They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Mission Support Command, Office of the Chief of Staff, Intelligence Oversight Office, Fort Belvoir, VA. In addition, some jobs also require: - Transcripts - Copies of job-related Licenses or Certificates This is a Career Program Position (CP) 35 Duties: Serves as the Command Physical Security Officer (PSO), responsible for managing and conducting oversight on all aspects of physical security to include but not limited to arms rooms, Sensitive Compartmented Information Facilities (SCIFs), and guard force/access control operations, under the Operations Support Division of the Assistant Chief of Staff, G-2. The selectee will manage physical security resourcing requirements, to include POM submission, spend plans, and execution of the Army s QPSM MDEP. Trains and mentors security specialists on physical security standards across the Army and Intelligence Community Enterprise. Lead the physical security initiatives for command inspections. Represent the Assistant Chief of Staff, G-2, at meetings where physical security expertise is required, providing appropriate level of technical expertise and coordination with senior leaders.

Experience required: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You will receive credit for all qualifying experience, including volunteer experience. To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-13). Specialized experience is defined as progressively responsible intelligence-related security work directly related to physical security. Progressively responsible experience includes serving as a MACOM physical security specialist responsible for the development and implementation of plans, policies, and procedures for safeguarding personnel, government property, information and programs (collateral, SAP, and SCI). Manages and coordinates physical security programs with staff action personnel of the Intelligence Community (IC), DOD, HQDA and INSCOM. Provides technical assistance regarding Physical Security and SCI Management to HQ INSCOM and INSCOM MSCs. Develops, prepares and presents information and facts for briefings, reports, staff correspondence and messages. Develops and evaluates physical security and SCI management training programs and exercises to assess the security posture of personnel, sites and facilities You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: Mastery Level of technical knowledge and understanding of Department of Defense Physical Security standards Mastery Level technical knowledge of Intelligence Community Directive 705 technical specifications Skill in conducting oversight inspections, providing guidance and training/mentoring personnel Ability to apply or recommend changes to National, DoD, DA and IC policy guidelines regarding facility security Ability to interpret national, DoD and Army policy that leads to obligation of funds to protect facilities, personnel, and information Ability to work across with the INSCOM staff, with IC accrediting officials, and with members of the Army staff to promulgate decisions and policy to subordinate units.

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series. CONDITIONS OF EMPLOYMENT 1. Employee must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI). 2. The incumbent may be required under-go a random counterintelligence scope polygraph examination with no deception indicated. 3. Temporary Duty travel (TDY) may be required approximately 20% or more of the time. 4. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. 5. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. 6. Employee must submit to participate in the Defense Security Service s Security Professional Education Development (SPeD) program, attaining a minimum of the Physical Security Certification within one year of selection to the position, and the Security Fundamentals Professional Certification (SFPC) within two years of selection to the position. 7.
