New Used Oil/HHW Staff Brenda Salda a has joined the Grants and HHW Section as a grant manager. She will provide grant management for the following jurisdictions: Kern County Tulare County Kings County San Luis Obispo County Riverside County Use of Express Mail We encourage you to evaluate your need to send reports and other correspondence via express mail. This is costly and often unnecessary. If you think you need to send something to your CIWMB grant manager via express mail, please call them first. In many instances, standard mail will suffice. Household Hazardous Waste Grant Sixth Cycle Eligible Applicants: Local government agencies that are responsible for waste management Term of Grant: May 1, 1998 to March 31, 2000 The CIWMB received 42 applications requesting over $6.8 million for the sixth cycle Household Hazardous Waste Grants. The CIWMB designed the HHW grant to assist grantees in the establishment or expansion of permanent and sustainable HHW programs. These programs should complement local and regional HHW management and used oil programs. $1.5 million is available statewide, with a maximum award of $120,000 per individual applicant and $300,0000 per regional applicant. Panels of CIWMB staff are currently reviewing all applications. The panels will base funding recommendations on the need demonstrated in each applicant s proposal. The CIWMB s Administration Committee will consider the funding recommendations on April 7, 1998 and forward their recommendations for the full Board to consider April 29, 1998. Used Oil Opportunity Grant Fourth Cycle The CIWMB received 68 applications requesting $22,277,202.04 in grant funds. Panels of CIWMB staff are currently reviewing all applications. There are no preference points this year for the Opportunity Grant as there have been in the past for curbside programs, regional programs, etc. Instead, the review panels will evaluate the need for each proposed project as justified in the application. The CIWMB's Administration Committee will consider the panels' funding recommendations at its March meeting. The Committee will forward its recommendations to the full Board for consideration later that month. The CIWMB will advise all applicants of the funding recommendations before the Administration Committee meeting. The fourth cycle Opportunity Grants will have two-year terms. Please note that this is an update since the last Grants Bulletin, which stated that the term would be 18 months.

2 Winter 1997-98 HHW & Used Oil Grants Bulletin Retrieve Grant Applications From the World Wide Web The application instructions for the HHW grants are available from the CIWMB Internet site. You may download the instructions at: http://www.ciwmb.ca.gov/admin/finasst/h HW The applications are also available in hard copy or on disk in Word 6.0 for IBM or Macintosh. You may request a copy by calling Vickie Adamu at (916) 255-2891. Reminder of Annual Mailing List Purge In January, the CIWMB sent a form letter to all individuals in our mailing list database asking if they are still interested in receiving mailings. Your name will be deleted from the mailing list if we have not heard from you. We currently have almost 2,400 people on our mailing list, so it is important from a waste reduction standpoint that we remove those not interested in receiving mailings. Tips to Make Documentation of Used Oil Collection Easier: Place a white board next to your oil tank or drum asking DIYers to record the date and amount of used oil delivered. Have certified center staff make hash marks on a calendar as DIYers deliver used oil directly to them. You can then easily compile this information to report the total amount of oil collected in the Block Grant annual report. CIWMB Financial Assistance Web Site The CIWMB web site now includes grant information, including a database that provides detailed information on the following grant programs: Enforcement Assistance Grants Household Hazardous Waste Grants Used Oil Grants Waste Tire Grants Solid Waste Disposal and Site Cleanup Grants The grant database allows users to obtain information on all grants awarded by the CIWMB since 1990. It includes grant cycle, applicant name, amount awarded, CIWMB grant manager, grantee telephone number, and a summary of the grant. You can display grants for a single county or statewide. You can also access general grant resources and timelines on this page. Check out the site via the Internet at: http://www.ciwmb.ca.gov/admin/finasst Regulations for Used Oil Program The CIWMB is in the process of revising the existing Used Oil Recycling Program regulations. The proposed changes clarify statute and streamline the certified center application and recycling incentive claim processes. The CIWMB will invite the public to provide written comments regarding the proposed regulation changes. We anticipate that the new regulations will be completed by spring 1998. CIWMB Clearinghouse The CIWMB staff has been diligently working to organize the many premiums and materials produced by grantees. We have sorted and organized these materials by category into our clearinghouse. We are currently developing a computerized database of these materials to allow for easy identification

3 Winter 1997-98 HHW & Used Oil Grants Bulletin and retrieval of information. We will notify you in a future Grants Bulletin when the database is complete. You may view the materials in our clearinghouse during normal business hours by making an appointment with your CIWMB grant manager. Public Service Announcement (PSA) Available to Grantees Santa Barbara County has developed a PSA that effectively conveys the used oil recycling message. The PSA features a bearded motorcycle rider entering a remote desert gas station. Upon his arrival, the few patrons look on in fear as this rough- looking character pulls something from his saddlebags. To their relief he pulls out two gallons of used oil and says, I m here to recycle. We have had many inquiries from other grantees wanting to use this PSA. The PSA is available free of charge; however, grantees may need to pay the nominal cost to have the tape duplicated. To request this tape contact either one of the following Susan Curtis, (916) 255-2336 CIWMB Grants & HHW Section Stephen Macintosh, (805) 882-3615 Santa Barbara County Oil Filter Cutout Available As part of their used motor oil recycling education program in Monterey County, Ecology Action created a 9x12 cutout of an oil filter. The cutout listed all of the drop-off locations for used oil and filters in the county and was inserted into 12,000 copies of the Coast Weekly. For anyone interested in producing a similar piece, Ecology Action has the die that was constructed to do the cutouts. It is available on loan at no charge. Contact Louie Ferrera at Ecology Action by telephone at: (408) 426-5925 ext. 17 or by e-mail at Louie@ecoact.org Certified Center Manuals The CIWMB discourages the use of used oil grant money to develop or purchase manuals for certified used oil collection center staff. Several of these manuals have been developed and purchased in the past with grant funds. We see two major problems with these manuals: (1) they are difficult to maintain, as they become outdated quickly due to

4 Winter 1997-98 HHW & Used Oil Grants Bulletin changing program requirements, and (2) manuals are generally large and technical, thus are not likely to be used by certified center staff. The CIWMB has many resources available that you can use to effectively recruit and retain quality certified centers. We keep these materials current and will notify grantees and certified center operators of any changes in the program. Examples of resources available include Be the Center of Attention brochure and video, used oil collection log sheets, Certified Center Operator Guide, Commonly Asked Questions, and various fact sheets and advisories about used oil. Rather than purchasing or developing manuals on your own, you might consider using grant funds to buy three-ring binders for your certified centers and dedicate some staff time to reviewing the already available materials with certified center operators. California Conservation Corps Used Oil Projects Through past contracts with the CIWMB, the California Conservation Corps (CCC) has developed and delivered used oil recycling education presentations in schools throughout California. The CCC has also assisted local government grantees with their public education and outreach programs. CCC s current goal is to increase their local government assistance activities. CCC can make classroom presentations in both Spanish and English, support grantee education and outreach programs, and provide assistance in quantifying volumes of used oil collected. The CIWMB is encouraging the CCC to form partnerships with grantees to assist in program implementation.
