Arlington Public Schools Purchasing Office NOTICE OF ADDENDUM NO. 1 Issued on October 7, 2016 TITLE: RFP NO.: ARCHITECTURE/ENGINEERING SERVICES FOR MULTIPHASE PROFESSIONAL SERVICES FOR EXPANSION AT THE CAREER CENTER SITE TO ACCOMMODATE CAREER-TECHNICAL EDUCATION, PROJECT BASED SECONDARY PROGRAM 27FY17 RFP ISSUE DATE: SEPTEMBER 27, 2016 RFP DUE DATE AND TIME: OCTOBER 14, 2016 PRIOR TO 2:00 P. M., (LOCAL PREVAILING TIME) Attachment A Filled in Sign in Sheet Attachment B PowerPoint slides from Pre-proposal Conference QUESTIONS AND ANSWERS FOR CLARIFICATION: Q.1. A.1. Q.2. Ed Center located at 1426 North Quincy Street, is now a secured building, how does that impact delivery of the responses when being delivered by hand or FedEx? Offerors need to be aware that the main entrance (door #1) will need to be the entry point for the delivery of the proposal responses. The offeror or courier will need to be buzzed in through that door and sign is at the reception desk, then they can proceed to the 4 th floor to deliver the responses. Please be sure to inform any courier that you will be using. Page 10 of the RFP, Tab 4, Additional Information, letter i" states that a two (2) page maximum shall describe the project approach. Can you clarify if the two (2) page limitation includes any diagrams or graphics or illustrations? Further, does the two (2) page limit extend to the other sub-categories of this section ii, iii, and iv? I.e. are responses to each of those sections subject to the same two-page limitation?
A.2. Q.3. Tab 4 item i shall have a two (2) page limit and shall apply to the entire scope of the project. Tab 4 items ii, iii, and iv do not have a page limit but care should be given as to not provide unnecessarily elaborate responses. Diagrams, graphics, or illustrations can be used to support the text. Can you clarify what proposal title we should use in our submissions? On page 1 of the RFP the title is listed as: ARCHITECTURE/ENGINEERING SERVICES FOR MULTI-PHASE PROFESSIONAL SERVICES FOR EXPANSION AT THE CAREER CENTER SITE TO ACCOMMODATE CAREER-TECHNICAL EDUCATION, PROJECT-BASED SECONDARY PROGRAM And on page 13 it is listed as: Renovation and Expansion at the Career Center Site Project (Project) A.3 Use the title on page 1. Q.4. Do proposals have to be submitted in 3-ring binders or can they be submitted with spiral wire binding? On page 8 of the RFP under section A. Proposals should be submitted in a binder. However then on page 9 under E. it says in a three ring binder, or otherwise bound A.4. Either a 3-ring binder or spiral bound will be acceptable. There is no preference as long as the submissions are bound in some form. Q.5. A.5. Q.6. A.6. Q.7. Clarification request: during the pre-proposal visit I may have misunderstood or mis-heard the project budget to be $12m for construction and $2.5 for soft cost (total $14.5m). The RFP states the total of construction and soft costs is $12m. Total project cost for the First Construction Phase was incorrectly listed in the RFP. Total project cost for the First Construction Phase is $12,750,000 (approximately $10,000,000 for Construction Costs and $2,750,000 for Owner/Soft Costs). Given the two-page limit for Tab 4 subsections, does Tab 4 Subsection i (methodology) refer only to the Initial Study Phase (Section III A.1 A.3.4), or to all scope elements (A.1 through A.13.5)? Please explain how the selection criteria will be applied to Tab 4 Subsection i? See response to Question 2. The selection criteria for Tab 4 will be evaluated as a whole not based on the subsections. It is our understanding that there is a two-page limit for Tab 4 subsection i. Are there page limits for subsections ii, iii, and iv as well? A.7. See response to Question 2. This Addendum #1 for RFP 27FY17 ARCHITECTURE/ENGINEERING SERVICES FOR MULTIPHASE PROFESSIONAL SERVICES FOR EXPANSION AT THE CAREER CENTER SITE TO ACCOMMODATE CAREER-TECHNICAL EDUCATION, PROJECT BASED SECONDARY PROGRAM, must be signed, dated and received in the Purchasing Office prior to the date and time stated above OR acknowledgment of receipt of this addendum may be noted on the RFP. (See RFP Title Page One).
