I was really looking forward to this second year as President because I have so enjoyed working with the Chapter Board of Directors and with each and every one of you! I want to especially thank you for your generous donations of time and money to the philanthropic activities of the Chapter. You have done so above and beyond the call of duty and for that, I thank you very much! Unfortunately, health issues for both Carol and I have come up this summer and I don t feel that I can fulfill the duties of the office in a manner that both you and the Chapter deserve. In mid-april, Carol was diagnosed with gallbladder cancer that has spread to other areas in the abdomen. So far she has had four months of chemo and has tolerated it quite well, but the prognosis is very uncertain at this point. In late July, I was diagnosed with chronic lymphocytic leukemia/small lymphocytic lymphoma (CLL/SLL). It is a slower progressing cancer and according to the National Leukemia and Lymphoma Society, it has generally not been associated with any environmental or external factors. However, they indicated there is sufficient evidence of an association between CLL/SLL and Agent Orange which was heavily used in Vietnam. I mention this only because if you are a Vietnam Veteran or know of a Vietnam Veteran who has been diagnosed with this disease you/they should immediately get in touch with the local VA office. They may provide certain entitlements and benefits which you have earned. November Program---Congressional Night Our featured speakers for the 10 November program will be two of Arizona s own congressional representatives. Hon. Kyrsten Sinema (Dem.) and Hon. Trent Franks (Rep.) will appear this evening and share their views on legislative issues of national importance on the military, the VA, retired and former military benefit programs, world and national events, and the recently concluded national elections. Reminder on Grandview (GVT) Terrace Policies on Liquor and Tipping GVT does not have a liquor license. Luke Chapter purchases wine, beer and liquor which will be available for you to purchase. The cost will be $4.00 for a glass of wine, $3.00 for a bottle of beer and $5.00 for a mixed drink. GVT personnel will be pouring the drinks, but cannot accept the money, so it will be on the honor system. A basket will be sitting on the table and we are asking you to please put your money in this basket. If desired, you may bring in your own liquor, beer or wine. GVT will have hard liquor mixers available at no charge and if you bring your own wine, GVT will uncork it for you at no charge. GVT has a no-tipping policy. What they do have is an Employee Appreciation Fund which is divided among their non-salaried employees. Please contribute to this fund since no tip has been included in the price of your meal. We will have a box clearly marked Employee Appreciation Fund available. Also, a jar will be placed at the bar for the same purpose. Please remember that GVT cannot supply doggie bags. If you think you may not finish your meal and would like to take the remainder home with you, please bring a container to take away anything you may not eat. Luke Chapter Survey Results -- We Listened to Our Members! The October program addresses a recommendation coming out of the Member Survey conducted last Spring. The committee that evaluated the tabulated results of the survey, and among other recommendations, suggested a program with members of Luke Chapter giving 10-15 minutes on personal memories of their careers, notable and unforgettable people they met, significant events in their military lives, and so on. 105 Year Old Paul White Celebrates the 76 th Anniversary of the Dunkirk Evacuation Lieutenant Paul White was an officer in the British Expeditionary Force that was evacuated from the beaches of Dunkirk between 26 May and 4 June 1940. In recognition of his WW2 service and survival at Dunkirk, Paul has been made an associate member of the Luke Chapter of MOAA. Over 338,000 military personnel were evacuated on more than 800 small craft and 39 British destroyers. Paul was on one of the six destroyers that were sunk by German aircraft. He spent 12 hours on a raft before being rescued. Paul lives in PebbleCreek. In the photo, Captain Bob Cowan USN (Ret) is presenting Paul White a certificate of membership in the Luke Chapter. Protect the Future. Vote. It got me thinking. There is great consequence to a vote. It sets in motion a train of events, for the good or the bad. 1789. Federal Hall, New York City. George Washington was inaugurated our first President under America s newly ordained Constitution. Afterwards he took Vice President John Adams and the members of Congress to St. Paul s Chapel. There they worshipped and prayed together, committing the new government, with its important train of consequences, to the protection and blessing of the Most High. Washington did not need to call for that vote three times. They were all of one accord, desirous of preserving the new nation. President Abraham Lincoln was like-minded. He is on record as stating, Those nations only are blessed whose God is the Lord. In the Spring of 1863, with the nation embroiled in a bitter and bloody Civil War, he called for a Day of Fasting and Prayer to God for His redeeming and preserving grace.
