Subscription Rate $.00 per year t^o/n Me (Sa- ^o/n/ni:iiee/iea d Girls and Boys Basketball Season and Tournament Regulations The Board of Control has adopted basketball tournament regulations that will include both girls and boys. The K.H.S.A.A. booklet will contain these in detail. However, these items maybe helpful to you before the booklet is available. Please relay this on to your athletic director and coach Ṫhe district tournament assignments wiu be the same for girls as for boys, provided there are enough teams available in the district The districts will be held during the first week in the month, March -. The regionals wiu be held during the second week, March 0-. "ITie people involved in each tournament wiu decide if the girls and boys tournaments are to be held at the same site and at the same time. It is not required that any tournament end on Saturday night. There will be two separate state tournaments, one for girls and one for boys. One wiu be played the third week in March and the other the fourth week. It has not been decided which will be played first at this time. All the general tournament regulations in the booklet that have applied to boys will hold true for the girls' tournaments. The district tournament sites will be determined by a vote of the schools that have played twelve or more games with at least six different member schools. Also, this is the requirement for entering a tournament. The expense allowance for teams in the state tournaments will be dependent upon the receipts and will be determined by the Board of Control. The K.H.S.A.A. Constitution and By-Laws will apply to girls contests between member schools the same as for boys. The limit on the number of games, eugibility requirements, requirements for coaches, number of practice games, etc., will be the same. The game rules will be those of the National Federation. These rules are made by representatives of the state high schools sponsoring basketball for girls. The girls' code is almost identical to the boys' game. Any person registering as a basketball official wiu be eligible to referee for both boys' and girls' games. The Committee on Girls' Basketball suggested that schools employ women coaches and officials whenever possible, and that coaches assist in recruiting women to officiate. If a woman is not available to coach it is strongly recommended that one be assigned to be present during all practices and games. You are reminded that the General Assembly amended KRS.0 to read in part as follows: Subsection : Any secondary school which maintains a basketball team for boys for other than intramural purposes, shall maintain the same for girls. Subsection : Any school district which faus to comply with subsection () six shall be prohibited from participating in varisity competition in any sport for (one) year. Determination of failure to comply shall be made by the Department of Education after a hearing requested by any person within the school district. A district under this subsection shall, at such hearing, have an opportunity to show inability to comply. National Federation Annual Convention The th Annual Meeting was held at the Gait House in Louisville, Kentucky, July -,. Approximately 0 Board of Control members and executive officers representing all the states were in attendance. Lt. Governor Julian Carroll welcomed the Convention guests. Other Kentucky speakers were Dr. Lyman Ginger, Thomas P. Bell, Rev. William Slider and Dr. Tim Stivers. The first resolution adopted be the group read as follows: () WHEREAS, the Kentucky High School Athletic Association, as host for the th Annual Convention of the National Federation of State High School Associations extended a warm and sincere greeting; and WHEREAS, the Kentucky High School Athletic Association did assist in many ways to make the delegates feel welcome by providing various services; and Ath- WHEREAS, the Kentucky High School letic Association did cooperate in the administration of all details necessary for a successful meeting; NOW, THEREFORE, BE IT RESOLVED, that the National Federation hereby expresses its appreciation to the Kentucky High School Athletic Association for a job well done. Football Clinics The cunics for football officials are being conducted by Assistant Commissioner Billy V. Wise. THE KENTUCKY HIGH SCHOOL ATHLETE FOR AUGUST, Football Examination Part n of the National Federation Football Examination for officials will be given in Kentucky on Monday, September. An official who has been registered for at least one year prior to the current season is eligible to take the examination and work for a higher rating. Officials who hold the Approved rating in football are required to make a minimum percentage grade of 0 in order to maintain this rating from year to year. After an official has received the Certified rating, he continues to receive this rating each year provided he registers, attends the clinic for that year and officiates all games assigned to him. Attention, Principals and Superintendents! Each principal and superintendent wiu be supplied during the forthcoming school year with a card which will say: "Kentucky High School Athletic Association. This wiu introduce (name of principal or superintendent), (name of school)." The card will be signed by the Commissioner. Most administrators of Association member schools admit to their home contests fellow administrators as a matter of school policy. However, many times these visitors hesitate to identify themselves to the ticket takers. The card mentioned will assist in this identification. The identification cards are not to be considered as regular season passes to home games of member schools of the K.H.S.A.A. The determining factor in the cards being accepted as is passes the policy of the individual school. The identification card may be used for admission to all events at the state level except the State Basketball Tournament. A different plan for issuing these passes, along with passes to the district and regional basketball tournaments, is provided in basketball tournament regulations. Minutes of Board Meeting Page Three The Board of Control of the Kentucky High School Athletic Association met at the Holiday Inn, Morehead, Kentucky, on Wednesday morning, June,. The meeting was called to order at 0:00 by President Frank Simpson, with all Board members, Commissioner J. B. Mansfield and Assistant Commissioners Tom Mills and Bill Wise present. Mr. Conley Meinning was in attendance representing the State Department of Education. The invocation was given by President Frank Simpson. Dr. Adron Doran, President of Morehead State University welcomed the K.H.S.A.A. Board Members to Morehead and expressed his appreciation for the opportunity to host the State Baseball Tournament. He extended an invitation to the Board to use the facilities of Morehead State University