Purpose. To establish policies and procedures for nominating, selecting, and honoring the Navy and Marine Corps Public Health Center (NMCPHC) Junior Officer of the Year (JOOY). 2. Scope and Applicability. This instruction applies to the NMCPHC Enterprise. 3. Background. The JOOY program is intended to identify and provide recognition for junior Officers who exhibit the highest standards of professionalism, initiative, and dedication to performance of duty. This program will operate on the fiscal year calendar (01 October 30 September). This instruction supports all NMCPHC equal opportunity objectives. 4. Action a. All personnel shall become familiar with the tenets contained in this instruction. b. All Supervisors, Directors, Officers in Charge (OIC), and Commanding Officers (CO) will be proactive in recognizing deserving junior Officers and forward applicable nominations accordingly. c. Directors and Field Activity (FA) CO/OICs shall ensure all nominees meet the eligibility requirements outlined in this instruction and that the requirements are reflected in the nomination packages. d. NMCPHC Headquarters will convene an awards boards annually to determine the JOOY. e. To ensure awards are processed in a timely manner, nomination packages will be forwarded to the NMCPHC Awards Board Coordinator no later than the third Thursday of October following the end of the current fiscal year. 5. Eligibility a. Medical Corps (MC), Medical Service Corps (MSC), and Nurse Corps (NC) Officers in paygrade O1-O4 (Ensign to Lieutenant Commander) that are assigned to the NMCPHC Enterprise, to include NMCPHC Detachments and temporary assigned personnel.

b. Officers who will have completed nine months onboard prior to the award period ending date. Deployment days are inclusive of nominative period. c. Nominees must meet current Body Composition Assessment and Physical Fitness Assessment criteria. d. The criteria for nomination are based on six main attributes: Professional Accomplishments, Leadership, Initiative, Management Abilities, Corps/Community Involvement, and Command Support. Officers nominated should possess notable leadership, management, self-improvement, command support, mentoring qualities, stewardship, and have made impactful contributions. 6. Nomination Process a. FA CO/OICs and NMCPHC Directors will review all submissions and forward a nomination package for no more than one selected nominee to the NMCPHC Awards Board Coordinator by the due date listed in paragraph 4.e. of this instruction. (1) The Director of Preventive Medicine may nominate Officers from the following Detachments: Centers for Disease Control and Prevention; Center for Medical, Agricultural, and Veterinary Entomology; and NMCPHC Naples. Nominations from the Detachments will not be counted as the Directorate nominee. (2) The Director of Environmental Health may nominate an Officer from NMCPHC Aberdeen Detachment and not be counted as the Directorate nominee. b. Nominations must be submitted by providing a signed NMCPHC 5305/1, Junior Officer of the Year Nomination and a draft Certificate of Recognition for each nominee. A sample certificate is provided in enclosure (1). Nominations will not be accepted after the due date. 7. Responsibilities a. JOOY Awards Board. NMCPHC shall establish an Awards Board comprised of the NMCPHC Executive Officer (XO), Directors, and the CO or OIC of each FA. (1) The XO serves as the Board Chair and will interview all nominees. (2) In the event that a Director is not available, an Officer with the rank of Commander or above will be provided as an alternate board member. The Officer standing in must not be a nominee. (3) The Awards Board Coordinator serves as the recorder and is a non-voting member. (4) The JOOY Awards Board will convene during the third week of November and forward their recommendation for the NMCPHC JOOY to the CO for review and approval. 2

(5) The Board members shall review all submitted nomination packages and individually score nominees on the six attributes outlined in the JOOY Nomination form. The Board members will score the nominee s strengths according to the scale in each category, then rank each nominee based on their total score. The nominee with the highest score from the majority of the board member s will be recommended for selection. In the event of a tie in the majority scoring process, the overall combined score of the board members will be the deciding factor for the selection recommendation. b. NMCPHC Awards Board Coordinator (1) Prepares Board meeting minutes, ensure the accurate processing of awards, coordinates the Board s schedule, and maintains award records. (2) Prepares an action package consisting of a memorandum to the CO and all nomination packages reflecting the Board s scores. The memorandum for the CO s consideration will include a summary of the Board s scores and the Board s recommendations. (3) Prepares final Certificate of Recognition for the CO s signature and prepares for presentation. (4) Orders command plaque and prepares 96 hour Special Liberty Certificate. c. NMCPHC Public Affairs Officer (PAO) (1) Ensures the command picture board is updated within 14 days after the JOOY selection is announced. The selectee will coordinate with the PAO to ensure their photo (or file) is forwarded to accommodate this timeframe. NMCPHC staff may contact the MED Photo department, Naval Medical Center Portsmouth to schedule their command photo to be taken and printed. (2) Ensures the NMCPHC newsletter and public website recognizes the NMCPHC JOOY selectee. 8. Award and Recognition. The NMCPHC JOOY will receive the following: a. Certificate of Recognition b. 96 hours of special liberty c. Command plaque d. Official photograph displayed on the command quarterdeck e. Recognition in NMCPHC newsletter, e-mail, and NMCPHC public website 3
