Conditions: You are a CP50 employee in the grade of GS 9-13 assigned at echelons above brigade. You have been directed to administer the strength reporting (SR) of your organization to ensure it establishes and maintains proper strength reporting (SR) processes and procedures that enable your commander / director to make proper decisions on personnel readiness. You have access to the Army's Manning Guidance, AR 614-100 (Officer Assignment Policies, Details, and Transfers), AR 614-200 (Enlisted Assignments and Utilization Management), AR 600-8-6 (Personnel Accounting and Strength Reporting), DA PAM 600-3 (Commissioned Officer Professional Development and Career Management), to AR 600-8-6 (Personnel Accounting and Strength Reporting), FM 1-0 (Human Resources Support), and HR enabling systems. Standard MOPP 4 conditions do not exist for this task. See the MOPP 4 statement for specific conditions. Standards: Supervise the collection and processing of strength data to provide 100% accurate reporting to higher headquarters in order to report your unit's readiness levels. Implement personnel strength procedures to maintain and report 100% assigned and attached personnel. Performance Steps 1. Determine the personnel strength reporting requirements established by your oraanization's higher HQs. 2. Review personnel strength responsibilities: a. Implement personnel strength reporting Standard Operating Procedures (SOP). b. Ensure personnel have the appropriate security clearances and access/permissions to the appropriate HR databases and systems required to perform their mission. c. Review Operations Orders (OPORDs),Fragmentary Orders (FRAGOs), and other orders to determine command relationships for all subordinate units. 3. Supervise the collection, summarization, analysis, updating, and processing of personnel strength data using manual mehtords and HR automated systems. 4. Review PERSTAT report using HR automated systems. a. Obtain the unit strength reports from subordinate units. b. Process information on replacements, Return to Duty Soldiers (RTD), Army civilians, and contractors, as required. c. Coordinate with appropriate agencies for information on casualties, patient tracking, and update personnel databases / systems as appropriate. d. Perform error reconciliation between PERSTAT and automated Personnel Accountability Reports. e. Produce PERSTAT. 5. Review unit strengths to determine personnel requirements and priorities. 6. Submit PERSTAT IAW unit SOPs or established procedures from higher HQs. 7. Supervise processing strength related transactions through applicable HR enabling systems. (Asterisks indicates a leader performance step.) Evaluation Guidance: Score the individual GO if all performance measures are passed (P). Score the individual a NO GO if any performance measure is failed (F). If the individual fails any performance measure, show what was done wrong and to perform it correctly. Evaluation Preparation: This task can be evaluated by use of the performance measures as listed. This method of evaluation is appropriate if the individual performs the task on the job. Allow the individual to practice until they feel qualified and prepared for the evaluation, then have them perform the task, using the materials listed in the CONDITIONS statement above.