for the State Baseball Tournament. On behalf of the member schools of the K.H.S.A.A., President Simpson thanked Dr. Doran for making the Morehead facilities available for this event. Jim Williams moved, seconded by Arthur Hawkins that the reading of the minutes of the April th meeting be waived since members of the Board had received copies in the mail. The motion was carried unanimously. Roy Winchester, Chairman of the Policy Committee was called upon to present his report. He urged au members of the Board to attend the National Federation of High School Associations Annual Convention to be held in LouisviUe on July -,. Mr. Winchester stated that the Committee recommended that the salaries of the Commissioner and Assistant Commissioners be increased by approximately % and that the salaries of the secretaries be increased by % for -. Mr. Winchester made the motion that these recommendations be adopted. Howard Crittenden seconded the motion and all members voted aye. Tom Mills reported that under legislation passed by the General Assembly, the executive members of the K.H.S.A.A. were eligible for membership in the Teacher Retirement System. The Executive Director of the Teacher Retirement System, Mr. Ted Crosthwait, has requested that the legality of this bill be determined by a court of law before a final decision is made. No action has been taken on this request. Mr. Mansfield reported that he had a request from Coach Dick Bealmer, Secreteury, Jefferson County Coaches Association, that the K.H.S.A.A. sponsor a state meet for girls in Cross Country. Following a lengthy discussion Mr. Mansfield was instructed to inform Coach Bealmer that the Board did not feel that there was enough interest in the sport at the present time to warrant a state meet, but would watch progress of this sport each year. Following a discussion on the necessary changes in tournament and meet regulations, Roy Winchester moved, seconded by Jim Williams, that the Commissioner be authorized to make all necessary additions or deletions in order to comply with the changes ordered by the Delegate Assembly in the April meeting. The motion carried unanimously. Following a discussion on the need for liability and personal injury insurance on athletic officials, Mr. Paul Ogden, representative of the Liberty Insurance Agency of Louisville, Kentucky, presented the Board with a plan which provides for $00,000 bodily injury liabiuty and $0,000 property damage liability. It also provides ifor personal injury liability of $00,000 per person with a limit of $00,000 per occurence. Legal services would be provided by the Company. This coverage would be provided at a premium rate of $.00 per individual per year. One premium would cover an official in all sports in which he or she registers. Following the presentation, J. C. CantreU moved, seconded by Roy Winchester, that the K.H.S.A.A. provide the policy as presented for all registered officials in the K.H.S.A.A. All members voted aye. CantreU that all registration fees for all registered officials be $.00 for the first sport in which he or she registers and $.00 for each additional registration in other sports. The motion passed unanimously. Upon the motion of Arthur Hawkins and a second by Howard Crittenden, the Board voted unanimously to require an individual or a relay team to participate in four meets during the regular season to be eligible to participate in the regional track meet. The meeting was called to order by Vice President W. P. Wheeler at 0:00 A.M. Coach Luther extended a welcome to the Board of Control, on behalf of Murray State and and spoke briefly on the facilities at Murray and expressed the desire to host a state athletic event. Mr. Rayburn invited members of the Board of Control and their families to a picnic on Saturday evening. President Wheeler thanked them for their interest in the Kentucky High School Athletic Association and they departed. Mr. Mansfield explained that two members of the Board had accepted positions outside the Region they were elected to represent, thereby creating two vacancies on the Board. He stated that an election was now being conducted as outlined in Article IV, Section, of the Constitution and By-Laws. The vacancies exist in Sections and. In the absence of Director Frank Simpson, Board delegate to the recent National Federation Meeting, Mr. Mansfield read his written report on the meeting to the Board. Mr. Simpson also expressed his gratitude for having had the opportunity to serve the Board as President during the past year. President Wheeler also reported to the Board on the National Federation Meeting and expressed his appreciation to the Commissioner and his Assistants for their help in hosting the meeting. No action was taken by members of the Board to restore this student's eligibiuty as no motion to do so was made by any member.. James Young moved into the Pulaski County School district but chose to attend Somerset High School. Based upon the fact that the Pulaski County Board of Education and the Somerset Board of Education have an agreement on exchange students in this area, Louie Martin moved, seconded by Jack Fultz, that James Young be declared eligible to participate in sports at Somerset High School during the - school year as he had a choice of either school. The motion carried. Commissioner Mansfield presented a request from the principal and athletic director of Henderson County High School that gok be changed from a spring to a fall sport. The Commissioner was instructed to conduct an opinion poll of au participating schools and report the results to the Board. Tom Creamer and Roy Winchester expressed their appreciation for having had the opportunity to serve on the Board of Control and pledged their future support for its continued success. Mr. Creamer resigned as a member of the Board when he accepted the position of Basketball Coach at Danville High School. Mr. Winchester's term expired on June 0,. The next meeting date for the Board was scheduled for :00 A.M., Saturday, September,, at the K.H.SA.A. Building in Lexington. Jim Williams moved, seconded by Jack Fultz, that all bills of the Association for the period beginning June,, and ending June 0,, be allowed. The motion was carried unanimously. There being no further business the meeting was adjourned.

Require players to be physically fit and well conditioned before engaging in contact.. Do not allow a player with an injury to participate until he has medical approval to do so.. Make sure equipment is adequate, in good condition, and that it is properly worn.. Consider carefully the length of practice sessions. The latter part of lengthy sessions produces the most injuries.. Require injuries to be reported to you promptly and refer those needing attention to the physician at once.. Get your players interested in injury prevention and fitness.
