City Facilities Subsidized Bus Passes for South El Monte Residents The City of South El Monte subsidizes 50% for select Metro and Foothill Transit monthly bus passes for residents. Proof of South El Monte residency (i.e. state identification card, utility bill) is required to obtain reduced monthly fare. Bus passes are available for purchase on the 25 th of each month through the 10 th of the following month at the Cashier s Window inside of City Hall at 1415 Santa Anita Avenue. City Hall is open Monday through Thursday from 7:00 a.m. to 5:30 p.m.; closed on major holidays. A reduced Tap card (Senior, Disabled/Medicare, College/ Vocational, and Student K-12) must be obtained before the City can sell or electronically load a pass. The loan is a 30 year, zero interest loan, that will not need to be repaid until the property transfers title or the 30 year term expires. Home repairs that are included in the program, but not limited to, are roof replacements, new windows, exterior painting, electrical repairs, plumbing, and health and safety repairs. To qualify, property owners must own and occupy their single-family property throughout the time of the loan. Homeowners also need to meet the established income limits.
