Dedicated to Celebration of the 4 th anniversary of Entrepreneurs Day International Entrepreneurship Forum Dushanbe - 2018 Development of entrepreneurship and investment, and modern economic processes FORUM CONCEPT Organizer: TAJIKISTAN THE GOVERNMENT OF THE REPUBLIC OF Venue and date: October 15, 2018, Dushanbe, Tajikistan

Within the framework of the Fourth Anniversary of "Entrepreneur s Day", with the support of the President of the Republic of Tajikistan International Entrepreneurship Forum Dushanbe-2018 is envisaged with the title " Development of entrepreneurship and investment, and modern economic processes". The forum will provide a wider range of opportunities for the dialogue between entrepreneurs and investors regarding the innovation entrepreneurship development, improvement of economic reforms and attraction of foreign and domestic investment. Forum Objectives - Analysis of the potential of innovative entrepreneurship in the promotion of export potential of the country and the importsubstituting policy of the Republic of Tajikistan; - Finding opportunities to develop modern entrepreneurship and start-ups, evaluation of available foundations; - Explore new methods of attracting domestic and foreign investments to the national economy; - Supporting e-commerce as a way to enter global markets; - Promotion of ways and methods for improving state policy on investment and entrepreneurship with the purpose of industrial and innovative development of the national economy; - Advantages of modern technologies for improvement of the quality of government services to businesses and investors and to the population as a whole; - Find ways to modernize the tax, customs, banking and financial systems; - Provide ways of strengthening cooperation between domestic and foreign companies; Official opening of the Forum, plenary and sectoral meetings, discussion topics The Forum will begin with the opening speech of the President of the Republic of Tajikistan. Directors and representatives of international financial institutions, foreign and domestic investors, diplomatic and consular representatives in Tajikistan, strategic trading partners of the country will be attending the forum.

Opening speeches of high-level guests and investors are expected. After that the Forum will continue in seven separate panels with different discussion topics. Panel 1: Increasing Competitiveness in Business with Modern Technology; "Start-up" as a new way of entrepreneurship development among youth Panel 2: The prospects of tourism development in modern conditions. Panel 3: Finance and role of banking system in entrepreneurship and investment development: current situation and perspectives Panel 4: Ecological Entrepreneurship and Green Energy. Panel 5: Innovative entrepreneurship development in industry: perspectives and cooperation opportunities Panel 6: Innovation in Agricultural Sector: Challenges and Solutions Panel 7: Investing in development of infrastructure: transportation, communication and technology Various aspects of innovative entrepreneurship development, including modernization of public services, improvement of investment and business climate, development of innovative production, strengthening of international cooperation, improving the state support to entrepreneurs will be presented and discussed in the panels. Form of the event The 4th International Entrepreneurship Forum Dushanbe- 2018, which is dedicated to celebration of "Entrepreneurs Day", will be held on October 15, 2018, under the leadership of the President of Republic of Tajikistan. The President and members of the Government of Tajikistan, high-level delegates of the partner governments, experts, leaders and representatives of influential global and regional companies, representatives of International Financial Institutions in Tajikistan, will be discussing innovative entrepreneurship. A wide range of entrepreneurs and investors, scientists and experts, leading international companies will be invited to attend the forum. The procedure for participating in the Forum is determined by the Organizing Committee and entrepreneurs and investors will be paying a fixed fee to participate in the forum.

A number of agreements and memorandums are expected to be signed during the forum, and a number of B2B meetings are expected to be held. Forum Participants: Government of the Republic of Tajikistan High-level government officials from partnering countries Development partners and private sector Well-known international and local private companies International Financial Institutions and commercial banks Business Associations Investors and Entrepreneurs Mass Media Presenters: 4 to 6 presenters will present at the panel discussion, most of them representing private sector. The management of the ministries and government agencies will talk about opportunities for investment in the development of information technologies for the development of the real sector of the economy, and will answer the questions of investors and participants of the Forum. 3-4 participants from the private sector, including representatives of 1-2 national companies and 1 representative from small business, 1-2 representatives of international or regional companies, will deliver a speech at the forum. 1-2 Heads of public organizations will represent Associations and Business Organizations at the forum, and be panel speakers at the forum. Panel Moderators: Moderators are selected by the Organizing Committee from a pool of experts from the international financial institutions and/or from a pool of highly qualified academic experts in the respective areas. Moderators are invited based on recommendations.

Panel discussion Form and means of discussions Priority and predefined issues for the government and investors will be discussed at the panel sessions. The role of entrepreneurs and investors is expected to be more productive in the discussions sessions. The entrepreneurs and investors should express and present their views on the future of the country's investment climate, positive factors influencing investment in Tajikistan, and exchange views on the development of the private sector and the state policy. Public sector representatives will respond to the questions of investors and participants, as well as present information on the Government's policy and action plans and their implementation. Moderator focuses on the most important issues, directs discussions in the appropriate direction and summarizes the views of the participants. At least 15 minutes are allocated for Questions / Answer sections. Two-way meetings of entrepreneurs and investors in the Business-to-Business (B2B) format and ministries and agencies in business-to-government (B2G) format will be provided. The main focus of the forum will be on meeting and direct talks between investors and businessmen. In B2B format, the main focus is to reinforce business relationships between firms, as well as potential investors and suppliers. Participants will have the opportunity to familiarize themselves with the possibilities of cooperation, conditions and expectation of investors. Business-cocktail is expected to provide an informal environment for additional communication. Information support

Information support of the event will be given a lot of attention during the preparation. Web-site. The Forum web-site is expected to operate 2 months prior to the forum: Online registration. From the past experience of the forums it is clear that direct registration of participants is preferred on the website of the Forum for both the organizers and the participants. Practical program information. Preliminary program, panel meetings and their topics, logistics, as well as the date of the meeting shall be approved no later than 1 month prior to the Forum and shall be published on the Forum web-site. Priority Investment Projects in addition to the main topics of the Forum, will also be available on the web-site of the Forum for information. Investment incentives. Information on the investment incentives for the investors will be available on the Forum website. For the purpose of carrying out the Forum in an effective way it is proposed that the design and descriptions of the investment projects will be determined and the selected projects will be provided within 1-2 months before the forum on the website of the forum. Contact with the participants of the Forum. Responsible staff of the Ministry of Foreign Affairs, the State Committee on Investments and State Property Management, relevant ministries and agencies, International Airports of Dushanbe, Khujand, Qurgonteppa, State Unitary Enterprise "Tajik Railway", Border Guards of Tajikistan, are responsible for invitation of the participants and their participation in the Forum. Expected Outcomes Agreements, memorandums of understanding, or specific agreements on cooperation between local and foreign companies is expected. In this regard, recommendations are made by the investors, and the prospects of cooperation and existing barriers are presented to the Government of the Republic of Tajikistan and the private sector during the current year. The situation of the country's investment climate, its prospects and investors' plans will be evaluated.

Official relations with multinational firms will be strengthened in various sectors of the economy. With the aim of introducing the country's initiatives and achievements on improvement of the investment climate in Tajikistan, international trade journals will be involved.
