BACKGROUND Value Behavioral Health of Pennsylvania (VBH-PA)/Beacon Health Options maintains a comprehensive network of providers for providing services to individuals in need of outpatient substance use disorder treatment services for HealthChoices recipients living in Westmoreland County. This extensive network provides a diversity of location, choice and specialization for all of these HealthChoices members. Despite this comprehensive network, an unmet need has been identified for outpatient, intensive outpatient and partial treatment programming for adolescents in Westmoreland County. Value Behavioral Health of Pennsylvania (VBH-PA)/Beacon Health Options in partnership with Westmoreland Drug and Alcohol Commission, Inc. and Southwest Behavioral Health Management (further recognized as the Partners ) are seeking proposals from agencies interested in providing outpatient, intensive outpatient (IOP) and partial hospitalization services for Westmoreland County adolescent HealthChoices residents. Contingent upon the availability and approval of potential funding, the Partners may be able to financially assist the awarded provider with up to $100,000 in start-up costs. If funds become available they may be utilized at the sole discretion of the Partners to assist with costs related to facility or real estate purchase, renovation or purchase of fixed assets or operational start-up costs. The award of a contract pursuant to this RFP is NOT a guarantee of funding for the awardee. All services provided for these levels of care must adhere to all respective federal, state and local standards and regulations. TARGET POPULATION Westmoreland County HealthChoices eligible adolescents who would benefit from outpatient, intensive outpatient or partial treatment services living in Westmoreland County. SERVICE OBJECTIVES Increase the availability and access to community-based outpatient, intensive outpatient and partial substance use disorder treatment services for adolescents; Meet the treatment needs and assist with the recovery needs of adolescents as they move toward long-term recovery; Through ongoing professional collaboration, develop strong alliances with the other service agencies, community supports and collateral organizations.

MINIMUM QUALIFICATIONS All applicants must meet the following minimum qualifications to be considered for this procurement process: 1. Must possess a current license in Pennsylvania to provide substance use disorder treatment services. 2. Must possess or be able to secure a license to provide substance use disorder outpatient and partial treatment services. 3. Currently be or able to become credentialed for these services with Value Behavioral Health of Pennsylvania/Beacon Health Options. Additional Preferred Qualifications: 1. Have experience building collaborative relationships with other human service agencies, as well as knowledge of other community support resources for this target population; 2. The applicant agency should be recovery-focused, offering addiction treatment and recovery support to enhance pre-recovery engagement, recovery initiation, long-term recovery maintenance, and quality of personal/family life in long-term recovery. INTENT It is the intent of the Partners to solicit proposals with the intention of executing a contract. This notwithstanding, any proposal shall be submitted with the following expressed understanding: This Request for Proposals is not subject to the competitive bidding process and any contract entered into as a result of any proposal will not be based on the concept of the lowest cost applicant ; The Partners have the right to reject any and all proposals at any time during the process; The Partners reserve the right to reject any applicant that does not sufficiently document that they meet the minimum qualifications to respond to this RFP; The Partners may modify the selection process or the scope of the project or the required responses at any time; All costs of developing proposals and any subsequent expenses relating to contract negotiations are entirely the responsibility of the applicant and may not be charged to the Partners. INCURRING COSTS The Partners are not liable for any costs incurred by applicants for work performed in preparation of a response to this RFP. PROPOSAL REVIEW The Partners reserve the right to reject any and all proposals received as a result of this RFP and to negotiate separately with competing applicants. If all proposals are unacceptable, the Partners reserve the right to reject the proposals and to issue a new RFP. The Partners also reserve the right to reject a proposal at any time during the process. The proposal and all the materials submitted with the proposal will become the property of the Partners upon submission. SELECTION/REJECTION PROCEDURE Applicants whose proposals are selected will be notified in writing as to their selection. Applicants whose proposals are not selected will also be notified in writing by VBH-PA. Applicants responding to this RFP will not receive any feedback on the quality of their responses or the selection process.

RFP AWARD CONDITIONS Following award of the RFP, in order to secure a contract with VBH-PA/Beacon Health Options for payment of this service, the provider must be able to complete the following steps. If the chosen provider cannot complete any of these steps, they will be determined ineligible to continue the process: Secure the appropriate licenses from DHS; Successfully complete the VBH-PA credentialing process to become a provider of these services in the VBH-PA network; The award resulting from this RFP does not ensure that the need is sufficient to support the development and/or sustainability of this service. UPON AWARD The provider can expect to be reimbursed at the standard VBH-PA rates for these substance use disorder treatment services. If deemed necessary, the provider can expect a contract for these substance use disorder services from the Westmoreland SCA. There is no commitment by the Partners on anything beyond what is directly stated in this RFP. There is no page limit to responses; 4. All responses must be typed using 12-point font; 5. Additional supporting or requested documentation should be attached as Appendices.

