Are You Really Ready? The Critical Role of Fleets Before, During and Post-Disaster Disaster Planning Pre-conference - April 23, 2018, 12:30-5:30pm* Harvey, Irma, Juan, floods, fires, and ice. It doesn t matter where you are located, fleet professionals must plan and respond to disasters. With fires raging in California and Western Canada and hurricanes and torrential floods hitting the Midwest, this year has been epic in generating lessons learned from preparation through execution to post-event. Hear from Fleet Managers who planned for it, lived through it, and learned from it! Schedule: 12:30-1:00 Networking Lunch 1:00-1:40 Session 1 Getting Your Trucks in a Row Natural and man-made disasters can happen at any time. Does your organization have a plan to deal with the aftermath? Advance preparation is the key to dealing with challenges that arise in times of crisis. It is crucial to the success of your recovery efforts to have your emergency operations plans in place. Does your organization partner with FEMA? FEMA s mission is to support citizens and first responders to work together to build, sustain and improve capacity to prepare for, protect against, respond to, recover from and mitigate all hazards. Since a large part of its role is preparation, Fleet Managers can benefit from a close relationship with FEMA as they develop their emergency plans. 1. Establish a relationship with FEMA 2. Develop a plan to deal with any disaster 3. Work closely with State/Province and Federal agencies for best results Moderator: Bryan Flansburg, CAFM Longmont Emergency Unit Bryan Flansburg, CAFM has been involved with Fleet Management for over half of his life. With 30 years of fleet experience, 28 of those with the University of Colorado. Bryan started his career with a 4-year stint in the Military. He has held positions as maintenance manager, fleet manager, and 18 years as the Director of Transportation Services at the University of Colorado. Bryan is an active member of NAFA Fleet Management Association. Previously serving terms in appointed and elected positions at a local and national level, where he is currently the President. Bryan received NAFA s distinguished Larry Goill Award in 2011 for innovative fleet ideas and NAFA s Excellence in Education Award in 2015.

Presenter: Patti Early, CAFM Florida Power and Light Patti Earley, CAFM has worked in various capacities in fleet management for over 30 years. She managed the Transportation Department at South Dakota State University, held the post of Deputy State Director of Fleet and Travel Management for the State of South Dakota and is currently the Fleet Fuel Operations Specialist for Florida Power and Light. During her career, her responsibilities have included vehicle and equipment purchasing and remarketing, budgeting, risk management, fueling operations, maintenance shop operations and aircraft operations. Patti is an active member of NAFA Fleet Management Association and is currently serving on the Association s Board of Directors as Senior Vice President. She also serves as an Ambassador for the National Biodiesel Board and is an appointed member of the U.S. Department of Transportation s Emergency Route Working Group. 1:45-2:30 Session 2 During the Disaster Conducting Business as Usual Gas stations need to pump fuel, grocery stores need to sell food and first responders need to carry out normal functions; all while dealing with the austere conditions the disaster has created. Adding to the stress of this, employees are worried about their own homes and families. Even when these businesses succeed in keeping their doors open, how do fleets access these services during the emergency? 1. Plan for continuous operations during emergencies 2. Build surplus capacity to deal with every contingency 3. Keep your doors open while you provide relief response Moderator: Jennifer Walls, CAFM City of Austin Jennifer s responsibilities include management oversight of the Vehicle Maintenance, Vehicle support and Operations support divisions of the City s Fleet Department. These divisions are responsible for the acquisition, maintenance, fueling and disposal process for the City s 6500+ vehicles and pieces of equipment. In her capacity as Fleet Officer, Jennifer is responsible for implementing the City s environmental initiatives through the development of overall strategies, policies and procedures designed to reduce emissions in the fleet and she has led the city through the adoption of alternative fuel and hybrid /electric vehicles and fueling infrastructure. Additionally, she has been recognized as a leader in the development of critical automotive internships in collaboration with the local school district. She has been a member of the Fleet team for 18 years.

Presenter: Ray Brisby, CAFM Calgary Fire Ray Brisby, CAFM is the Fleet Manager for the Calgary Fire Department in Calgary Alberta Canada. Ray has over 30 years experience in the fleet industry, primarily in the maintenance and management of municipal and emergency services fleets. During his career Ray has been instrumental in implementing a mindset of continual improvement in the fleets he has managed, through Green Fleet initiatives, process reviews, and achieving multiple ISO registrations. Ray is proud to be an instructor for NAFA's CAFM/S program and educational seminars, and has served with the Certification Development Committee since 2011. Ray has held several other positions within NAFA, both at the chapter and national levels, and in 2017 was appointed to NAFA's Board of Directors. 2:30-2:50 Networking Break by 2:50-3:30 Session 3 During the Disaster Executing Relief Operations When disaster has struck and your organization has been called into action, what does the Fleet Manager need to consider in order to support the response force? Knowing how to work within a State of Emergency, and under a formal Incident Command Structure, is paramount in order to execute an effective emergency response. 1. Execute the mobilization plan to enable the movement of resources 2. Support the Logistics Section with access to fuel, materials, and supplies 3. Create plans to deal with the unexpected keeping the fleet up and running 4. Develop the demobilization plan, preparing to begin recovery operations Moderator: Ray Brisby, CAFM, Calgary Fire

