Introduction SSE 1 IMO sub-committee SSE (Ship Systems and Equipment) is the new name of the IMO sub-committee comprising the former SLF, DE and FP IMO sub-committees. The SSE 1 sub-committee meeting took place in London from 10 to 14 March 2014. Dr. S. Ota (Japan) was elected as chairman of SSE1 and Mr. K. Hunter (United Kingdom) as vice chairman. Scope of the summary report The scope of this summary report is to provide information on the developments in IMO. It is to be noted that the information included herein are proposals agreed by the majority of countries and which aim at a submission to MSC, which is the deciding body on adoption of amendments to the regulations and on the entry into force. Information related to the technical developments is included in the annex of this report. 3
Development of a new framework of requirements for safety objectives and functional requirements for the approval of alternative design and arrangements for Solas chapters II-1 (parts C, D and E) and III (Agenda Item 8) Current Status At DE 56, a working group has been established to prepare a road map for the development of a new framework of requirements for life-saving appliances. (DE 56/1/2, DE 56/WP.3, DE 56/25 Sections 6 & 7). At DE 57, the LSA Working Group has been entitled to further develop the draft Goal-based guidelines on framework of requirements for ships life-saving appliances. (DE 57/1/2, DE 57/WP.5, DE 57/WP.5/Add.1, DE 57/25 Sections 7 & 8). At SSE 1, a Working Group has been invited to continue the work of the DE Sub-Committee on the development of safety objectives and functional requirements for the approval of alternative design and arrangements for SOLAS chapters II-1 and III (SSE 1/1/2) Action by SSE 1 The purpose of this new framework should form the basis for the development of specific safety objectives and functional requirements for SOLAS chapter III, similar to SOLAS Reg. II-2/2. The working group established at SSE 1 was instructed to: update the work plans for LSA requirements and for SOLAS Chapter II-1 as proposed in annexes 1 and 2 in document DE 57/WP.5/Add.1, taking into account documents DE 57/WP.5, SSE 1/8, SSE 1/8/1, SSE 1/8/2, SSE 1/8/4, SSE 1/INF.2 and SSE 1/INF.5 consider the need to establish a correspondence group on LSA and, if necessary, prepare draft terms of reference The working group identified the following main uses of these guidelines: restructuring/rearrangement of SOLAS chapter III in order for the chapter to have an improved user friendly structure. In this case, no new or additional requirements shall be introduced or added; and evaluating the feasibility, adequacy and effectiveness of future proposals on new requirements. 4
Development of a new framework of requirements for safety objectives and functional requirements for the approval of alternative design and arrangements for Solas chapters II-1 (parts C, D and E) and III (Agenda Item 8) Action by SSE 1 Goal-based guidelines are intended to form the basis for safety objectives and functional requirements for SOLAS chapter III and for restructuring/rearrangement of present requirements in SOLAS chapter III. It should be the basis for the development of new requirements for life-saving appliances only. A correspondence group shall be established to continue the work intersessionally. The correspondence group, under the coordination of Japan, shall:.1 further develop the draft Goal-based guidelines on the framework of requirements for ships' life-saving appliances, in particular to:.1 review the Tier II Functional requirements;.2 establish the Tier IV Basic requirements on ships' life-saving appliances.3 prepare the draft text of the Goal-based guidelines for finalization of the guidelines at SSE 2;.2 review the regulation mapping If time permits, the correspondence group shall, also, consider the draft goal for the framework of requirements for approval of alternative design and arrangement for SOLAS chapter II-1 (parts C, D and E). SSE 1 agreed that MSC.1/Circ.1455 on Guidelines for the approval of alternatives and equivalents as provided for in various IMO instruments should be used for the purpose of approval of alternative design and arrangements for SOLAS Chapters II-1 (parts C, D, and E) and III. 5
Development of a new framework of requirements for safety objectives and functional requirements for the approval of alternative design and arrangements for Solas chapters II-1 (parts C, D and E) and III (Agenda Item 8) Timeline The proposed work plan for future course of action sets the target completion date to 2016, as date of approval of the amendments/guidelines by MSC 96 with a view to entry into force in 2018. In SSE 2 in 2015 the view is: to finalize the draft GBS guidelines for framework of requirement for ship s life-saving appliances and to submit for approval at MSC to draft framework of requirement for approval of alternative design and arrangement for SOLAS chapter II-1 (parts C, D and E) and chapter III Additional information Concerning the GISIS database regarding the evaluation of hooks under the requirements of MSC.1/Circ.1392, some concerns where expressed about the amendments to Guidelines for the evaluation of existing on-load release and retrieval systems, adopted by MSC 87, in some cases, not being implemented as intended. The intent behind MSC.1/Circ.1392 is that existing on load release hooks are only reapproved when the function of the hook itself is safe without the use of additional operating mechanisms or devices. Such devices should be considered as being additional to and not form part of the original hook's mechanism. The modification of some re-approved hooks uses "additional operating mechanisms", consequently the inherent safety characteristics of those hooks are not assured by these modifications. In this context, the group noted that the set of information (content) to be presented in the GISIS's Module on Evaluation of Hooks had been previously agreed by MSC and that this has been used as such since that decision. Also, the group was of the opinion that the Sub-Committee is not in the position to amend the structure of, and the contents of the GISIS's Module on Evaluation of Hooks, and decided to take no further action. Finally, the group suggested that this matter should be brought to the attention of the Sub-Committee in order to take action as appropriate. 6
Development of amendments to the 2009 MODU code concerning lifeboats drills (Agenda Item 11) Current Status MSC 89, after considering document MSC 89/22/6 (Brazil), proposing to develop amendments to the 2009 MODU Code to allow alternative drills for lifeboats on mobile offshore drilling units to those required by paragraph 14.12.4 of the Code, which is referring to the requirements set out in SOLAS regulation III/19.3.3.3, agreed to assign an output on "Development of amendments to the 2009 MODU Code concerning lifeboat drills", to the SSE Sub-Committee as the coordinating organ. Annex Technical information o the developments 1. Draft amendment to the code for the construction and equipment of mobile offshore drilling units, 2009 (MODU code) New subparagraph and footnote are included in paragraph 14.12.4 providing two alternatives for meeting the provisions of launching and manoeuvring: (a) implementing the Guidelines developed by the Organization and are included in the unit's operating procedures (reference to the MSC.1/Circ. which includes the guidelines is added in a footnote) (b) other equivalent means acceptable to the Administration 2. Guidelines on alternative methods for lifeboat drills on MODU s Where alternative methods of achieving the objectives of 3-monthly launch and manoeuvre of lifeboats are to be employed, they should ensure achievement of a level of assurance of capability and readiness at least equivalent to that achieved through 3-monthly launching and manoeuvring. Such assurance includes the lifeboat equipment, the lifeboat crew and procedures and systems. Guidelines have been developed are intended to assist the operator of a Mobile Offshore Unit in a situation where the execution of the 3-monthly launch and manoeuvre of lifeboats as specified in paragraph 14.12.4.2 of the 2009 MODU Code is not possible. 9
