INTRODUCTIONS & WELCOME Gene Shepherd, Chair opened the meeting. There were self introductions. Stan Swaggart, Mike O Neal and Mike Curry were excused. 2. APPROVAL OF AGENDA AND MEETING SUMMARY Eric Ramsey motioned to approve the agenda and summary; Tony Avery seconded the motion. The motion was approved with all in favor. 3. CAPSTONE EXERCISE: Overview and Initial Major Take Always June 16 19, 2014 numerous local agencies in the Kansas City metro area participated in a large State of Missouri Exercise. The scenario was a 7.7 magnitude earthquake on the New Madrid Fault zone. There was a different focus area for each day Monday: Communications and Operational Coordination; Tuesday: Resource Coordination; Wednesday: Medical Surge and Thursday: Mass Care and Emergency Public Information and Warning 23 emergency management agencies and 47 area hospitals and health care facilities participated.
EOCs were activated at various levels. Hospitals conducted internal drills. On June 16, hospitals conducted first ever exercise of the Regional Healthcare Coordination Center and PIOs established a physical JIC and performed some functions of the JIC. 10 public health agencies participated conducting communications checks and inventories of public health/medical surge trailers. The Medical Reserve Corp participated by conducting a call down drill. Public Information Officers from across the region coordinated messaging to the public. The impact to our region with an event of this size would be significant. Relative to sheltering alone at the start on day five 25,000 evacuees were in shelters 7,000 people had medical, access and or functional needs and hospitals were inundated and that was to start the day! The exercise provided an opportunity for players to activate EOCs; test systems develop partnerships with other agencies or businesses in their jurisdictions. The exercise also created a need to coordinate across jurisdictions to share information and maximize available resources. Much was learned in the process and will be used to guide future large scale mass care and evacuation planning. From a statewide perspective, all the regions were challenged, and there was a great improvement from last year. a. WebEOC - as expected there were challenges with being able to develop a regional bi state common operating picture due to jurisdictions being on the State of MO system now. This is a priority for MEMC to address. b. Continue developing a coordinated shelter and feeding strategy for the entire metro in a large scale event an event of this magnitude will involve numerous organizations to support the shelter and feeding requirements pre identifying the organizations/ their roles and also anticipation spontaneous feeding and sheltering activities - some of this is in the RCG but some agencies are not familiar with the RCG c. Conference calls and regional cooperation conference calls were the best way to get a sense of what was going on in other parts of the region and to provide an opportunity to coordinate efforts. This began toward the end of the exercise with thinking about a regional structure to support the event d. Tools available in Regional Coordination Guide - the RCG contains some resources that could be helpful including a situation report form, regional conference call line, HSIN meeting room to share visuals, potential Reception center locations e. After action Meeting July 22, 2014 1:00 at MARC 4. DISCUSSIONS : a. Follow up Registry for Storm Shelters : Gene Shepherd reported on perspective from HOA, Chief Carrizzo expressed hesitancy to adopt this as a regional initiative, however
there is still room for individual county or local registries to act on this. Concerns include, but are not limited to liability issues. 5. SUBCOMMITTEE AND TASK FORCE REPORTS a. Citizen Readiness (Jennifer Fales, Kyle Burns) Jennifer Fales reported the committee is recommending changes to the Prepare Metro website. She will share information for this project at the next meeting. PCA (Mike O Neal) Mike O Neal was absent from the meeting, the PCA USA trademark Patent decision will be held until the next meeting. Erin Lynch will be meeting to discuss this topic with Sheriff Owen later in the week. CERT Jennifer Fales reported the committee is planning a regional meeting where they hope to engage more participation from other CERT teams. Discussions will center on the funding available to support CERT training and jurisdictions plans. b. Communications (Chuck Magaha) MERS ( only one jurisdiction has not yet paid -) Chuck Magaha reported at the last test, there were 32 responses. There was some confusion as to who was signed up to conduct the last MERS test. To avoid future miscommunications, Nikki recommended posting the current MERS test roll call roster to the MARC Website and WebEOC. Nikki reported on licensing; she is waiting for letters of concurrence for the new license, then 30 days will follow before getting the official license. This has no effect on operation, but it will fulfill a legal formality. Integrated Warning Team Andy Bailey reported on his meeting with Dallas CASA and summarized from their perspective that cost is an issue and it is a non-essential system, however helpful. A post severe weather will be held in the fall offering training and leadership with a review of last year s weather events. He reported activities from the National meeting: i. Weather Ready nation initiative 1. NWS initiative has established Ambassadors to build a weather ready community that improves resiliency for the nation in disaster. Jackson County will be designated as a Weather Ready Nation 2. Goals are to unify efforts across government, non profit, academia and private industry and rural areas. For example, UMKC School of Architecture will be incorporating storm resiliency in their program through facility design MECC/IPAWS - Matt May reported: The exercise planning committee will meet tonite at 6 p.m. at Wyandotte County. There will be a review of injects and documentation. Matt presented an interview that was aired on Channel 4. Where he discussed the Wireless Emergency Alerting program for cell phones, which provides quick messaging for taking shelter during weather events; tornado warning and flash flood warning. Not all phones have this capacity, which is embedded in the phone. It is not an app, but it is available on most newer phones. There is an option to opt out through notification settings. He likened the program to a smoke detector for weather. Matt participates on an FCC committee that is working on enhancing WEA, so please let him know if problems with the system are encountered. There will be a request to the FCC for end-to end testing and increasing the number of characters in the message from 90 to 280.
