ABOUT THE MANUAL The Ministry of New and Renewable Energy (MNRE) under the aegis of Jawaharlal Nehru National Solar Mission (JNNSM) has proposed specific targets for Grid-Connected Solar Rooftop Project. The State of Andhra Pradesh (AP) is assigned a target of 2,000 megawatt (MW) for fiscal year (FY) 2021-22. Successful installation of a Grid-Connected Solar Rooftop Project in a time bound manner requires interaction between multiple entities. The entities, which are the stakeholders of the solar rooftop program in AP include the following: Consumers of the AP Distribution Companies (DISCOMs) System Installers New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) Southern Power Distribution Company of Andhra Pradesh Limited (APSPDCL) Eastern Power Distribution Company of Andhra Pradesh Limited (APEPDCL) Directorate of Electrical Safety Chief Electrical Inspector to Government of Andhra Pradesh (DES CEIG) Banks and Financial Institutions (FIs) For a consumer/system installer to install a grid-connected solar rooftop system in a time bound manner with informed decision making, the need to develop an online platform providing information and enabling inter and intra stakeholder interaction was essential. Therefore, the Unified Solar Rooftop Transaction Portal (USRTP) was developed with the support of the United States Agency for International Development (USAID) Partnership to Advance Clean Energy Deployment (PACE-D) Technical Assistance (TA) Program. The purpose of this Consumer User Manual is to provide an easy-to-follow, step-by-step, comprehensive guide to assist Consumers to access the USRTP to facilitate Interconnection and Subsidy Application in the State of AP. This manual will guide Consumers regarding the use of USRT. The functions and the processes to be followed are described in detail to aid the user in the use of USRTP. Once registered Consumers may seek the help of System Installers in navigating through the online process of the USRTP. 1 Consumers Registration Process 1.1 REGISTRATION Consumers shall mandatorily register themselves on the portal to apply online to facilitate grid connectivity of the solar rooftop system. The following steps shall be carried out by the Consumers to register on USRTP: 1. Click on Apply Online tab on the USRTP website to access the Login page. 2. Click on New User Registration as shown in Figure 1. 3. A category selection page shall appear which has different Applicant Category Types mentioned. The Consumer shall select an appropriate applicant category from the options Residential, Institutional, Social Sector, Government Buildings, Government Institutions and Private, Commercial, and Industrial Sector to register as shown in Figure 2. 4. Click on Register Now corresponding to the appropriate Applicant Category Type. The type of registration form required to be filled shall vary for different Applicant Category Type. Selection of the appropriate Applicant Category Type shall determine the eligibility to apply for subsidy. Figure 2: Applicant Category Selection for Registration 1.1.1 Registration as Residential Consumer Click on Register Now. The page as shown in Figure 3 shall appear. Figure 3: Registration Form for Residential Consumer The Consumers shall fill in basic information details and click on Save to register themselves on the portal. During registration, the Consumer shall provide an Email ID and a Password of their choice. as this shall be an authentic Login ID and Password for the Consumer to access USRTP. Note: All field marked with asterisks (*) are mandatory. Consumers may share their registered Login ID and Password with the System Installers for performing the further process steps. 1.1.2 Registration as Institutional/Social Sector/Government Buildings/Government Institutions/Private, Commercial, and Industrial Sector Consumer The Institutional/Social Sector/Government Buildings/Government Institutions/Private, Commercial, and Industrial Sector Consumer, who are Non-Residential Consumers shall enter the Basic Information and Contact Person Information details as shown in Figure 4. Click on Save to register on the portal. Figure 4: Registration Form for Non-Residential Consumers During registration, the Non-Residential Consumer shall enter an Email ID and a Password of their choice as this will be an authentic Login ID and Password to access the USRTP. Note: All field marked with asterisks (*) are mandatory. Consumers may share their registered Login ID and Password with the System Installers for performing further process steps. After successful registration, the applicant shall view the acknowledgement message as depicted in Figure 5 indicating that the registration has been successfully completed. Figure 5: Registration Confirmation The Registered Applicant shall directly login to the portal by clicking on Return to Login from the registration confirmation message page (Figure 5). 