The City intends to issue Purchase Orders to the successful applicants. The successful applicant will then invoice the City, referencing the Purchase Order on their invoice.