c. WebEOC (Matt May, Mike O Neal) Matt May reported on the agreement with state of Missouri to utilize their Fusion server to share regional boards and how information will be shared amongst jurisdictions in the region and with Mo and Ks goal to have a MOA completed by end of July. The Fusion server will allow for the establishment of a connection between state and regional servers and other copies of webeoc,with a focus on the Metro Key Events Board initially WebEOC Admin training is August 18 th and 19 at JO County. The training on the 18 th will focus on new functions and capabilities, specifically logins. The training on the 19 th will focus on the future. d. Membership & Bylaws (Dan Robeson/Eric Ramsey) Eric Ramsey reported he and Dan Robeson are currently working on applications. The new affiliate membership application process was recently approved and accordingly, formal members may be contacted for requests for referrals. Dan Coronado was recognized and welcomed as a formal member. e. Plans (Chuck Thacker/Chuck Magaha) Chuck Magaha reported on the ESF-8 meeting that was held on June 28. There is work being done to develop online training for ESF8/14. The committee is doing preparation work for the THIRA workshop scheduled for September 16th Two new scenarios are being developed; an imminent threat scenario and active shooter scenario. The next Plans meeting will be held July 24 at 1 p.m., all are invited to attend. emergency managers were asked to review current capability targets assigned to MEMC. Some need to be more measurable according to FEMA. All the listed capabilities should be reviewed. Do they still make sense? This is the opportunity to modify them if needed. The listed capabilities are what collectively agencies in the region need to be prepared for based on the threats and hazards the region faces. Provide comment before or at the monthly Plans Committee July 24 1:00 Mo Hazard Mitigation Plan Update will schedule Kick Off meeting in August for the project. Each of the Missouri counties and communities should review your jurisdictions mitigation activities in anticipation for the meeting. f. MRCKC - Erin reported that a part time MRC coordinator, Terri Roller has been hired MRC provided several first aid stations at recent events - Makers Faire and Smithville July 4 celebration. MRC First aid station committee meets tonight and will discuss lessons learned from recent events and engagement in non-disaster emergency programs. Still working with Catholic Charities of NE Kansas on future housing organization for MRC. Hope to know by end of the month. g. KCTEAM Work Group (MO TBD /Ks Matt May) - Matt provided an overview of credentialing challenges: The State of Kansas and the MARC Region used to be on different servers that housed their badging data (personnel/equipment). In February, we, the MARC region, migrated from our locally hosted server, to the Salamander hosted server. This move was the result of pooling of funds with Missouri Regions A (rural), C and H to create a statewide badging solution for jurisdictions in Missouri and continue use of Resource Manager Web for two years. The State of Kansas also recently moved to the Salamander hosted server. When Kansas moved to the hosted server, Salamander segregated the MARC region s data from the state of Kansas and from the State of Missouri. When this happened, those Kansas jurisdictions that had entered data into the state s system had
their data moved to the MARC Region data silo; this resulted in the loss of visibility of these assets at the State level as well as the ability for these jurisdictions to select and use KS state qualifications. KCTEAM leadership will be meeting with Midwest Card and Kansas representatives to discuss potential solutions. For those that previously had logins to either the State of Kansas system or the local version of KCTEAM will need to get their logins reissued, they do not carry over. Midwest Card developed and posted a video training on functions and use of Resource Manager Web, which can be accessed at: http://missouri.responders.us/ or Kansas.responders.us/. 6. OTHER HOMELAND SECURITY/EMERGENCY SERVICES REGIONAL ACTIVITIES a. Recent and Upcoming Training Three position specific trainings will be offered in July and August. Please suggest the upcoming ICS 300 and 400 training for those who would benefit. More detailed information is available on the MARCwebsite. One or more Table Top Exercises or workshops will be offered in the fall. This is an opportunity to bring community organizations serving vulnerable populations together with Emergency to build or strengthen relationships, learn from each other in an effort to strengthen overall community preparedness.. The workshops will be developed using information on preparedness gathered through a survey that United Way and MARC will be distributing. b. Information about the RHSCC future funding plan has been sent to city and county mangers/administrators asking for their support. Invoices for the contribution will be sent in early 2015 and cover Sept 14- Aug 15. c. Grants closed MO ASPR 13 6/30 and five other grants close the end of Aug. This is a very busy time for planning, training and purchasing to complete the activities for those grants. Next RHSCC meeting July 25,2014 STATE REPORTS a. SEMA Maureen Burke reported Ron Walker is the new director. There is currently no deputy director. Bruce Clemmons or Ron Walker will take feedback on EMPG Grant if Randy Silva is not able to answer questions or concerns. Clay County is hosting the next Region A Coordination meeting on September 9. A SAVE coalition presentation is planned for the meeting. KCVOAD was thanked for their help. b. KDEM No report. OTHER BUSINESS a. Dan Robeson reported that the Kansas three county homeland security council has planned to meet once more this summer. The date was set but may need to be rescheduled. b. Terri encouraged Emergency Managers to join IEM. The first year membership is free. Please look for an e-mail invitation to the November conference. The IEM provides the largest lobbying effort for funding and membership is important. Gene thanked Terry for the monthly newsletter and encouraged membership. ANNOUNCEMENTS