2 DISCOM Application Process 2.1 CONSUMER DASHBOARD The Registered Applicant shall login into the portal using their registered Email ID and Password. Once logged in, the Registered Applicant s homepage shall appear as illustrated in Figure 6. Immediate Action Points Apply Stepwise Process for DISCOM Application. Click on Step Number for Action. DISCOM Application Status Subsidy Status Figure 6: Registered Applicant s Homepage To fill and submit the DISCOM Application Form 1(A) DISCOM s Application Form for Solar Grid Interactive Rooftop and Small SPV Power Plants, the following steps shall be followed: 1. Go to DISCOM Application menu on the Registered Applicant s homepage. 2. Here two sub-menus shall be displayed as shown in Figure 7. i. Apply for Solar Rooftop ii. Figure 7: Registered Applicant s Menu Bar 3. Click on Apply for Solar Rooftop to fill Form 1(A) and apply for interconnection of the solar rooftop system. 4. After submission of application, click on Track Solar Rooftop Application to track stepwise status of the application and take further action steps. Alternately, click on the Step number displayed at the top of the dashboard to take the next action. The active step number shall appear Blue. The completed steps shall appear Green and the inactive steps shall appear Grey. The Dashboard shall allow tracking of the Status of the DISCOM Application Process and Status of Subsidy process. The Active steps shall appear Blue and completed steps shall appear Green. 2.1.1 DISCOM Application Form 1(A) The DISCOM Application Form 1(A) is developed under the heads of Site Details, Communication Details, ID Proofs, Consumer Bank Details, and Declaration. The steps to be followed while filling Form 1(A) are as follows: 1. The Registered Applicant shall enter their Service Connection Number (S.C. No.) as depicted in Figure 8 and click on Show. The S.C. No shall be mentioned on the electricity bill of the Consumer. Entering the S.C. No. shall fetch Consumer specific information from DISCOM database. This information shall include the following: i. Consumer Name ii. iii. iv. Consumer s Father/Husband s Name Connected Load Contracted Load v. Phase Type vi. vii. Category Address of the Site of Installation (can be updated if incomplete/incorrect address appears) 2. Enter details required under section Site Details as depicted in Figure 8. i. ii. iii. iv. Select district of the proposed solar rooftop plant s location. Based on the selected district, the Section list shall be displayed in the Section Name field. Select an appropriate Section Name as mentioned on the consumer electricity bill. Select Connectivity Level mentioned on the electricity bill based on consumer category. v. Click on Map to enter plant location* details of Latitude and Longitude. Page displayed in Figure 9 shall appear. Details fetched from DISCOM database as per S.C. No Enter S. C. Stage 3: Rectify Interconnection Application Form 1(A) On receiving response from DISCOM, the Consumer dashboard gets updated. The Registered Applicant shall view the response via the following steps as shown in Figure 21. 1. Click on DISCOM Application Menu. 2. Click on Track Solar Rooftop Application sub-menu and Track Solar Rooftop Application page shall appear. 3. Check the Approval Status for Technical Feasibility Determination. 4. Select one from the options I accept the connectivity at the reduced capacity of kwp as intimated by the DISCOM vide letter dated and request the DISCOM to process the case or select I withdraw my application. 7. If the DISCOM has intimated both Deficiencies in Application and Technical Constraints via Form 3(A), perform all the steps from Step 3 to Step 6 as described above. 8. 3 Subsidy Application 3.1 CHECK ELIGIBILITY FOR SUBSIDY After receiving confirmation of technical feasibility through the Letter of Approval (Form 5) from the concerned DISCOM, the applicant can start applying for the subsidy. 1. The Registered Applicant shall click on Subsidy menu and then Apply for Subsidy sub-menu as shown in Figure 44, or shall click on the Step numbers displayed on the dashboard. 3.6 REQUEST FOR JOINT INSPECTION On successful completion of Installation and Synchronization of the solar rooftop system, the Registered Applicant shall visit the Track Subsidy Application sub-menu and request for Joint Inspection Time Slot Allotment by clicking the Action icon after receiving synchronization Certificate from the DISCOM. The page depicted in Figure 84 shall appear. The Registered Applicant shall provide his comments (if any) and Save the request. Figure 84: Request for Joint Inspection Time Slot Allotment 3.7 CONFIRMATION OF ONE TIME SLOT FOR JOINT INSPECTION After applying for Joint Inspection visit, the DISCOM shall allot three time slots to the Registered Applicant. The Registered Applicant shall confirm one timeslot for the Joint Inspection Visit by clicking the Action icon in Track Subsidy Application sub-menu. Click on submit to schedule the site visit.
