CURRENT PROJECTS Arapahoe County, CO: High Line Working Group This project includes process design and facilitation of a consensus- based working group seeking to identify open space acquisition and recreational improvement opportunities along the historic High Line Canal in Denver Metro. The working group includes elected officials and senior staff from the counties, cities and districts along the seventy- mile canal. The working group is oriented towards developing a common vision on how specific actions can enhance the regional resource. The working group seeks to leverage funding from Great Outdoors Colorado and other sources. The working group is being convened by Arapahoe County, CO. (March 2010 Ongoing) US Forest Service All- Lands Workshops Process design, facilitation, situation assessment, and integration of a Forest Service focused nation- wide effort. Based on interviews with leaders in the Forest Service, this process is designed to drive ideas to leadership on how the Research and Development Branch of the Service can assist in achieving landscape scale conservation and planning across multiple land ownerships. Western Forestry Leadership Coalition is a partner to the USFS in the western states. The six two- day workshops bring together land managers, state and private forestry experts, and Research personnel to consider the barriers to integrated conservation, management and planning. (September 2010 Ongoing) Multiple Foundations: Yale Habitat Framework Process design, facilitation, situation assessment and policy integration. Three major foundations (the Wilburforce Foundation, the Kresge Foundation, and the Doris Duke Charitable Foundation) hired Singleton Strategies LLC to design a two- year $1.4 million project to establish a unifying framework for the identification of habitat of concern in an adaptation regime. With the design of the process, Yale University School of Forestry & Environmental Studies was secured as the convener. The framework will be established by a Science Panel beginning in January 2011 with grants that utilize the framework for spatial analysis and scenario modeling at mid- year. The panel will includes the engagement of states, Department of Interior, US Department of Agriculture / US Forest Service, universities and private organizations. (May 2010 Ongoing) Arapahoe County, CO: Cherry Creek Basin Working Group Process design and facilitation of a consensus- based, three county working group to identify open space priorities and leverage funding in a major Front Range watershed. The working group is being convened by Douglas, Arapahoe and Denver Counties. The working group comprised of county and city elected officials, key staff and major stakeholders. The first phase is to identify priority properties for acquisition and opportunities for recreational enhancement and to develop the consensus vision into a funding proposal to Great Outdoors Colorado and other funding sources. (October 2008 Ongoing) Arapahoe County, CO: South Platte Working Group Design process and facilitate negotiations among Arapahoe County, municipalities and interested organizations to establish investment criteria and define programs for the conservation of the South Platte region in south Metro Denver, Colorado and development of recreation and connectivity infrastructure. The project includes monthly meetings of a South Platte Working Group comprised of fifteen entities. The process establishes a commonly recognized list of potential projects, criteria for investment, prioritized opportunities, and an action plan for maximizing leveraging opportunities. Activities of the South Platte Page 3
Working Group have included submission for a $7 million GOCO Legacy Grant, which included leveraging commitments from the members of the Working Group of over $14 million for land acquisition and recreational enhancement. (October 2006 Ongoing) SELECT MEDIATION AND FACILITATION PROJECTS Multiple Foundations: Climate Adaptation Policy Assessment Foundations including the Hewlett Foundation, the Energy Foundation and Wilburforce Foundation commissioned an assessment of the state of state and federal policy related to habitat adaptation to climate change. The paper researched and written by Will Singleton established a matrix of important factors for climate adaptation policy in the view of top conservation biologists and assessed current policies based on the matrix. The paper is being used as the basis for grant making and programmatic decisions by the foundations. (October 2009 February 2010) Multiple Foundations: Renewable Energy / Habitat Options Paper A coalition of major foundations including Hewlett, Wilburforce, Energy and others commissioned an assessment and an associated report on the potential conflict between conservationists and renewable energy development in the western states. The assessment and report (developed in collaboration with a renewable energy expert) included interviews, the identification and description of case studies and programmatic and policy recommendations. The project also included producing a conference for foundations in which leaders from renewable energy and foundations highlighted the case studies in which they were involved. (June 2009 November 2009) US Forest Service / Western Forestry Leadership Coalition: Threats to Western Private Forests Designed and facilitated participatory process to identify major threats/challenges to maintaining private forests as working blocks of land in the