Development and implementation of quality control regime and technical support for organic and biological inputs Quality Control Analysis of Bio fertilizer and Organic Fertilizers NCOF and six RCOFs have been notified as authorized quality analysis laboratories for organic fertilizers and Bio fertilizer under FCO, adequate capacity will be created for analysis of bio fertilizers and organic fertilizers Number of Bio fertilizers notified.( Slide 1) Specifications of biofertiliser and organic manures (Slide 2) Who will collect the samples? Authorized notified inspectors. Time limit for analyses and report submission to the concerned List of State Government notified laboratories Capacity of RCOF for quality testing: 400 samples ( Biofertiliser and organic manure)per annum.

Development of quality control regime for other organic inputs To develop necessary quality standards and testing protocols with necessary bio efficacy potential of such products for bringing them under The work will be taken up by NCOF/RCOFs in project mode. Development of specifications and protocol of testing of commercially traded organic fertiliser not covered under FCO eg e.g. Effective Micro Organisms (EM), Mixed inoculant.

Development, maintenance and supply of authenticated strains of microorganisms State wise and crop wise bio fertilizer strains have been identifiedand maintainedby NCOF and RCOF. h ll d l f These centres will provide regional specific strains on demand @ 20 per slant.

Capital Investment Subsidy for Setting up of Commercial Input Production Units: Setting up of mechanized Fruit/Vegetable Market/Agro Waste Compost production unit (3000TPA capacity) Who are eligible? State Government/APMCs/Municipalies/other / / public sector enterprise / fertilizer companies / private industries / private entrepreneur / individual etc. for fruit and vegetable waste/agro waste compost unit under PPP or otherwise mode. Cost of Model Project is 190 lakh for 3000 TPA production capacity 100% Assistance to State Govt/Govt. Agencies upto a maximum limit of Rs. 190.00 lakh /unit and 33% of cost limited to Rs. 63 lakh/unit for individuals/ private agencies through NABARD as capital investment List of equipment and their financial outlay given in Chapter II of NMSA guidelines available on DAC website.

Setting up of State of art liquid/carrier based Bio fertilizer/biopesticide Production Units (200 TPA Capacity). Mode of release of subsidy Subsidy will be released by NABARD after completion and subsequent verification JMC Lock in period for fore closer of loan account and adjustment of subsidy is 5 years Monitoring and Evaluation A committee constituted by INM Division DAC will monitor and evaluate the functioning of projects.

Setting up of State of art liquid/carrier based Bio fertilizer/biopesticide id Production Units (200TPA Capacity). Who are eligible? State Government/APMCs/Municipalities/other public sector enterprise / fertilizer companies / private industries / private entrepreneur / individual etc. for liquid/carrier based Bio fertilizer/biopesticide Production Units under PPP or otherwise mode. CostofModel of Project is 160lakh for 200TPA production capacity 100% Assistance to State Govt/Govt. Agencies upto a maximum limit of Rs. 160.00 lakh /unit and 25 % of cost limited to Rs. 40 lakh/unit for individuals/ private agencies through NABARD as capital investment List of equipment and their financial outlay given in Chapter II of NMSA List of equipment and their financial outlay given in Chapter II of NMSA guidelines available on DAC website.

Setting up of Biofertilizer and Organic Fertilizer Testing/Quality Control Laboratory (BOQCL) under FCO State Government to be provided one time financial assistance maximum 85 lakh for setting up of Biofertilizers/Organic Fertilizers Testing/Quality Control Laboratories as Grant in Aid. Proposals to be submitted by State Govt. to INM division for scrutiny and approval by committeeconstituted constituted by DAC under the chairmanship of JS(INM)

Strengthening gof existing Biofertilizer and Organic Fertilizer Testing/Quality Control Laboratory (BOQCL) under FCO The existing Biofertilizers/Organic Fertilizers Testing/Quality Control Laboratories established of State Government under FCO shall be provided one time financial assistance @ Rs.45.00 lakh per unit as Grant in Aid for their strengthening in terms of equipments / instruments etc. Proposals to be submitted by State Govt. to INM division for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM)

Support to PGS system for on line data management and residue analysis Assistance shall be provided to authorized Regional Councils under PGS India programme as Grant in aid for on data managementof group and residue analysis of soil from registered farmers under Local Group of Regional Council. Rs. 200 per farmer subject to maximum of Rs. 5000/ per group/year restricted to Rs. 1.00 lakh per Regional Council. Up to Rs. 10, 000/ per sample for residue testing ti (Residue analysis to be done in NABL Labs) Proposals to be submitted by State Govt. to INM division for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM)

Organic Village adoption for manure management and biological nitrogen harvesting State Government shall be provided assistance as Grant in Aid for adoption of organic villages against state specific project proposal for adoption of organic village. Rs. 10 lakhs/village for adoption of integrated manure management, planting of fertilizer trees on bunds and promotionof of legumeintercropping through groups/ SHGs etc. (Maximum 10 village per annum/state will be supported) for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM)

Promotion of organic inputs on farmers field( Manure, Vermicompost, Biofertiliser, Liquid id / solid, waste compost, herbal extract ). To be implemented by State Govt./ ICAR/ SAUs etc. Release of funds through INM Division 50 % of cost subject to a limit of Rs. 5000/ per ha and Rs. 10,000 per beneficiary. Propose to cover 1 million ha area. Proposals to be submitted by State Govt. to INM division for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM)

Promotion of organic inputs on farmers field( Manure, Vermicompost, Biofertiliser, Liquid id / solid, waste compost, herbal extract ). State Government shall be provided assistance as Grant in Aid for Adoption of organic farming through cluster approach under PGS India certification against state specific project proposal. Rs. 20000/ per ha subject to maximum of Rs. 40000/ per beneficiary for 3 years Proposals l to be submitted dby State t Govt. to INM division i i for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM

Training and Demonstration on organic farming Capacity building of stakeholders on organic farming, Participatory Guarantee System (PGS), quality control of organic input etc. Rs. 20,000/ per demonstration for a group of 50 participants or more Proposals to be submitted by State Govt. to INM division for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM)

Support to research for development of organic package of practices specific to state tt and cropping system Development of organic package of practices specific to cropping system and state specific assistance as Grant in Aid to eligible ICAR/SAUs/Other research institutions/state Governmentagencies with research facilities for development of organic package of practices, shall be provided on specific proposal basis. Financial limit Release of funds through INM Division Proposals to be submitted by State Govt. to INM division for scrutiny and approval by committee constituted by DAC under the chairmanship of JS(INM)

Human resource development through trainings by NCOF and its Six RCOFs : Development of organic package of practices specific to cropping system and state specific assistance as Grant in Aid to eligible ICAR/SAUs/Other research institutions/state Governmentagencies with research facilities for development of organic package of practices, shall be provided on specific proposal basis.
