Appendix 4 Consultation Summary
The following Summary provides a detailed list of consultation and engagement activities directly and indirectly associated with the Saleski Phase I Project. Reports have been edited to delete matters not associated with Phase I Project for clarity. (Alphabetical Listing unless individual is part of a group event) Chief Gordon Auger 21 May 2010 Derek Keller Summary: Derek Keller discussed the May 5th, 2010 Germain Demonstration Commercial Project Amendment workshop and indicated to the Chief the 5,000 barrel per day facility is planned to be build after the Saleski Pilot start up. The chief did not offer any concerns on either the Saleski Pilot project. Stakeholder Comments: The Chief indicated that he would like to see Laricina continue to use the BCN companies (BOSS, North 8, and Bigstone IMS) and seek other economic development opportunities for North 8, operator employment through BOSS and a business that could service the area camps. Chief also relayed that the BCN was looking into adjusting their consultation protocols and indicated that he would have the consultation office pass these off when they are finalized. This last point confirmed the message from the Consultation Laricina received during the May 5th meeting. The Chief reviewed the Laricina-produced DVD called People of the Lands and approved it. He asked Laricina to provide copies to the Admin office and schools. Team Response: Laricina will provide copies of the DVD to the Admin office and to the schools. These actions are complete. August Beaver Trapper # 2583, SITE VISIT 15 Sep 2010 Saleski Camp and plant Derek Keller Summary: August travelled with on a site visit to Laricina s leases. Stakeholder Comments: August was happy for the opportunity to come to see the plant. He seemed very interested in what was happening there. He had a good idea of what we were doing there, based on his earlier work experiences. August commented on the good job Laricina does notifying trappers on what is going to happen and that way they can stay out of that area. It was also good of the company to use the trappers for the environmental work. He was involved with putting up the cameras and checking on them. August Beaver Trapper # 2583, look over the Germain area where the assessment will be done on his trapline. Secondly, to visit the Saleski plant site so he can have an idea on what the plant will look like on his trapline. 2 Nov 2010 BCN 7 Dec 2010 office Derek took Mr. Beaver on a mini tour of the plant and explained the process. Martin Beaver Trapper # 57, 7 Dec 2010 office Mike Beaver TLU Advisor and Trapper Coordinator, Bigstone Cree Nation 14 Sep 2010 Wabasca Summary. Update on Laricina s plans at Germain and Saleski Stakeholder Comments: Mike had no issues with the plans. Simon Cardinal Trapper # 166, 15 Nov 2010 Summary: Simon Cardinal came to the office to inquire about his compensation cheque. Stakeholder Comments: Simon wanted to know when his cheque would be ready. Simon was happy with the amount and that he will plan on coming to the office at 10:00 am to check. Simon asked if Laricina could assist with clearing an access to a location near the Livock River to the north. He thought there might be December 2010 Appendix 4-3
Simon Cardinal Trapper # 166, a place in the area where he could build a cabin. Simon said yes to the idea of going to Saleski to look for a site for his cabin and to go to the camp. Simon shook hands with Ray and thanked him for his help. Team Response: Ray informed Simon that Calgary office is still working on the matrixes for the trapper compensation cheques. Ray contacted Kathy to confirm that Simon's matrix was completed and the amount listed was correct. Kathy confirmed that Simon's compensation amount was correct and that his and two other trappers' cheque requisitions were sent in on Friday, November 12th. Ray advised Simon that BCN GIR staff would also be present when we meet to discuss the winter work and to discuss the matrix. Ray asked Kathy if there was any chance that the cheques would be ready by Monday so they could be sent on the plane on Tuesday. He informed Simon that if he built a cabin near the road, it would be safe from vandalism or thefts because of the security. There is always traffic; Laricina could watch his cabin for him. We still need to find a place for the cabin. Ray informed Simon that he would take him to the Saleski area as soon as he is ready. He will also take him to the camp and give him a tour of the Pilot plant. Response: No. We are using non-saline water 200-300 metres below the surface. Question: Will wastewater harm the environment? Response: Wastewater is injected deep underground where there is no connectivity to waterways and will not seep to the surface. Laricina has to conduct yearly tests to show that the waste water remains isolated. December 2010 Appendix 4-6
Question: Will Laricina monitor creeks around the facilities and what will we monitor for? Response: Laricina will install shallow groundwater monitoring wells around the facility to monitor the groundwater. The facility will have a drainage ditch around it and all surface runoff will be gathered in the run-off pond. Run-off water will be monitored for water quality and amount pumped from the pond so the creeks will be protected. Question: Will the solvent get into the creeks? Response: No. The solvent is injected well below the creek beds. Question: Why are steam pipes above ground? Response: So the steam lines can expand and contract. Question: How high will the steam pipes be? Response: They will be about 6 to 7 feet above ground to allow larger animals to move under them. Question: Will BCN trappers retain access to their trapline? Response: Yes. Laricina will ensure trappers have access to their traplines. Concern: Laricina workers hunting while in camp. Response: Workers will not be allowed to hunt while staying in camp. Concern: There needs to be more opportunity for work for individuals. Stakeholder Comments: The area around the Saleski plant site is hard to get around. It would be better if we waited a couple of weeks when the ground is frozen. Regarding the assessment of Saleski plant site: In two weeks,we will try to assess the Saleski plant site area.
