Grant Program Coordinator/Training Coordinator FLSA Status: Exempt/Non-Union/Full-Time/Salary Four-year position REPORTS TO: Director of Public Safety SUPERVISES: The Grant Program/ Training Coordinator will receive direction from the Director of Public Safety within a framework of broad policies and procedures and established organization values and processes. The position will provide supervision and direction to members and staff of the WESTCO SAFER group and volunteers of the Bureau of Fire. POSITION SUMMARY: The Grant Coordinator/Training Coordinator is responsible for the development and management of the volunteer recruitment and retention grant program. The coordinator will assist in developing, leading, and implementing comprehensive effective programs that train and certify members of the Hempfield Township Bureau of Fire. This position is a 48-month position funded primarily by a Federal SAFER Grant (Staffing Adequate Fire Emergency Response). will be appointed by the Hempfield Township Board of Supervisors and will work under supervision of the Director of Public Safety. Exercises supervision over members and staff of the WESTCO SAFER group. The coordinator will also provide supervision to Bureau of Fire volunteers during training and emergency incidents. EESSENTIAL DUTIES & RESPONSIBILITIES: 1. Consistently promote a professional image of the Hempfield Township Bureau of Fire at all times. 2. Shall maintain all required records for FEMA SAFER grant management. 3. Manage and provide oversight to all of the various programs and services provided by the FEMA SAFER grant. This includes but is not limited to: coordination of reimbursements, recruitment and retention programming, training, record keeping, and marketing and advertising. 4. Provides supervision to SAFER administrative staff. 5. Provide orientations and seminars relating to the SAFER program to WESTCO SAFER departments. 6. Act as the point of contact for questions regarding the program from WESTCO Safer members and other stakeholders. 7. Provide monthly reporting of the grant program to the Director of Public Safety. 8. Shall work to develop, maintain, and administer training standards, procedures, and training manuals.
9. Responsible for the planning, organizing, directing, coordinating, and/or conducting all training activities of the Bureau of Fire members. Shall also be the point of contact for WESTCO SAFER training activities. 10. Selects instructional staff that assist with meeting department policies and instructional goals. 11. Record and maintain all training records for members completing sponsored training programs to ensure compliance with grant programming. 12. Prepare and coordinate training offerings thru out the county for WEESTCO SAFER members. 13. Participate in policy formation for the Bureau and develop goals and objectives for the training division. 14. Establish a cooperative effort with the Bureau of Fire Departments and WESTCO SAFER members in order to gain insight, input, and feedback for a training programs. 15. Serve as a point of contact for new recruits in order to provide guidance and to answer questions regarding membership and the grant program. 16. Function at both a strategic and tactical levels to analyze data/issues, forecast needs, draw conclusions, and identify potential solutions, project consequences of proposed actions, and effectively implement recommendations for the training of members. 17. Assist in establishing and maintaining effective internal and external relations with those organizations that may assist with training programs. 18. Develop an evaluation plan to collect, analyze and report data for program validation and participant feedback. 19. Provide the Director of Public Safety and grant administrative assistant with training reports on an as needed basis with a minimum of monthly. 20. Lead groups and committees as directed by the Bureau of Fire Committee and/or Director of Public Safety. 21. Responsible for the review and recommendation of policies and procedures for the bureau. Responsible for incorporating these established policies and procedures into training programs. 22. Provide recommendations to the Director of Public Safety and Bureau of Fire Committee on equipment, facilities, and training needs for OSHA, NFPA, NIMS, and departmental policy compliance. 23. Complete reviews of township wide injury reporting. Develop preventative measures when possible. Provide these preventative measures during training programs. 24. Maintain training aides and materials as needed. 25. Acquire training resources according to township policy within established timelines and budget constraints. 26. Attend training, seminars, and coursework related to the scope of position performance. 27. Assist the incident commander with supervision, direction and decisions, on emergency scenes and implement emergency strategies and priorities on the scene as a member of the incident command support staff. 28. Performs related duties similar to the above scope and function as required.
QUALIFICATIONS: Education & Experience 1. High school diploma or general education degree (GED). Associates/Bachelor s degree in Fire Science or Fire Administration or related field preferred. 2. Office of the State Fire Academy current Non-Suppression Instructor certification. Suppression Instructor certification preferred. 3. Pennsylvania Department of Health current Emergency Medical Responder certification. Emergency Medical Technician preferred. 4. Certification to the NFPA Standards for Fire Officer Level 1. 5. Certification to the NFPA Standards for Fire Service Instructor Level 1. 6. Certification to the NFPA Standards for Incident Safety Officer. 7. Successful Completion of NIMS 100, 200, 300, 400, 700, and 800. 8. Valid State of Pennsylvania driver s license with a good driving record. Necessary Knowledge, Skills, & Abilities: 1. Comprehensive knowledge of fire department training programs, applicable codes and standards, and instructional methodologies. 2. Ability to create and maintain training records. 3. Ability to write reports and analyze data. 4. Ability to provide guidance, assistance, and/ or interpretation to others, such as the public, fire bureau members. And WESTCO SAFER members relative to fire and life safety training and education initiatives: policies, procedures and standards to specific situation. 5. Ability to communicate fluently in written and spoken English. 6. Ability to communicate effectively, orally and in writing. 7. Ability to work and communicate with people of all ages and socioeconomic groups. 8. Ability to develop and maintain effective working relationships with Bureau of Fire volunteers, Township employees, WESTCO SAFER members, external stakeholders, and the public. 9. Ability to solve practical problems, and deal with a variety of concrete variables in situations where only limited standardization exists. 10. Ability to independently perform a full range of training duties. 11. Ability to handle multiple tasks at one time, and devise solutions to immediate problems without much time for consideration. 12. Skills in operating a personal computer with a general understanding of word processing, spreadsheet preparation, database development. File maintenance, and the ability to learn other computer applications. 13. Ability to remain clear headed and diplomatic in stressful situations. 14. Ability to pass all criminal history and child abuse clearance requirements.

Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office and firefighting equipment. A physical performed by a physician may be required. Work Environment: The work environment characteristics described here are representative of those the coordinator encounters while performing the essential functions of this position. The regularly scheduled hours for the position are Monday thru Friday from 7:30 am to 4:30pm. However, it should be noted that at times hours and days of work may be irregular. The employee may work various shifts and days at the direction of the Director of Public Safety. The coordinator will attend various meetings that may be held during daylight and evening hours. The individual will have extensive contact with the public and may need to lead discussions or presentations at various times throughout the day. The employee will need to travel to various fire departments in the county to obtain participant feedback, training, and review records. It will be necessary that the coordinator travel in his/her personally owned vehicle. It may be necessary to respond to emergency responses to support emergency operations. The environment may include extreme heat or cold, long periods without rest, confined spaces, heights in excess of 10 feet, and other environments encountered during various training and emergency evolutions.
