Agenda Item D.2 PRESENTATION Meeting Date: June 17, 2014 TO: FROM: SUBJECT: Mayor and Councilmembers Rosemarie Gaglione, Interim Public Works Director Capital Improvement Program Update RECOMMENDATION: Receive a status report on the City s Capital Improvement Program and provide input to staff regarding the proposed list of projects. BACKGROUND: The City s Capital Improvement Program (CIP) consists of a broad array of projects to improve and/or replace aging infrastructure, address existing deficiencies, and construct new facilities to serve existing and future community needs. Some of the City s CIP projects were inherited from the County upon incorporation while others were identified as part of the City s General Plan Transportation Element. Regardless of how the individual projects came to be, the City s CIP continues to evolve and grow as the needs of the City change. Each year staff provides an overview of the CIP to Council. The last overview of the CIP was provided on May 7, 2013. The presentation will include a summary listing of proposed projects that are scheduled to be worked on over the next several years. A copy of the summary listing of projects is included as Attachment 1 to this report. DISCUSSION: The City s overall CIP includes 75 projects at an estimated construction cost of over $235 million dollars. Of these, there are currently 28 active CIP projects with an estimated cost of over $123 million dollars. This total includes San Jose Creek which is in the final stages of completion. The CIP covers a variety of types of projects including, but not limited to, the construction of new roadways, bike paths, parks, sidewalks, and modifications to existing City buildings, bridges and pedestrian crossings, improvements to major flood control channels and improvements to various drainage facilities.
Meeting Date: June 17, 2014 The City s CIP project list continues to evolve as needs change and new projects are identified. The timing of the individual CIP projects is also subject to change based on available funding, the timing of private development projects, staff capacity and Council priorities. The estimated construction date of any project may be accelerated if new funding is obtained or delayed if funding is delayed or lost. The construction dates listed on the attached summary lists are estimates based on current information. The timelines associated with delivering all the projects as proposed also assumes adequate staff resources are available. As such, staff has included a request for a new full-time Traffic Engineer position as part of the upcoming classification and compensation study that will be coming to Council for consideration soon. The actual costs to the General Fund for this position would be offset by the amount of time charged to development review and capital projects. The City is currently paying an average of $95,000 per year for a contract Traffic Engineer who is here at City Hall one or two days a week. Of that contract amount, almost 60% is reimbursed by development accounts and the CIP. The City also pays approximately $10,000 to $20,000 to a traffic modeling firm to answer questions and provide analyses that could be performed by an in-house Traffic Engineer. We also pay our contract traffic signal maintenance firm to help with signal timing and other operational issues. All of these funds would be better spent towards a full time position to handle these tasks as well as assist with the Bike/Ped Master Plan, conduct regular traffic safety analyses, create a crosswalk inventory and upgrade study, help administer the Goleta Transportation Improvement Program (GTIP) and assist the Senior Project Managers in the CIP division. It is estimated that approximately 75% of the cost of the new Traffic Engineer will be reimbursed by non-general Fund monies. FISCAL IMPACTS: The cost associated with implementing the City s CIP varies from year-to-year based on project expenditures and funding availability. The City s CIP Budget totals $28.1 million in FY 13/14. The unexpended CIP Budget will be rolled over into FY 14/15 on July 1, 2014, and added to the $18.6 million CIP Budget proposed for adoption on June 17, 2014. Staff expects to roll over $15 million from FY 13/14 into FY 14/15, for a total expected CIP Budget in FY 14/15 of $33.6 million. The General Fund has $6.8 million committed for the CIP Budget in FY 13/14 and another $1.3 million committed for FY 14/15, for a total two-year CIP Budget funding commitment of $8.1 million. Staff continues to be successful in obtaining millions of dollars in grant funding for City CIP projects. Each grant award is the result of many hours of work preparing detailed grant applications. However, not every grant application submitted is selected. Staff submits four or five applications on average for every grant awarded. This year staff was successful in securing a Highway Safety Improvement Program (HSIP) grant in the amount of $199,000 to install a HAWK signal at the Hollister Avenue Crosswalk in front of the Goleta Valley Community Center, and an Alternative Transportation Program grant in the amount of $204,000 to create a Bike/Ped Master Plan. Meeting Date: June 17, 2014 staff salaries are paid for out of the General Fund, a majority of these costs are reimbursed by CIP project funds. Since 2007 approximately $1.2 million has been reimbursed to the City General Fund for staff work on capital improvement projects. Legal Review By: Approved By: Tim W.
