Eligible Training Provider List Program Approval - Chairman Cook asked for a motion to approve the following programs to be added to the Eligible Training Provider List offered by Central Arizona College: Coding & Reimbursement Certificate, Diesel and Heavy Equipment Technology Certificate, Heavy Equipment Operator A.A.S., Heavy Equipment Operator Certificate, Massage Therapy A.A.S., Massage Therapy Certificate, and Pharmacy Technician Motion by Lynn Parsons to approve meeting minutes as written. Motion seconded Motion passed unanimously Bob Duke (Central Arizona College) recused himself from voting. IV. Information/Discussion/Possible Action - Reports Board Chair Report: Chairman Cook stated that on April 27, 2017 at the Central Arizona College Signal Peak Campus as part of the Arizona Advanced Technologies Corridor Industry Summit. In an effort to attract new businesses and retain the workforce of current businesses in Maricopa, Pinal and Pima Counties in the manufacturing sector, companies are invited to the summit which is focused on the development of a collaborative, regional approach to meeting the needs of Central and Southeast Arizona s advanced manufacturing sector Udo also mentioned that at the next board retreat possibly bringing in a group to give a training on sector academies. Also wants to get the Healthcare sector going as well. Recommendation to Board of Supervisors to submit the ARIZONA@WORK Pinal County Local Workforce Development Plan to the Workforce Arizona Council for Final Approval - Udo reported that the Executive Committee approved the plan for approval to go to the Board of Supervisors but needs it ratified by the whole board. Udo Cook asked for a motion to approve the 2017 plan. Motion made by Lynn Parsons Liz Harris-Tuck. Motion passed unanimously. March 15, 2017 Board of Supervisors Work Session - Udo reported that Joel and Aaron gave a presentation to the Board of Supervisors and asked if Aaron would give an overview of what was discussed. Aaron gave an overview of the presentation regarding jobs that will be coming into Pinal County. ARIZONA@WORK Central Arizona College Access Points Partnership - Udo Cook mentioned that they have met with Dr. Jackie Elliott about placing Access Points in all Central Arizona College 2 P age

locations. Udo clarified that the current Access Points will not be removed. Committee Reports Executive Committee Approval of New Board Members/Resignations: Chairman Cook mentioned that there were four resignations submitted- Yvonne Jenkins (Business) Kristin Jepson (Business) Brad McCormick (Workforce), Tim Tucker (Government and Economic Development) The following new board member applications have been received for membership: o Jackob Anderson (Business) o Patrick Johnson (Business) o Catalina Ybarra (Government and Economic Development) nominated to replace Tim Tucker o Edward Dummitt - nominated to replace Brad McCormick Udo asked for a motion to approve new board member applications which will have to go to the Board of Supervisors for final approval on April 7, 2017. Motion made by Bob Duke. Seconded by Susan Aguilar. Career Pathways Committee - Liz Harris Tuck provided a summary of the March 1, 2017 meeting. She mentioned that they have been working on sector strategies and how to design a career pathway system that clients can use to find out all the options they may have to get to where they need to be. She also stated that they have been looking at the National Career Readiness Certificate and at this time it is tabled until the middle of April. Performance Accountability Committee - Lynn Parsons reported that they have been creating measurements on the six goals from the ARIZONA@WORK Pinal County Local Workforce Development Plan and are awaiting review from staff who are involved in the pilot program to ensure they are aligning with the pilot measurements of success.she also stated that they have decided to have two @ A Glance reports one for the public and one for just the board. They will be working on the board self-assessment as well. By-Laws Committee 3 P age

Ratification of ARIZONA@WORK Pinal County Local Workforce Development Board By-Laws - Udo asked if anyone had any questions about the By-Laws. Bob Duke asked about the Article IV A that was mentioned in the last meeting. Udo clarified that Joel Millman got clarification from the state and it was decided that Ken Hall would have to resign. As far as the Central Arizona College employees, since they do not directly interact with the grant for the Youth Program they are fine. o Udo asked the board to approve the By-Laws as written. Motion made by Bob Duke. Motion seconded. Motion passed unanimously. Financial Reports ARIZONA@WORK Pinal County Local Workforce Development Board Budget - Jayson Vowell provided an update on the current standing of allocations. He shared that at the next board meeting he will have another report which will include the $24,000 board budget. Bob Duke asked why PY16 money is being spent if there is still PY15 money. Jayson clarified that there are different funding structures - administrative and program and when one category is fully expended in PY15 we have to move on to PY16. Economic Development Report Tim Kanavel reported on all the new jobs and companies that are coming into Pinal County. He stated that it is going to take effort from everyone to keep the employers here and creating the proper workforce to fill all the jobs. Udo Cook asked if Julie Leonard could give a highlight about an Advanced Technology Summer Camp. Julie stated that they are working towards getting the younger generation (Junior High) to start taking early college courses to get them excited about their future. Funding options are being explored for this effort. V. Information/Discussion/Possible Action - Local Area Procurements Adult Education (Title II) Grant Approval Review-Recommendation from Executive Committee - Udo asked anyone who is employed with Central Arizona College to please leave the room before discussing the recommendation from the Executive Committee. He stated that the Arizona Department of Education (ADOE) asked that the Board review the four applications that were submitted to in response to an ADOE solicitation to provide Title II services to Pinal County: a) Central Arizona College; b) East Valley Institute of Technology (EVIT); c) Arizona Department of Corrections; and d) Queen Creek USD Adult Education Program. The Board is tasked with a review of each application to assess the alignment with the Pinal County Local Workforce Development Plan. 4 P age

