This document supersedes the previous Flotilla 01 08 document dated 1 January 2005 2. The members and their future replacements occupying the offices specified in the address above are hereby appointed as the flotilla s Incentive Awards Standing Committee. This committee shall be responsible for carrying out the requirements of reference (a). 3. The committee members shall carry out the requirements as follows: a. The VFC shall oversee the committee generally. Additionally, the VFC shall also oversee (with assistance from the FSO PB) the engraving of the Auxiliarist of the Year, Tom Meyer Award, Unsung Hero Award and associated plaques. b. The IPFC shall oversee the issuance of officer s pennants and burgees as well as the issuance of the unofficial burgees to present members who do not have one as well as new members when they qualify. c. The FSO CM shall ensure that members who may meet the qualifications for a TCO award are given a d. The FSO MA shall procure (with assistance from the FSO FN) and stock as necessary, the various items authorized by the program. e. The FSO MT shall ensure (with assistance from the FSO IS) that members who become qualified in the various programs are not overlooked for awards for which they qualify. f. The FSO NS shall ensure that members who may meet the qualifications for a NS award are given a g. The FSO OP shall oversee the distribution of life jackets, float coats, etc. to those members who qualify for the operations award. h. The FSO PE shall ensure that new instructors who may meet the qualifications for a PE award are given a i. The FSO PV shall ensure that members who may meet the qualifications for a PV award are given a j. The FSO VE shall ensure that new vessel examiners who may meet the qualifications for a VE award are given a 4. All awards to individuals should be presented at a regular flotilla meeting. 5. Schedule of Incentive Awards FLOTILLA 22-05 Category: Awards Policy: Provide an incentive award to new Instructors, Vessel Examiners, ATON Specialists, Program Visitors, Telecommunications Operator, Marine Safety Specialists, Boat Crew, Coxswains and PWOs upon a member s completion of or participation in the following in a qualifying year: Instructor: Teach or assist at least six evenings in one season. Vessel Examiner: Perform a minimum of 15 vessel safety checks in one season. ATON Specialist: Perform a minimum of six days of ATON missions in one season. Program Visitor: Visit a minimum of 10 dealer sites in one season. Marine Safety: Complete any of the PQS. Telecommunications Operator: Activate, with approved inspection, of a fixed or mobile radio facility and participate in a minimum of two Sector Baltimore Communications drills, or become qualified as a Communications Watchstander at a Coast Guard shore station and stand a minimum of five comms watches in a consecutive two month period after becoming qualified by the station officer incharge. Each shall qualify for a separate award. Operations: Complete qualifications to become a crew member, coxswain or PWC Operator. Each shall qualify for a separate award (see below). If a member qualifies in more than one specialty, he or she shall have the option of receiving an award for each category. Only one award per category is to be awarded per individual. Operations Awards Crew: Each newly qualified crew member will be given a new Type III PFD for his/her use as long as he/she is in the operations program, after which the PFD would revert to flotilla property. If the member transfers from the flotilla less than one year after receiving the PFD, it would revert to flotilla property. After the one year mark, the PFD may transfer with the member to the new flotilla, if the member continues in the operations program of their new flotilla. Page 2
Coxswain: Each newly qualified coxswain will be given a new inflatable PFD and pouch for his/her use as long as he/she is in the flotilla operations program, after which the PFD would revert to flotilla property. PWO: Each newly qualified PWO will be given a new High Speed PFD for his/her use as long as he/she is in the flotilla operations program, after which the PFD would revert to flotilla property. Officer flags Member burgee Trophy Winners Operation Facility Equipment Other Awards Officer Pennants shall be given to the Flotilla elected leaders, Division elected leaders, District elected leaders and National Staff when they are sworn in. These pennants will remain flotilla property and are to be passed along to their successors. The outgoing elected leader(s) will be given a past officer s burgee upon completion of his or her term of office as a permanent keepsake. Only one burgee per individual is to be awarded, regardless of the number of offices held. New members of the flotilla shall be given a Flotilla Burgee when they have attended 6 flotilla meetings or are elected/appointed to office or earned an award in another category. Only one burgee is to be awarded per family. Winners of the Auxiliarist of the Year and Tom Meyer Award trophy must surrender the trophy for the next year s winner. These winners shall also receive a plaque as a permanent keepsake. Winners of the Unsung Hero Award shall receive a plaque as a permanent keepsake. Purchase any equipment specifically required for new OpFacs that is not required for (or reasonably expected to be aboard) recreational vessels, including, but not limited to, a red/amber light, Operational Ensign, and the patrol sign boards. In addition, each new OPFAC will be equipped with enough inflatable PFDs (flotilla property) and pouches to meet minimum crew requirements. Float coats, when required, will be borrowed from existing stock. The equipment shall remain the property of the Flotilla, and shall be returned to the FSO MA if the facility is no longer offered for use. Other awards not covered by this document may be granted as determined by the Incentive Awards Standing Committee. Special note: The Flotilla Commander may place these awards in abeyance due to lack of funds or other circumstances that would adversely affect the normal operations of the flotilla. This decision must be relayed to the membership at the earliest opportunity. Page 3