REQUEST FOR PROPOSAL Please provide the following information regarding your interest in and your ability to develop and provide these treatment services for individuals with substance use disorders. 1. Please describe in detail the agency s background, experience and present activity as well as the philosophy of the organization, which will enable it to successfully provide the proposed services in the following areas: a. at the administrative level (10 pts) b. at the direct service level (10 pts) 2. Describe your agency s experience in collaborating and coordinating with other community service agencies, support and collateral organizations. Describe how the agency will collaborate with agencies and others to better serve the targeted population. (10 pts) 3. Describe the agency s purpose in offering these treatment services for substance use disorders. Articulate the agency s goals and objectives in meeting the needs of these individuals. If the agency believes it has unique characteristics that would directly benefit these individuals, please describe. (10 pts) 4. Describe in detail some of the characteristics of the individuals to be served and how these characteristics would be addressed. (10 pts) 5. If the agency considers itself to be a specialist in treating certain diagnostic categories or disorders, please describe and provide any relevant supporting documentation. Also, if the agency considers itself a specialist in serving other special populations, please provide specific information and any relevant supporting documentation. (10 pts) 6. Address the following sections for these proposed services: a. Describe the agency s proposed staffing structure for these services (i.e. # of administrative staff, direct treatment staff, clerical support staff and all other staff related to the delivery of proposed services). Describe the required qualifications and job responsibilities of each program staff member. (10 pts) b. Please attach an organizational chart depicting the structure of these programs. Also attach an organizational chart depicting where these proposed programs fit into the agency s overall organizational structure. (5 pts) c. Provide a complete description of the proposed outpatient, intensive outpatient and partial programming. Provide detailed information on the program components for each of these services, including but not limited to: admission criteria, intake process, engagement efforts, length of service, provision of individual vs. group sessions, direct treatment service modalities, any specialty groups, etc. (20 pts)

d. Describe how the agency expects to conduct the assessment and treatment planning processes (e.g., What instruments will be engaged to perform assessments? What will be the agency s treatment review process and discharge planning process? What mechanism will be used to ensure that the member and family member, if relevant, will be included in the treatment planning process?). (20 pts) e. Define the basic elements of each program s services. Include program specific goals and objectives, and describe how goals and objectives will be measured. Clearly outline the specific services to be provided, including hours of activity and staff/participant ratios. (10 pts) f. Describe what measures will be in place to identify discharge indicators. Be sure to fully explain how the agency will identify and address treatment progress and quality of life indicators and individual feedback in an evaluation process. (10 pts) g. Describe how the agency will work with the individual s family or significant others to address clinical issues and build upon specific strengths within the relationship as a part of treatment planning. Outline how the family will be engaged and utilized in the individual s treatment and recovery. (10 pts) 7. Describe how the agency will serve individuals with co-occurring disorders (i.e. mental health and/or intellectual disability in addition to substance use disorder). (10 pts) 8. Describe the role cultural competency plays in the delivery of the proposed services and throughout the agency. Outline specific activities in the proposed program which will address and improve cultural relevance of the program for individuals. Explain how cultural differences will be integrated into these programs and in what capacity can cultural competency serve as the mechanism for addressing behavioral health disparities in these programs and in the agency. (10 pts) 9. Describe your agency s commitment to the concepts of recovery and resiliency. Explain how you intend to ensure ongoing program focus on the concepts of recovery and resiliency, including how participants will be involved in the planning and implementation process. (10 pts) 10. Provide a summary of how the agency will ensure ongoing internal quality monitoring and improvement, quality assurance and outcome measurements for these services. (10 pts)

Outcome measures should be based on recovery/resiliency-oriented principles such as: Improving quality of life Individual and family/support system satisfaction Improving community and educational integration Participation in meaningful activities and social relationships Discharge Choice Peer and Community supports Achieving positive clinical outcomes REQUIRED ATTACHMENTS IF THESE REQUIRED ATTACHMENTS ARE NOT PROVIDED, THE SUBMISSION WILL NOT BE CONSIDERED COMPLETE AND WILL BE EXCLUDED FROM THE REVIEW PROCESS. 11. Attach all the necessary documentation to demonstrate that your agency meets each of the below listed Minimum Qualifications to respond to this RFP. Please ensure that the documentation is current and reflective of the appropriate minimum standard. Also, for appropriate criteria listed below, provide a timeline outlining when your agency can be expected to complete/meet the criteria. a. Must currently possess a current license in Pennsylvania to provide substance use disorder treatment services (Attach current license your agency holds for substance use disorder treatment). (0 pts -required) b. Must possess or be able to secure the appropriate licenses to provide the outlined substance use disorder treatment services. (Attach current license or outline proposed action steps and timeframes necessary to achieve this expectation.) (10 pts) c. Must be able to complete the VBH-PA/Beacon Health Options credentialing process to provide these services to HealthChoices members. (Attach action steps and timeline expected to achieve credentialing. If already credentialed with VBH-PA/Beacon Health Options, please attach documentation). (10 pts) 12.