Carol Daniel also stated that there was a form filled out for each applicant that will be submitted to ADOE and they will make the decision on who will get the funding. One-Stop Operator RFP Evaluation Udo Cook stated that under new WIOA regulations we are required to competitively procure a One-Stop Operator. The RFP is posted on the Pinal County website as well as the ARIZONA@WORK Pinal County website. The deadline to submit proposals is April 27, 2017. Adeline clarified that the One-Stop Operator RFP is out and whoever is picked as the One-Stop Operator will also run the Adult and Dislocated Worker programs as well as the Career and Business Center Lobby receptionist function VI. VII. Information/Discussion/Presentation - ARIZONA@WORK Pinal County Pilot - Michael Wisehart, Assistant Director, Arizona Department of Economic Security, Division of Employment and Rehabilitation Services Michael Wisehart presented regarding the ARIZONA@WORK Pinal County Pilot Program. He stated that throughout the whole State they are implementing the Arizona Management System which is a system that is created by the individuals in the center to best fit how they work and streamline the processes within the center. Further discussion regarding the pilot program and how processes are being implemented. Information/Discussion/Presentation - Workforce Arizona Council Update - Paul Shannon, Director, Arizona Office of Economic Opportunity Paul Shannon presented regarding the Workforce Arizona Council (WAC) how long they have been around and their involvement with the Workforce Innovation and Opportunity Act. Further discussion regarding employment requirements within the different government programs like unemployment, TANF and AHCCCS. Tim Tucker reported that DES will have staff at three different prisons to help incarcerated population who are within 60 days of release gain the skills to get back into the workforce. Further discussion on what prisons and what the staff will be focusing on with the incarcerated individuals. VIII. Call to Public Cara Bryant - April 6 th Job Fair with Central Arizona College. She also mentioned that Aaron Moon shared an ARIZONA@WORK icon with them and they have started putting it on their computers and it links directly to the ARIZONA@WORK website. 5 P age

Martha McNair - Stated she would like to volunteer her services with the Healthcare Sector. In June there is a camp for kids who are interested in college and it encourages them to think about their future. It is held in Flagstaff and lasts for a week. They work with JO Combs High School and the graduation rate on the CNA exam has gone from 23% to 75% pass rate. She also mentioned the award and recognition luncheon on April 27, 2017. Aaron Moon - Mentioned the Arizona Association for Economic Development Workforce Symposium on April 11, 2017.Bob Duke Distributed the Central Arizona College Annual Report. Page 4 talks about programs for Lucid Motors. Page 10 talks about TAAACT Grant. Page 11 about 3D printing. Page 20 has Udo Cook mentioned. bob also shared that Dr. Elliott will have listening sessions around the county on meeting current and future education needs in each community. On April 5, 2017 from 4:30 p.m.-6:00 p.m. she will be at the Central Arizona College Signal Peak Campus, April 10, 2017 from 10:00 a.m.-12:00 p.m. she will be in the Saddlebrook Community by Tucson, April 17, 2017 she will be at the Maricopa Campus from 4:30 p.m.-6:00 p.m., April 18, 2017 she will be at the Aravaipa Campus from 4:30 p.m.-6:00 p.m., April 19, 2017 she will be at the San Tan Campus from 4:30 a.m-6:00 p.m., and on April 20, 2017 she will be at the Superstition Mountain Campus in Apache Junction from 4:30 p.m.-6:00 p.m. she will be looking for input from each community. He also that on April 28, 2017 there is a Business and Education Summit. Tim Kanavel - April 12th work session for Board of Supervisors, Dream Port Villages will be giving a presentation and invites anyone to come and hear what they have to say. IX.