Western United States. The project included five workshops throughout the western states, a consensus- based drafting committee, and approval by state foresters and regional foresters of the US Forest Service. The final product is being used as a tool to advocate for policy change at state and federal levels as well as a driver for new research on underlying problems. This report can be found at: http://www.wflccenter.org/forestthreats/ (October 2008 December 2009) Montana Fish Wildlife and Parks / The Nature Conservancy: Crucial Areas and Corridors Assessment Designed and facilitated a process to engage external agencies and stakeholders in Montana s statewide effort to delineate crucial habitat and wildlife connectivity in a GIS- based planning tool. Also served as a strategic advisor to the agency in presenting the results and in integrating the state efforts into other leading efforts in the western states. (August 2008 November 2009) Freedom to Roam: Steering Team and Policy Working Group Strategic consulting, process design and facilitation for a coalition of industry and NGOs seeking to promote wildlife corridors/connectivity as a major tool for addressing impacts of climate change to wildlife and habitat. After designing the structure for the initiative that was started by Patagonia Clothing Company, Will has been providing guidance on the steps necessary to build a robust coalition of fees- paying members: which now include WalMart, Microsoft, National Geographic, Patagonia, So- Cal Edison, BP America, Defenders, and National Wildlife Federation). Will facilitates the initiative s Steering Team as well as the initiative s Policy and Public Lands Working Group. (December 2008 January 2010) Page 4
Western Governors Association Wildlife Corridors Initiative Lead consultant and facilitator on a major initiative to integrate wildlife movement and habitat values into state decision- making on energy, transportation, land- use and climate change. The initiative had a strong focus on science as the basis for formulating detailed policy recommendations to the governors of the nineteen western states. Will s duties included process planning and design, consulting on naming participants, facilitation, participant coaching, process and strategic advice to the WGA and lead governors, fundraising, editing and drafting of reports and summaries. Each working group developed recommendations with a preference for consensus. The process included a number of specialized working groups composed of experts participants representing state, federal and industry interests. Will worked with WGA staff to maximize the potential for cooperative efforts among the diverse interests represented in the groups. The reports can be found at www.westgov.org (June 2007- June 2009) Western Governors Association Transportation Fuels for the Future Initiative Lead facilitator on an initiative by the WGA to develop comprehensive policy recommendations for the governors of the nineteen western states to diversify the West s transportation fuels portfolio. Will oversaw planning for the multi- pronged initiative, is the lead consultant to WGA staff and facilitates a number of the fuel teams including: Hydrogen/Fuel Cells, Biofuels, Biodiesel, Electric/Plug In Hybrids, and Efficiency. The end product is expected to be state, regional and national actions that governors can take to promote alternative transportation fuels in their states. (April 2007 June 2008) Freedom to Roam Structural Design Strategic consultant to Patagonia, Inc. to design an initiative structure to engage a wide range of organizations, corporations and associations to bring ecological connectivity to the forefront of public attention, policy, and science. Will designed a structure to engage experts to address the conservation challenges associated with conserving major wildlife corridors as well as drafted proposals to major foundations. Will has been advising Freedom to Roam and Patagonia staff on the steps to fully fund the new structure with foundation and corporate support. (January 2008 - November 2008) Bureau of Land Management Glenwood Springs and Kremmling Field Offices Resource Management Plan Pre- Planning Will was senior for the team that planned and facilitated over twenty focus groups of elected officials and senior planners in municipalities and counties in the Glenwood Springs and Kremmling Colorado Field Offices territory. This area runs from the Wyoming border in the north through southern Pitkin County in the south and the Utah line to Fort Collins (Larimer County) in the East. The interviews sought to draw out the community views and planning towards BLM lands. With dramatic population increases in the area, land- use has changed leading to increased urban- wilderness interface. The project was completed by compiling the results of the interviews into a report to the BLM, allowing informed preplanning of its Resource Management Plan process. (August 2006 March 2007) Wyoming Wildlife Society Workshop on Mitigation Will was the lead of a team that planned and facilitated a workshop to explore mitigation techniques that would be appropriate to address impacts associated with gas operations on the Pinedale Anticline Mesa. Will and his team worked with local biologists, conservationists, and industry to plan and facilitate the workshop. The two- day workshop convened operators, wildlife biologists and specialists with experience related to mitigation in other cases in the Interior West.