Presenters: Joe Suarez, Director Fleet Services Florida Power & Light Joe Suarez is director of fleet services at Florida Power & Light Company (FPL). He is responsible for the automotive and construction equipment fleet for the company, including acquisition, maintenance, and disposal. Mr. Suarez s duties include responsibility for all vehicle garage operations, activities to ensure compliance with legislative and public agency guidelines, Federal and State rules and regulations, and taxing requirements. Mr. Suarez also has responsibility for much of the automotive and construction equipment fleet for NextEra Energy Resources, including all wind sites, solar, fossil, generation repair and service, and Lone Star Transmission. The Fleet organization has 116 employees, all based in Florida. Mr. Suarez has more than 30 years of human resource and operations experience, and is a recognized leader in employee and labor relations, strategic workforce planning, training and development and project management. Mr. Suarez has worked as a senior human resources manager, senior labor relations consultant and in various bargaining unit positions within power delivery and Western Area Power Administration U.S. Department of Energy. Kevin Ferari, CAFM Texas DOT Kevin Ferari, CAFM is the Deputy Director of the Fleet Operations Division at the Texas Department of Transportation with over 35 years of experience in transportation and logistics, including the last 25 years in fleet management as a private fleet manager, public fleet manager, and fleet management consultant. Fareri has served in the following education and training capacities for NAFA: twice on the CAFM Certification Board (2002-2004 & 2011-2014), FleetED Committee (2007-2013), Project Leader on NAFA s Professional Development Guide (2008-2011), instructor at the Fleet Management Seminars, Risk Management instructor at the CAFM Boot Camp at the 2012 Institute and Expo, 2010 Institute and Expo Curriculum Committee member, Education Development Committee member, and Vice Chair for the Southwest Chapter.

3:40-4:20 Session 4 After the Disaster Excelling at Recovery Operations Now that the disaster has passed, how do your organization and your community recover? Whether you work for a public service or a commercial fleet, there are steps you can take to ensure you are prepared to respond and deal with the aftermath. Having a plan in place and executing that plan is critical. 1. Create a plan that will address your recovery needs (including cost recovery) for any event 2. Work with your insurance carrier to file and expedite your claims 3. Find the proper channels for disposal of damaged assets and equipment Moderator: Patti Early, CAFM, Florida Power and Light Presenters: Patrick Burnet, AVP, Technical Claims Material Damage Nationwide As the Associate Vice President of Property & Casualty Claims Material Damage, Patrick has overall accountability for the Material Damage operation and leads Material Damage strategy, technical performance, policy/procedure development, On Your Side Repair program oversight, and partner relationships for Nationwide Insurance. Patrick is a native of Dallas, Texas. He earned his undergraduate degree in Business Administration from the University of Texas at Arlington. He later earned an MBA from LeTourneau University in Texas. Alex Moore Copart Alex Moore- Copart - Director of Account Management/CAT - Alex has 11+ years experience with salvage recovery and catastrophe response. He has a proven track record of strategic planning, execution, and recovery. Alex and his Copart team are looked at as industry leading experts in catastrophe response.

4:30 5:30 Session 5 Disaster Survivor s Panel Hindsight is 20/20 These fleet professionals encountered high profile natural disasters, and survived! They will share their stories in order to arm attendees to cope in similar situations in the future. Panelists will address topics such as securing your fuel supply, accounting for employees and pre-positioning equipment. They will also take your questions which you can text to the Moderator during the session. 1. Meet fleet professionals who were integral during recent natural disasters 2. Ask questions in order to be better prepared in the future 3. Learn what these survivors would have done differently Moderator: Katherine Vigneau, CAFM NAFA Lieutenant-Colonel (retired) Katherine Vigneau spent 26+ years in the Canadian Army holding various positions in logistics and transportation in Canada and abroad. From 1998 to 2001 she held the post of Fleet Manager for the Department of National Defence, responsible for policy oversight and management of a fleet of 32,000 vehicles. Katherine retired from the military in October 2010 to open her own business, KMVS Fleet+ Consulting and has spent more than seven successful years in business serving clients such as NAFA, NATO, the United Nations, the Canadian military, and other government and corporate organizations. She is a regular columnist for Canada s Fleet Digest where she writes about fleet and training and development issues Since November, 2014, she had held the post of Director of Professional Development for NAFA Fleet Management Association where she is responsible for the all of NAFA s education and certification programs.