Another time, Lincoln said, I know the Lord is always on the side of the right. But it is my constant anxiety and prayer that I and this nation should be on the Lord s side. Washington is called the Father of our Country. Lincoln, the Preserver of the Union. Washington was the popular choice for our first President. Lincoln narrowly won, and what if he had not? Every 4-year election is a matter of national consequence. What is the state of the Union today? Where are we headed? More of the same, or is there a better way? Every vote being a voice, how say you? Honor God. Implore His Will. Vote. Blessings Personal Affairs by Patrick Sherlock We all are saddened by the unexpected departure of our wonderful President Dennis DeFrain who has been a fabulous leader and innovator for our chapter. We will miss him but know our chapter has been a lot better because of Dennis and all of his hard work. We all wish Dennis and his wife Carol well and send our blessings and prayers to them. With summer coming to a fast close our minds are centered on returning to Arizona from Montana where we spend our summers and where the evenings are already dipping into the 40 s and high 30 s. Frost is on the way sometime soon. We have had a great summer with a few great visitors from Pebble Creek. As a retired attorney, I often get questions about income taxes, inheritance taxes, and estate taxes. It really depends on where you call home, Arizona or some other state. I call Montana home as I have lived here for 42 years and own property here. In checking the MOAA.org website they have a great primer on taxes and other benefits in each of the 50 states. Following are highlights of the meeting: Dennis DeFrain introduced and welcomed new Board member COL Phil Hanson, Director, Legislative Affairs who will assume his position in the Fall. The Board reviewed and approved the FY 2016-2017 Budget Proposal. Pam Wojtas, Immediate Past-President swore-in the following 2016-2017 Board Members; Dennis DeFrain President, Pat Sherlock - 3rd Vice President, Don Fordney - Co-Treasurer, Linda Wolverton - Co-Secretary, and Judi Blankenship -Co-Secretary. Don Fordney reported that there will be 8 scholarship recipients at the 12 May dinner meeting. All eight will be escorted to the front by the Honor Guard. The Board is looking for replacements to fill the positions of First Vice-President and Co- Treasurer. Anyone interested should contact Jerry Wojtas or Dennis DeFrain. There have been 14,657 hits to our website since inception. The Executive Board met at 1300 hours on 8 September 2016 at Grandview Terrace. Following are highlights of the meeting: Pam Wojtas (Past President 2013-2015) performed the ceremony to
induct Captain Robert Cowan as 2 nd Vice President and Linda Wolverton as Co-Treasurer. Board members wished outgoing President Dennis DeFrain, and his wife Carol, the very best and thanked Dennis for his devoted and selfless service to Luke Chapter members, MOAA, and our nation. Board Members provided updates to individual Strategic Plan objectives. Bob Cowan and Jerry Wojtas will be attending the MOAA Symposium in Las Vegas, 23 September, for our Chapter. Linda Wolverton will be attending the MOAA National Convention in Washington D.C. on 25 October for our Chapter. Jerry Wojtas will be attending the Semi-annual Arizona Council of Chapters meeting in November, for our Chapter. The menus are set for this program year and programs are defined for all Luke Chapter dinner events but one. Legislative Corner by Phil Hanson We acknowledge Lou Tronzo s dedicated service to the chapter as the Legislative Affairs Director. In the future, this column will be devoted to state, county and city legislative subjects. There is plenty of national information to be found at www.moaa.org and other websites. Two issues will probably come up in the next legislature. First is raising the amount that can be deducted from state income tax for military pension income. The current amount is $2500. The latest discussion proposed was an increase to $5000. At the present time, Arizona ranks in the lowest quartile in ranking of all 50 states. There has been no change since 1989 when the original deduction was authorized by the Legislature. The second issue concerns possible changes to the Military Families Emergency Relief Fund (MFRF). It was established to support military families emergency needs, but limited to post 9/11 veterans. Funding is through state tax credit contributions to the fund, limited to a maximum total contribution of $1,000,000, an amount that has been reached since its inception. The total average annual distribution has been about $500,000 leaving close to $5,000,000 in the account. There is some discussion on opening the fund to all veterans. There is some opposition because tax sheltered contributions were for a specific group and it would be illegal to change the intent. There are a number of state legislative races which won t be settled until the general election, but it s not too early to make contacts if you know who will represent you. Vet Events by Jerry Wojtas Many of our chapter members are also members of other military organizations. Each of these organizations tries to support the efforts of the others. Here is a listing of upcoming activities that may be of interest to you. The Traveling Wall is coming to El Mirage on 4 thru 6 Nov at Gateway Park. The Marine Corps League will be holding the 241st Marine Corp Birthday Ball, Saturday 12 Nov at Happy Trails Ball Room at, 17200 W. Bell Road, cost will
be $27 dollars per ticket. Final schedule is not out as of yet. It s a BYOB to hold the cost down. Starts at 5 pm, dinner will be served at 6:50 pm. At 10 pm the ball will conclude. Tickets should be available soon. Riders Group with Post 96, American Legion is hosting spaghetti fest at Heritage Traditions in SCW on 29 Oct. They are going to have spaghetti, salad, bread, and drinks to purchase. Post 94, American Legion is preparing for their semiannual pancake Best in the Southwest, on Tuesday, 1 Nov at 7 11 am. $5 in advance or $6 at the door 12 Scholarships Awarded by Don Fordney As a result of generosity from the community and chapter members, the Luke Chapter of the Military Officers Association of America (MOAA) was able to award a total of 12 scholarships this year. Nine were awarded to outstanding high school seniors and three to first year college students who were awarded scholarships the previous year. The scholarships ranged in size from $1,000 to $2,250. The winners were selected based on scholastic achievement, leadership, volunteer service, moral character, and acceptance at an accredited college or university. These students were honored at a dinner on 12 May at the PebbleCreek clubhouse in Goodyear. The Luke Chapter of MOAA extends a special thanks to generous donors who contributed $1,000 or more to the scholarship fund. They include: Abrazo West, Liberty GMC, Liberty Buick, Newland Communities, Robson Communities, Admiral (R) and Mrs. Vern Clark, COL (R) and Mrs. Jerry Wojtas, LTC (R) and Mrs. Dennis DeFrain, Mrs. Priscilla Clay and Mrs. Lee Root. Numerous other individuals and businesses stepped up to make the scholarship fund raiser a great success. The following students were selected as the 2016 winners: Fallon Bowes Fallon Bowes graduated from Greenway High School in 2015 and currently attends the United States Naval Academy in Annapolis, Maryland. She has completed her first year and is studying mechanical engineering. Quynh-Patty Nguyen Quynh-Patty Nguyen attends Grand Canyon University. She has completed her first year and is planning a career in nursing. Prior to enrolling at GCU, Ms. Nguyen attended Greenway High School, graduating in 2015. Thomas Peterson Thomas Peterson graduated from Millennium High School in 2015. He currently attends New Mexico State University where he has completed his first year and is planning a career in aerospace engineering.
Carlyn Sawdy-Bowes Carlyn Sawdy-Bowes attended Greenway High School where she participated in numerous leadership and extracurricular activities all while maintaining a 3.95 GPA. She also volunteered for organizations such as Toys for Tots, food drives and the ALS Foundation. Carlyn averaged over 100 hours of community service each year in high school. She has been accepted to the United States Naval Academy and reported for training on 30 June where she will pursue a degree in electrical engineering. Madchen DeFrain Madchen DeFrain attended Wichita East High School in Wichita, Kansas and was in the International Baccalaureate program, a college level curriculum. Acceptance to this program is very competitive and gives students the chance to earn college credit while attending high school. Her ability to earn a 3.55 GPA in this very demanding curriculum is very impressive. In addition, she was a member of DECA, Spanish club, Feminist club, and the Young Democrats club. She also volunteers at the Kansas Humane Society. Madchen plans to major in biology at the University of Kansas and then pursue a veterinary science degree. Brandon Diaz Brandon Amilcar Flores Diaz attended Independence High School. He was in the Navy Junior ROTC and has served as the Bravo Company Commander. This position has many responsibilities such as being in charge of 50 cadets, ensuring their grades are consistent with Navy core values. Even with the added responsibilities he was still able to maintain a 3.81 GPA. He also volunteered in many events in school and outside of school. Coaching his brother s soccer team was one of the outside volunteer positions he chose. He plans to attend Grand Canyon University pursuing a degree that will lead him to becoming a physical therapist. Colin Engelson Collin Engelson attended Westview High School where he maintained a 3.91 GPA. Colin has been on the varsity golf team for four years and acted as co-captain. In addition, he is a member of the National Honor Society and through his participation has completed extensive community service. He also tutored at one of the local elementary schools. In addition, he travelled to Virginia with Nature Works Inc., which installs waste water treatment systems. He plans to attend Arizona State University and study space systems design and engineering. Braeden Goding Braeden Goding attended Greenway High school where he maintained a 3.41 GPA while taking many honors classes. He was also in the JROTC program. Some of his extracurricular activities included color guard, air rifle team, armed drill,
and leadership academy. Some of his community service activities included a food drive, adopt a family, teddy bear drive (through the fire department), and walk for wishes. Braeden plans to attend Glendale Community College and pursue an environmental science degree. He is also interested in political science. Rylee Halla Rylee Halla attended Dysart High school where she was a member of the National Honor Society. She took several AP classes and maintained a 3.61 GPA. Rylee s in-school activities included: varsity volleyball, varsity track and field, student government (vice president) year book, and volunteering with special education. She volunteered for the Wounded Warrior Project and also at the local hospital. She plans to pursue a degree in nursing at Northern Arizona University. Devin Marinaccio Devin Marinaccio attended Peoria High School where he maintained a 3.96 GPA. He was a member of AFJROTC and some of his activities included: color guard, honor guard, saber team, rifle team, commander of marksmanship, and a plans and programs staff position. He also was a volunteer at Desert Sky animal hospital. Devin plans to attend Arizona State University where he will study computer engineering. Sean Oliver Sean Oliver attended Franklin Police and Fire High School. He was a first sergeant in JROTC, and also part of an ACE college prep program that meets after school and on weekends. Sean has been very active in his community dedicating more than 300 hours to various projects. For example, he helped organize blood drives for the American Red Cross. He had a 3.33 GPA and plans to attend Grand Canyon University pursuing a degree in criminal justice. Kenneth Stayer Kenneth Stayer attended Greenway High School where he maintained a 3.33 GPA. He is an executive officer in NJROTC. Some of his responsibilities include color guard, drill team commander, and assistant administration officer. He was also involved in community service such as canned food drives, toys for tots, and the Ronald McDonald house. Kenneth plans to attend Northwestern Preparatory School and study engineering. One of his goals is to become a Navy Seal.
